About this file
This Statement of Work (SOW) details the requirements for installing ballistic-resistant security film at Aberdeen Proving Ground (APG), Building 4401. The project involves applying specialized security film to specific glass surfaces in offices 101, 102, 103, and 105, hallway windows, doors, and vestibule areas to enhance protection against ballistic threats. The contractor must provide film that meets industry standards for projectile resistance, is rated against handguns, rifles, and shotguns, and includes UV resistance and temperature tolerance.
The contract requires the contractor to clean and properly prepare glass surfaces, anchor the film to frames comprehensively, and ensure compliance with federal, state, local building codes, and military installation regulations. Performance testing may be required, including sample installation inspection and adhesion testing. The deliverables include a detailed cost breakdown covering material costs, window unit pricing, installation expenses, and freight. The project has a tight timeline, with all work to be completed within one week of award at the Aberdeen Proving Ground location, with Ronald Johnson from Army Contracting Command-APG serving as the government point of contact.

Statement of Work (SOW)
Title: Installation of Ballistic-Resistant Security Film – 6472 Integrity Court, Building 4401, 1st Floor, Aberdeen Proving Ground (APG) 21005
1. Scope This Statement of Work (SOW) establishes the requirements for the purchase and installation of ballistic-resistant security film at Aberdeen Proving Ground (APG), Building 4401. The contractor shall furnish all labor, materials, equipment, and transportation necessary to apply the film to existing glass in designated offices, hallway windows, and vestibule areas. The objective is to enhance protection against ballistic threats while utilizing the current glass infrastructure.
2. Background The existing glass in Building 4401 does not provide adequate ballistic resistance. The application of ballistic-resistant film offers an effective and cost-efficient method of increasing occupant protection from ballistic and forced-entry threats while maintaining compliance with safety and military regulations.
3. Requirements The contractor shall perform the following tasks:
Film Procurement and Standards
Provide ballistic-resistant security film that meets or exceeds industry standards for resistance to projectiles.
Film must be rated and tested against multiple ballistic threats, including handguns, rifles, and shotguns, with certified protection levels documented.
Surface Preparation & Installation
Clean and prepare all designated glass surfaces prior to application to ensure proper adhesion.
Apply film to the following areas: offices 101, 102, 103, and 105; hallway window in the short wing; full-length door entering the short wing; and full-length vestibule glass.
Ensure film is properly anchored to frames to provide comprehensive protection against ballistic and impact forces.
Environmental & Safety Compliance
Film must include UV resistance and tolerance to temperature fluctuations to prevent peeling, bubbling, or degradation over time.
Installation and materials must comply with federal, state, and local building codes, as well as military installation regulations.
Maintenance & Inspection
Provide recommendations for ongoing inspection and maintenance to ensure long-term performance of the applied film.
Identify conditions (e.g., scratches, peeling, or impact damage) that could reduce the film’s ballistic resistance and corrective actions to be taken.
4. Performance Testing & Acceptance At the discretion of the Government, the contractor may be required to:
Provide a sample installation of the ballistic-resistant film for inspection prior to full project execution.
Perform adhesion and visual quality testing to confirm proper installation.
Provide documentation on the film’s ballistic certification and manufacturer’s warranty.
Correct any deficiencies identified during inspection at no additional cost.
5. Deliverables The contractor shall provide a detailed cost breakdown that includes:
Material cost (glass and frames)
Price per window unit and per opening
Installation cost
Material freight (if applicable)
Any other applicable charges
6. Period of Performance All work shall be completed no later than one week after the award.
7. Place of Performance Aberdeen Proving Ground, Building 4401, Integrity Court
