About this file
This document is a Statement of Work (SOW) for the purchase of two Computed Radiography (CR) Systems for the US Army Aberdeen Test Center. The systems will be used for non-destructive inspection of ammunition and armor, replacing an existing X-ray Film processor. Each system must include a high-performance table-top flatbed scanner, two high-performance laptop computers, high-resolution 3-megapixel 21" monitors, software with image enhancement capabilities, and phosphor imaging plates.
Key specifications include spatial resolution of ≤ 40 µm, 16-bit depth, throughput of ≥ 28 plates/hour, and a non-contact or minimal-contact transport system. The scanners must meet ISO 17636-2 Class A and B, ASME, and ASTM weld inspection standards, operate in ambient light, and function in temperatures from 15-35°C with 15-80% non-condensing humidity. The systems require a 12-month warranty, installation, training, and must be commercially available off-the-shelf products with a delivery lead time of 4 weeks or less. Delivery will be to the US Army Aberdeen Test Center in Aberdeen Proving Grounds, Maryland.

Specifications for Computed Radiography Systems
Amending Statement of Work for the following Modification/Changes:
1) This requirement would like installation and training for the new units.
2) The plate sizes needed are two (2) 14 X 17 Inches.
3) 12-month warranty is required. Prospective vendors will not be required to have current manufacturer factory training and access OEM parts to bid on this requirement.
4) Removed the following under Transport System: “Magnetic-based scanner with no contact on the imaging plate's image side, reducing wear and tear and ensuring better image quality.”
5) Replaced with the following under Transport System: “Scanner with a non-contact or minimal-contact transport system, ideally one that balances speed and plate safety.
6) Each system shall comprise of two (2) High Performance Laptop Computers and High Resolution 3 megapixel 21” Monitors.
SCOPE
3.1 PURPOSE
The contract is Purchase of two (2) COTS Computed Radiography systems. The systems should be high-performance table-top flatbed scanners with contactless plate transport used for industrial radiography inspections. Each system shall comprise of a Computed Radiography scanner, high performance computer, and high-resolution monitor, software compatible to view results with Flash Image Enhancement, wall thickness measurement tools software and phosphor imaging plates.
The scanners will be used for the non-destructive inspection of ammunition and armor at Aberdeen Test Center and are intended to replace an X-ray Film processor. The system will be used in conjunction with an M9 Linear Accelerator and will need to produce radiographic images of heavy materials within Large Caliber ammunition and armor coupons.
3.2 GENERAL DOCUMENTATION
The following documents shall be supplied:
A complete set of Operator’s Manuals Certifications of Warranty of any/all commercial OEM equipment
3.3 ENVIRONMENT
The Computed Radiography Systems shall be operated in a field or shop environment with:
Ambient temperatures ranging from 15 to 35 degrees C Relative humidity between 15 and 80% (non-condensing) Available power 120 VAC (+/- 10%) at 50-60 Hz
3.4 REQUIREMENTS
The Computed Radiography Systems shall include the following items:
3.4.1 Computed Radiography Systems including scanner, high performance computer, software and phosphor imaging plates – (Qty: 2)
3.4.2 Fast Screening Plates Imaging Plates – (Qty: 2)
SRb: 3.5-4.0 lp/mm Signal to Noise Ratio: (150-200) Relative Sensitivity of the plate: (100-200)
3.4.3 Durable Imaging Plates – (Qty: 2)
SRb: 5.0 lp/mm Signal to Noise Ratio: (200-300) Relative Sensitivity of the plate: (50-100)
3.4.4 High Resolution Imaging Plates – (Qty: 2)
SRb: 7.0 lp/mm Signal to Noise Ratio: (300-400) Relative Sensitivity of the plate: (25-50)
3.5 QUALITY ASSURANCE AND WARRANTY PROVISIONS
Preservation, packaging, and packing shall be in accordance with the manufacturer’s commercial practice.
All components shall be covered by a full one-year warranty.
Shipping and handling shall be included.
