64 of 122 7.16 Monthly Status Report (MSR). The contractor shall electronically submit a monthly status report (MSR) to the MRA by the 5th calendar nay of each month. The MSR shall outline progress, status, risks and problems/issues encountered to include roles and responsibilities, identify any Government dependencies that are overdue which are impacting schedule and/or performance of this contract. The MSR shall include such items as a description of activities of the past month (summary of work accomplished during the month and percent complete for the MTF); schedule of activities planned and estimated date/time of completion; and a summary of the status of work initiatives and documentation updates.

As the 5th calendar day often falls on weekends or holidays, would the Government consider using the 5th business day instead of calendar day? Historically, on weekends and holidays, the Government is not available to correspond regarding any discrepancy or the reconciliation itself, impacting the data prep to be compliant with the deliverable due date.

The Government will agree to the 5th business day insead of the 5th calendar day.

53 of 122 1.7.1.1 and

1.7.3-1.7.3.2

1.7.1.1. Military Health System (MHS) Genesis training. Contractor Service Provider shall attend training in the use of MHS GENESIS. The length of training will depend upon the computer skills of the individual Contractor Service Provider. This training will be coordinated and scheduled by the COR. (Access to such patient data systems is an “Automated Data Processing Sensitive” position requiring compliance with AR 25-2 and AR 380-67.)

1.7.3. Government Unique Training.

1.7.3.1. The government will provide unique government training to CSPs who are performing services under this contract. Upon award of task order, each COR and the contractor may coordinate to arrange for unique training of CSPs (to include “train-the-trainer”) in the use of MHS Genesis, and other hosted applications required in conjunction with the performance of the contract.

1.7.3.2. For "train-the-trainer," each COR and the contractor shall coordinate government training required under the contract. The contractor may send two (2) CSPs to receive unique government training at each MTF in the region for five (5) business days. Upon receiving government unique training, the contractor shall be responsible for maintaining the MTF-specific training program and ensuring each CSP is trained in the use of MHS Genesis and CCE and other hosted applications required in conjunction with the performance of the contract.

If the offeror has approved MHS Genesis Train-the-Trainer status / resources would the Government forgo the need for on-site training at the MTF? If the contractor needed to bring on additional CSPs, is the contractor permitted to train the incoming CSP and the CSP be provided a Genesis account? If not, how many hours will be needed for Genesis training? Is this virtual training?

The local MTF does not have any control over MHS Genesis training requirements. It is done at a higher level. Contractor is not permitted to train for Genesis provisioning. It must be done by DHA specific trainers. If a end user has had an active account within the last 6 months they will not require re-training. The average estimate of hours for Genesis training varies based on the roles being granted.

Training may be delivered virtually.

50 1.3.2 PWS 1.3.2 states that “the current up-time for AVHE is 99.6%.” Can the Government please define the time period used to calculate the 99.6% uptime rate?

AVHE is managed by DHA and the percentage is based off local past performance. AVHE has always been a reliable source even when primary systems go down, we have always been able to revert back to AVHE as a secondary. If specific metrics are required as evidence I will have will have to research further.
