Responses to Industry (Amendment 2)

Queson 1: SOW: Paragraph 2: The descripon in this paragraph pertains to a gun barrel unit located at Watervliet. This descripon does not apply to the ATC unit. I assume that paragraph 1 & the details outlined in paragraphs 6.1 through 6.9 supersedes paragraph 2.

Response 1: This system is designed for the magnec parcle inspecon of 360-inch-long gun tubes and weighing up to 5000 pounds. The system is equipped with a 10,000 ampere FWDC magnezing power supply complete with reversing DC demagnezaon.

Queson 2: SOW Paragraph 5.2: The statement is the contractor shall dispose of all waste generated from uncrang, unpacking, and installing the machine. Please clarify if we are responsible for removing these items. I would think not since ATC will be uncrang the unit, but I want to make certain of this.

Response 2: The Government has a dumpster for disposal of most packing materials. If a large crate is used that cannot be easily broken apart to fit in a dumpster, the Government may request that some materials be removed when final set up is performed.

Queson 3: SOW Paragraph 5.2.3 & Queson 4 on the Changes Page: The paragraph specifically states the contractor shall perform acceptance tests and onsite training. Queson 4 states that the contractor is not responsible once the system is in place. I take this to mean that as a contractor either myself or my staff will be onsite to train ATC personnel. I’ve been contacted by other companies without qualified personnel to perform the training per the paragraph. They are interpreng the queson 4 response to mean they do not have to provide training.

Response 3: The intent of paragraph 5.2.3 is that the Government will be moving the machine from the delivery vehicle to its final locaon in the building and hooking up air/electric supply. For the machine to be finalized for operaon, the Government is looking for the contractor to show full operaon of the machine. The first step is system calibraon by the contractor. Then ATC, with inspectors and crane crew, will move cannon tubes and go through the inspecon of a cannon tube with the contractor while tesng funconality of each poron of the system. By training, the Government is looking for instrucon on how to operate any unique funcons of the machine.

Queson 5: SOW Paragraph 6.4.1: Per my work with ATC they require the coil to have (2) UV/White Light lamps mounted to the coil. In addion, they want rotaon controls and fluid applicaon nozzle mounted to the coil. We will provide a coil with the features described. My concern is other vendors will interpret this to mean that the (2) lights are part of the inspecon enclosure described in paragraph 6.5. and will not mount the lights to the coil itself.

Response 5: Secon 6.4.1 is specific to the coil and states “The coil must also have a fluid applicaon nozzle, UV-A flood lights and a REL C4 Magnum Go or equal 120 volt plug in light.”

Queson 6 on Changes Page: The OEM of the unit requires a deposit of 30% upon order; 60% payment upon acceptance tesng & 10% net 30 days aer delivery. As a small business we are not in the posion to finance the unit for 10 months. This is based on the 9 months build schedule plus the 1 month payment term desired by ATC. I respecully request ATC reconsider a 50% deposit upon ordering with

50% due at me of delivery. Please note that I am willing to discuss payment terms. The terms must be accepted by Gould Bass though.

Response 6: The Government will set up a contract with mulple billing units against Firm Fixed Price line items that can be billed more than once unl billing unit is complete.
