About this file

This document is a Questions and Answers file for Solicitation W91ZLK-25-R-A001, dated 04-18-2025, addressing a mobile crane maintenance and repair contract for the Army Test Center. The Q&A provides clarifications on several key contract aspects, including confirmation that this is a follow-on contract with an existing incumbent (previous contract W91ZLK-22-P-0031), requirements for test weights up to 500,000 lbs, and subcontracting limitations. The document addresses specific compliance questions about FAR and DFARS clauses, noting that FAR 52.219-14 (Limitations on Subcontracting) will be incorporated in the final award, while DFARS 252.204-7012 and 7019 will be removed due to no covered defense information being involved.

The Q&A also clarifies small business eligibility, stating that vendors must meet the Small Business Administration size standards for NAICS Code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance), and must ensure their small business representations are accurate and current on SAM.gov. Vendors with substantial affiliation to a large business may be ineligible to bid, and they are directed to verify size standards on the SBA website. The document serves to provide additional context and answer potential bidder questions about the solicitation's requirements and conditions.

Questions and Answers Dated: 04-18-2025

Solicitation ID: W91ZLK-25-R-A001

1. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services. No, this Is a Follow-On Contract. Yes, there is currently an active Incumbent performing the services.

2. If not brand new, could you please provide the current / previous contract number? W91ZLK-22-P-0031.

3. Please confirm that offerors/contractors must provide test weights up to 500,000 lbs. as required for routine and repair testing? (In reference to Attachment 2) Yes, this is accurate. We currently have 100,000 lbs. on hand currently with access to 500,000 lbs. of test weights for 250 Ton Cranes.

4. Please confirm that FAR clause 52.219-14 is applicable and that it strongly limits subcontracting the services of a resulting contract? (In reference to Attachment 5) Yes, FAR 52.219-14 Limitations on Subcontracting are applicable at solicitation but were inadvertently omitted. The clause will be incorporated in the final award. In summary, the clause states that the contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

5. Please confirm that any subcontractors must comply with DFARS 252.204-7012 and 7019 as specified in 252.204-7012 paragraph (m)? (In reference to Attachment

5) While DFARS 252.204-7012 are required in all solicitations and contracts for the purchase of commercial services/items, the Government has discretion in determining its applicability. The Government has determined that there will be no Covered Defense Information involved in the performance of these services and therefore the contract does not involve the handling, storage, or transmission of covered defense information. As a result, by implication, DFARS 252.204-7019 is not applicable, and both clauses will be removed from the final award.

6. If desired, please complete paragraph (a), 52.212-2 (In reference to Attachment

5) Please refer to Attachment 3 for evaluation criteria.

7. Please confirm that a "small business" with substantial affiliation to a large business (e.g. through shared managers, ownership, or contractual dependencies) is not eligible to bid on this contract? To be eligible for award, a vendor must meet the size standards defined by the Small Business Administration (SBA) for under the solicitation NAICS Code: 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. Small businesses must ensure their small business representations are accurate and current on SAM.gov. Vendors can look up size standards here:
