About this file
This file contains Questions and Answers from an Industry Day held on July 27, 2026, regarding a federal contract opportunity for software licensing and implementation services. The government is currently in the market research phase and has not yet released a formal RFP, with release expected soon on a to-be-determined date. The incumbent contractor providing software licenses is Atlassian, and the anticipated NAICS code is 513210 with no set-aside determination made as of the Industry Day date. The contract vehicle will likely be Firm Fixed Price (FFP) under open market procurement, structured as a Base plus 4 option years, with award and setup required well before the current contract expiration of September 26, 2026, to ensure no service gaps.
The scope involves managing 500 existing software licenses, with data migration required for the DEcA Team to consolidate unused licenses onto the system platform. The effort will include implementation of Microsoft applications and possibly Alpha Contracting Agile methodology, though this has not been finalized. Respondents must possess CMMC Level 2 self-certification (C3PAO certification is not required), and those working toward certification must demonstrate the application is in process. The government is currently not requesting full proposal packages, resumes, or detailed past performance references in RFI responses—only capabilities, company information, and rough-order-of-magnitude (ROM) pricing. The implementation delivery model preference has not been determined and is marked to be announced. No estimated budget ceiling has been established, and current FTE level of effort information is not yet available.

Questions and Answers from Industry Day
Held on July 27, 2026 @ 10am Est.
1. Is the proposal evaluation going to measure higher the companies that do have C3PAO CMMC Level 2 certification? CMMC Level 2 Self Certify is required. Leve 2 -C3PAO is not required.
2. What NAICS code is anticipated, and has a set-aside determination been made? As an SDVOSB capable of priming this, we'd welcome a small business set-aside if the capability is there. NAICS 513210 and No Set a Side determined as of yet.
3. What Incumbent company is currently providing the so ware licenses? Atlassian
4. Do you need the Do you need the pricing/ROM?pricing? For Market research purposes only we would like a ROM to include all listed in the PWS.
5. What is the current FTE LOE? We don’t have that yet? The so ware needs to be set up and begin no later than 9/25/2026.
6. When are you planning to release an RFP for this? Soon date, TBD
7. Have you considered GSA best of breed contracts? We have considered everything and are s ll working on what route we will go. FFP Open Market is a good possibly.
8. Is there anything specific you need included in the proposal apart from the C3PAO
CMMC Level 2 cer fica on? Currently in the Market Research Phase so not as of yet. If you have the cer fica on we need a copy of it. If you’re working towards it, we will need to see you started the applica on and it’s in process.
9. Is there an es mated budget ceiling for this opportunity? No
10. recommenda ons = contract vehicles? Base plus 4 yr contract and FFP
11. Do all of these teams have data to migrate? Yes, More of the DEcA Team will need to migrate their informa on onto the system so ware. There are currently 500 licenses but not all are being used, and we will need to migrate those that are not on yet to the system as part of the process. They use Microso applica ons and will need them to be implemented.
12. How many licenses exist? 500 currently
13. What Agile methodology are you currently using? or Are you looking for us to recommend one? Possibly ALPHA CONTRACTING. This is not yet determined.
14. Can you clarify the co-term requirement — specifically, what happens to the co-term structure if the existing license group's renewal timeline shifts or changes? Is there flexibility to adjust the term length if needed, or is the co-term date fixed regardless of what happens with the other group's licenses? This is a contract that expires 9/26/26. The new contract, which will be a Base and 4 option yrs, is going to have to be awarded and set up needs to be completed well before 9/26/2026 so that there is no gaps or loss in service.
15. If the complete solution can be obtained under an existing contract vehicle. No it can not.
16. You mentioned some existing licenses. How many licenses exist? 500 currently and not all are being used.
17. In the second paragraph of the description section on SAM.gov, it asks for "complete written responses" ... "addressing the General Requirement capabilities" and also asks for company information. Now, it sounds like you expect pricing/ROM. Is there a specific list of elements that must be included in the RFI response? Which and how many resumes for Key Personnel, Pricing, how many past performance? We're not looking for a full proposal package currently, so no resumes or specific past performance references are required currently. We're looking to understand capabilities and get a rough idea of pricing.
18. Please confirm a preferred (a) implementation delivery model (fully onsite, remote onshore, blended offshore/onshore, or fully offshore with U.S. time-zone overlap). TBA
