Solar Array Maintenance Contract Performance Work Statement

Overview: The U.S. Army Test and Evaluation Command has several Test Centers which house custom built solar radiation arrays to duplicate the sun’s solar environment. A maintenance contract is needed to ensure ATC solar testing is repeatable, reliable and within MIL-STD-810G specifications.

Fixed Price Statement of Work:

Contractor shall provide annual fixed-price preventive maintenance services on the ATLAS SolarConstant 4000 MHG system. The contractor shall perform all recommended manufacturer and industry maintenance tasks required for mechanical integrity, and to ensure the system provides all current MIL-STD-810 test specifications. Contractor must have the ability and authorization to access the ATLAS automated control system for software program modification and maintenance. Contractor shall also have recent working knowledge and experience with MIL-STD-810 Solar Testing.

All preventive maintenance visits shall be coordinated with the Test Center assigned POC. Contractor must complete all work within the allotted time provided, and provide the COR with a service ticket at the completion of the visit. Any work required outside the preventive maintenance requirements must be approved by the COR prior to providing the services.

Contractor shall provide a fully qualified field technician to accomplish all maintenance and maintenance repair tasks. Technician shall have a minimum of two years’ experience working with Atlas SolarConstant 4000 systems. Technician shall be knowledgeable in the manufacturers equipment, recommended procedures and good work practices. Contractor shall field verify all numbers, parts and materials needed to provide maintenance tasks. Contractor shall provide all lubricants, cleaning supplies and any other materials needed to complete their preventive maintenance tasks.

Preventive maintenance shall include, but not limited to, the tasks listed in Appendix (A).

Contractor shall provide thirteen (13) SolarConstant 4000 MHG lamps which are randomly spot checked to meet MIL-STD-810 specifications. Contractor shall provide ten (10) SolarConstant 4000 MHG lamps of which each have been checked to meet MIL-STD-810 specifications and come with documentation of certification. Contractor shall refurbish forty (40) lamp sockets within ATLAS SolarConstant 4000 MHG specifications. Contractor shall include shipping cost back to ATC. All items will be provided annually within sixty (60) days of award.

Before and after all maintenance tasks are completed: Annually provide a Radiant Exposure/Uniformity Measurement, and Spectral Measurement check of the system to MIL-STD-810G, or the most current MIL-STD revision. A Pyranometer and Radiometer will be provided by the Test Center for the measurement checks. A referenced area will be marked on the chamber floor. Adjust lamp settings until both Radiant and Spectral compliance is achieved at the 1120 W/m² profile. Save the compliant lamp settings for the facility staff to use during testing. Provide MIL-STD-810 data and lamp settings in a compliance report to the COR. The pre-maintenance Radiant Exposure/Uniformity Measurement, and Spectral Measurement check shall be used to determine the Radiant and Spectral measurement drift over the calendar year.

Contractor shall provide a total of three (3) eight hour days of Emergency Repair Service, Monday through Friday at the request of the COR. Service days may or may not be consecutive. Service will include all labor, travel, hotel and any other additional cost to perform the service.

Task to be Performed
Inspection and Maintenance Findings/Notes
Completion Date

Inspect and clean luminaries (Lamp, sockets, clamps, insulators, igniters, reflectors, glass filters, glass mounting, luminary mounting hardware, fans/cooling system specialty items).

Inspect and clean power supply cabinet(s) (Electrical connections, fuse/circuit breakers, E-Stop operation, relays, transformers, DC power supplies, PLC operation, CAN bus operation, fan operation, over-temperature sensors).

Inspect and clean lamp power supply module (Electrical connections, input power/output power, internal condition, fan operation, clean filter screen, hour meter/ignition counter).

Inspect electrical cabling (Power Cabinet to Lamp array, electrical plugs/sockets, Power Cabinet to Atlas Control PC).

Inspect, clean and operate Control PC (SolarSoft settings, control screen operation, fault log review, display monitor/keyboard operation).

Inspect I/O Feedback to Facility Control (Relay logic input from facility, relay logic output to facility, check of indicators and signals).

Inspect and operate the array movement systems (Motorized components, chain/cable, limit switches, pulleys/rollers, pivot bearings, cable enclosures, feedback position encoders, pushbutton switch assemblies, PC control systems). Change oil and separator element annually.

Record individual EPS output wattage (current-voltage) at minimum and maximum power levels. Compare to previously recorded data (if available).

Archive current PC and PLC program files and histories should backups or replacements be required.

Maintain onsite accurate and complete service/lamp maintenance log(s).

If specified MHG lamps are available, change defective or out of tolerance lamps as needed.

If specified lamp sockets are available, change defective ones as needed.

List any additional maintenance performed as part of manufacturer or industry good practices.
