QUESTIONS AND ANSWER
Questions and Answers:
1. How would you like the proposal to be submitted?
Answer: All proposals will be submitted in accordance with 52.212-1 and 2 and addendums.
2. Is there a current incumbent and if so, what is the award amount?
Answer: Yes, MedEx Medical Transport Service contract W91YTZ22D0005.
3. Should the technical proposal only include parts a - c under the “Technical Capability” section or should it address all specific tasks listed in Part 5?
Answer: Both. Technical proposal should contain parts a.- c. and should address all specific tasks in the PWS.
4. Paragraph 5.5.6 (pg 98) Is it a requirement for the Contractor to stage one vehicle on WAMC premises?
Answer: In accordance with the PWS it is not a requirement to stage one vehicle; however, you are held to the time constraints for responding to BLS and ALS transports (Section 1.3). The response time includes installation access see 1.6.3 for Installation Gate Access Control.
5. Technical Capability (Volume 1) (pg 144)- states that the technical proposal shall not exceed 10 pages, and deems general acknowledgment or paraphrasing as unacceptable. In order to thoroughly reply to each of the requirements set forth in the contract, the Contractor will need more than 10 pages, not including additional pages for the requested attachments listing Contractor's personnel, units, etc. Can more pages for this response be allowed?
Answer: The page limit has been increased to 20 pages instead of 10.
6. Paragraph 5.5.8 (pg 99) To clarify how the Contractor is supposed to invoice for services. Is it intended for the Contractor to invoice for the maximum number of trips each month regardless of the actual trips performed? For example: The Contractor performs 80 trips in the month and invoices for 151 trips (maximum quantity listed)?
Answer: No, the contractor will invoice for actual trips made. The maximum quantity is listed to give vendors an idea of how many trips might be needed in one month. However; the vendor will be able to bill for a minimum each month for BLS (46 trips) and ALS ( 25 trips) if either type of trips exceeds the minimum then the vendor will bill for actual trips.
7. Paragraph 5.12.1 (pg 101)- The Contractor is to invoice for all loaded mileage, rather than invoice for only loaded mileage beyond 20 miles?
Answer: Yes. IAW 5.12.1, “milege traveled shall be limited to “one way only”, the distance the patient is transported.” The specified point of origin to the specified destination. Mileage will be determine by google maps or similar software program.
8. Paragraph. 5.11.4 (pg 101)- states that the Contractor shall provide the WAMC Transport Services POC a copy of the Patient Care Report (PCR) upon arrival to WAMC. The PCR cannot be completed until the end of the transport and once patient care is transferred to the receiving facility. Will it be acceptable for this to be provided after the completion of the trip?
Answer: No, the PCR report will be provided upon arrival to WAMC.
9. On Page 144 of the PWS it lists specific instructions for the Technical Capability Proposal requirements listing 3 specific parts and limiting the proposal to 10 pages. However, the PWS also calls for a quality control plan. Do you want the QCP to be included in the Technical Proposal or just the 3 specific requirements listed? If the QCP is included in the Technical Proposal, is the 10 page limit a firm requirement?
Answer: The QCP is not part of the 10 pages. The number of pages is increased to 20 pages.
10. Would considerations for either removing the requirement entirely due to military sovereignty and/or by allowing a reasonable amount of time after award to obtain a license be made in order to gain competitive bids from companies such as ours who have extensive experience in this exact field, but are not currently licensed in NC?
Answer: Military sovereignty does not cover non personal service contracts. Therefore, a NC liscence is required.
The license will need to be obtained prior to start date of the contract.
