The Army Contracting Command at Aberdeen Proving Ground is seeking these services for a one year base period and a one year option period. The small business set-aside contract will be awarded as a lowest price technically acceptable contract. Offerors must provide pricing for CLINs 0001 and 0002 as detailed in the attached schedule of services. The work will involve refurbishing and repairing the containers including patching holes, replacing gaskets and bushings, straightening fork pockets, applying a chemical agent resistant coating, and stenciling unit information on the exterior. Questions are due by March 22nd and proposals are due by April 12th. The selected contractor must be able to inspect the containers and perform an average of two refurbishments per month at the specified location.

Questions and Answers for Combine Synopsis Solicitation
W91ZLK-21-R-0011
Q. Is the Government providing round trip transportation to the contractor’s facility from the Government location?
A. There is no agreement or quote in place to transport the QUAN CONS by the vendor or any contractor so we would have to either transport them ourselves or hire someone to transport them.
Q. Please advise where are the Quad Cons located; Physical address?
A. Right now all twenty (20) QUAD CONS are located at 8791 Fleming Road, Bldg. E5140, APG Edgewood in the Warehouse
Q. For the Period of Performance of Base plus 1 Year, how many total Quad Cons require refurbishment in this contract? Also what is the refurbishment work completion rate per month desired by the Government during the Period of performance?
A. All twenty QUAD CONS will need refurbishment on this contract. There is no refurbishment rate in the contract but I would think at least two (2) QUAD CONS a month would be reasonable. There may be some initial time ordering parts and paint for all twenty QUAD CONS.
Q. Is there a current contract in place for the same required services or this is a New Requirement? If there is a current contract, please provide us the details.
A. There is no current contract in place for this work at this time.
12 May 2021 Questions and Answers Q. Can a site visit be arranged to review ALL the damages for us to evaluate the total scope of the work in repairs and replacements of the parts?
A. Yes I would prefer the vendor to come out to inspect the containers in order to get a better understanding of the repairs needed.
The Contract Specialist will set up the site visit for next week (Date & Time TBD) Q. In absence of the site visit, can the Government provide photos of the actual damage to all 20 quad-cons?
A. We can provide photos but we would prefer the vendor come out to our location and put eyes on each container being repaired.
Q. Will the interior of the containers require blasting and painting?
A. Unsure. This is why we would prefer the vendor to come out for pre-inspection.
Q. Transportation: Please advise if we should include the costs in our proposal or the Government will arrange for the same?
A. We Will Contract out through ITO.
