About this file
This document is a Questions and Answers file for Solicitation No. W91ZLK-25-R-6844, addressing a Depleted Uranium (DU) Containment Facility Maintenance and Repair contract for Aberdeen Test Center (ATC). The solicitation is a Total Small Business Set-Aside under NAICS Code 811310, seeking a hybrid Firm-Fixed-Price and Time and Material contract for one base year with two option years. The government is specifically addressing contractor concerns about Time and Materials (T&M) Contract Line-Item Numbers (CLINs) by maintaining flexible, government-established Not to Exceed (NTE) CLINs that will allow vendors to propose appropriate labor categories.
The contract will be awarded using Lowest Price Technically Acceptable (LPTA) methodology, with performance taking place at the Fords Farm test site within Aberdeen Proving Ground, Maryland. Offerors must submit two-volume proposals via email by 4:00 PM Eastern Time on 24 April 2025, with a mandatory site visit scheduled for 14 April 2025. Proposals are limited to 20 technical pages and must include specific documentation such as SAM registration, representations, and certifications. Interested vendors must register for the site visit by 11 April 2024, with attendance limited to two individuals per organization, and must provide requested documentation to enter the restricted area.

Questions and Answers for Solicitation No. W91ZLK-25-R-6844 (Round 2) Fords Farm Maintenance and Repair As of 5/13/25
1) Question: I do have one more question regarding the T&M CLINS. Because neither the government or the contractor has any idea what type of repairs will be required, would the government consider giving a representation of likely labor categories and hours? This would ensure each vendor is bidding on the same thing.
Since no one knows what the emergency repair work will entail could the CLIN be normalized?
Example: 1 Lot $500,000
Answer: The Government acknowledges the offeror’s concern regarding the inherent uncertainty of repair work under the Time and Materials Contract Line-Item Numbers (CLINs) and the potential impact on proposal development.
After careful review of the Request for Proposal (RFP), the Government has determined to maintain the Time and Materials CLINs as Government-established Not to Exceed (NTE) CLINs, with specific values to be determined by the Government. This approach is consistent with FAR Part 16 and allows for flexibility in addressing the unpredictable nature of emergency repair requirements.
We are relying on the technical expertise of industry to propose the appropriate labor categories needed to address potential requirements. This approach allows us to leverage your knowledge of current market rates and ensure we receive competitive proposals. These proposed labor categories will then be incorporated into the CLIN description.
As an example, the Government is sharing the labor categories included on the Time and Materials CLIN from the 2022 contract. The labor categories being provided as aid and not as a requirement to specifically propose against.
