Aberdeen Test Center HVACR M&R Support

Performance Work Statement

I. Background

Aberdeen Test Center (ATC) provides various simulated environment testing in support of a diverse test arena for the Department of the Army. The vast majority of these services rely on the use of complex and custom built Heating, Ventilating, Air Conditioning and Refrigeration (HVACR) systems.

These HVACR systems are not fully comparable to other residential and/or industrial HVACR systems, and generally require specialized components, systems and/or a variety of refrigerants to properly function. Further, many of these systems were manufactured up to fifty years ago, potentially limiting the availability of technical documentation and/or replacement parts.

These systems are crucial in the testing of weapons, ammunition, body armor and other soldier systems that ultimately impact the Warfighter’s ability to complete his/her mission. Therefore, it is critical that these systems maintain operability at all times, 24 hours per day, 7 days per week, 365 days per year, and fully comply with the strict testing standards set forth by the Department of Defense (MIL-STD-810G: Environmental Engineering Considerations and Laboratory Tests).

II. Scope of Work

The Contractor will be tasked with maintenance and repair for all HVACR and ancillary (e.g.

associated electronics, electrical components, controls, etc.) equipment. Work efforts will be concentrated between, but not limited to, the Light Armor Range Complex (LARC) and Mobile Environment Unit’s (MEU) portable and fixed environmental test chambers. The LARC consists of 13 indoor, negative-pressure, temperature and humidity controlled, small- and medium-caliber firing ranges. The MEU test chambers consist of 84 portable and fixed environmental test chambers.

Appendix A contains further information on relevant LARC and MEU equipment. The Contractor, however, may be tasked to perform service on additional ATC HVACR assets as requested by the ATC Contracting Officer Representative (COR).

The following outlines service requirements for the three elements of this M&R contract: 1) Scheduled Maintenance, 2) Unscheduled Maintenance and 3) Replacement Parts.

1) Scheduled Maintenance

The Contractor shall provide 1200 hours of technician (journeymen-level) labor towards scheduled maintenance efforts. These hours will be utilized at the discretion of the ATC COR to support tasks listed below. The ATC COR will coordinate scheduled maintenance efforts through a designated Contractor representative. At the completion of each service visit, a service ticket shall be provided to the ATC COR detailing personnel on site, nature of the service, duration of visit, status of relevant equipment, any replacement parts utilized, and any other information relevant to the service performed.

ATC has identified the following maintenance tasks to be completed as scheduled maintenance. Note that this list is NOT all inclusive and other tasks reasonably considered basic or routine may be requested by the ATC COR as scheduled maintenance.
