A32. No
Q33. Reference: RFP, Page 5, Para B.6.3.2 the Government states which labor burdens can be recovered as part of an Overtime coefficient. However, our DCAA audited cost accounting systems requires the application of General Liability Insurance after the Worker's Compensation Insurance. In order to comply with our cost accounting practices we need to also recover our GL Insurance expense.
Question: Will the Government allow for this additional component for recovery of our GL insurance?

Q34. Reference: RFP, Page 44, Para 5.1, Part 1 RFP Documents and Price Proposal Question: Under what Tab do you want the offeror to place the CLIN located on pages 56 through 69 of 102?
A34. Tab 2
Q35.IAW Executive Order 13495, Nondisplacement of Qualified Workers Under Service Contracts, dated 30 January 2009, requires contractors, under a contract that succeeds a contract for performance of the same or similar services at the same location, to offer those employees (other than managerial and supervisory employees) employed under the predecessor contract whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. -In order to accurately price a proposal, and not give the incumbent contractor an unfair advantage in pricing, the incumbent workforce tenure information is required. Please provide incumbent employee length of service at the CT AVCRAD facility so we can accurately price, and be in compliance IAW the SCA wage determination and Reg. 29 CFR 4.173.
A35. 47% of workforce has over 5 yrs of service
29% of workforce has between 3 and 5 years of service
14% of workforce has between 1 and 3 years of service

Q38. Was there a site survey, industry day, or any other opportunity for vendors to review work sites/facilities to assist in bid preparation?
A38. No.
Q39. Is there an incumbent performing on this contract requirement, or is this a new requirement? Any information on past contract performance would be very helpful.
A39. Yes. Please see Q&A 2 and 3.
Q40. Will you be providing any workload data on past work requirements?
A40. Number of estimated personnel as well as occupation descriptions are included in the RFP.
Q41. The RFP notes the place of performance (B.5 PLACE OF PERFORMANCE) will be in several locations on a “nationwide basis”. Will you be providing a listing of locations that work will be provided? Since labor rates do vary by region and/or specific location, it would be of benefit to provide realistic pricing to account for these locations.
