The Medical Readiness Contracting Office-East, Eisenhower Health Contracting Branch intends to solicit, negotiate, and award a single Firm Fixed Price contract for Document Destruction Services location at Moncrief Army Health Clinic and outlying clinics, Fort Jackson, South Carolina.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause-

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items-

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. C.1.GENERAL:

C.1.1. Scope of Work. The contractor shall furnish all labor, supervision, management, supplies and equipment utilized in the performance of this contract.

C.1.1.2. The Contractor shall be **AAA certified for plant operations by the National Association for Information Destruction, Inc (NAID) ** and have been in the business of performing destruction of sensitive documents for the last three (3) years. The contractor shall provide a current copy of their plant operations AAA certification to the contracting officer with their proposal.

C.1.1.3 The Contractor's storage site shall be monitored by a digital entry alarm system.

C.1.1.4. The Contractor's destruction operation shall be of an automated process in that at no time is the paper material physically handled by personnel.

C.1.2. The contractor shall identify a point of contact (POC) in writing and the government shall notify the contractor with an on-site Contracting Officer's Representative (COR) for the performance issues for this contract. The contractor and the government shall exchange their respective on-site POC/COR names and phone numbers prior to start of the contract. The on-site COR/Contracting Officer shall be notified in writing within 5 days when there is a change to the Contractor's Representative/Point of Contact.

C.1.3. Procedures Manual: The contractor shall provide a Procedures Manual. This manual shall consist of a collection of narrative direction/work instructions and standards for the use of Contractor personnel in implementing contractual obligations. The Contractor shall submit their Procedures Manual to the Contracting Officer with their proposal for approval. The approved Procedures Manual will be incorporated in the contract at the time of award as a compliance document. After contract award the Contracting Officer will approve any changes.

C.1.4. Training Plan: The contractor shall have a training program that covers all aspects of the scope of work. A copy of the training plan shall be provided to the Contracting Officer with their proposal.

C.1.4.1 AT Level I Training. /contract text is for contractor employees with an area of performance within an Army controlled This provision installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Contracting Officer, within 30 calendar days after completion of training by all employees and subcontractor personnel. C.1.4.2. Access and General Protection/Security Policy and Procedures. Contractor and all associated subcontractor's employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the MACH Personnel Security Specialist. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

C.1.4.4. OPSEC Training. Per AR 530-1, Operations Security, all contract employees must complete Level I OPSEC Training within 30calendar days of commencing performance and annual OPSEC Awareness training thereafter. C.1.4.5 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program using training standards provided by the MACH ATO. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. C.1.4.6. Information Assurance (IA) Training/ Cyber Awareness. employees and associated subcontractor if network access is required, all contractor employees must complete the DOD IA awareness training before issuance of network access and annually thereafter.
