About this file

This document contains an amendment to a federal solicitation for psychology assessment services. The amendment increases the page limit for technical responses from 5 to 25 pages. The solicitation seeks proposals for providing psychological assessments for the Command Assessment Program through the Talent Management Task Force located at Fort Knox, Kentucky. Services will include conducting psychometric testing instruments and multiple group-administered cognitive and non-cognitive psychological tests from 1 July 2023 through 31 December 2023. Proposals will be evaluated based on technical approach, past performance on similar contracts, and price reasonableness, with technical and past performance considered more important than price. The tradeoff process may result in award to other than the lowest price. A minimum of three and maximum of five past performance references should be provided within one page. The independent government cost estimate will be used to determine price reasonableness.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

ADDENDUM TO 52.212-2

Paragraph (a) is hereby replaced with the following:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government, price and other factors considered. Award will be made using the Tradeoff source selection process. This process permits tradeoffs among cost or price and non-price factors and allows the Government to accept other than the lowest-priced offer.

Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate offers and award a contract without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.

The following factors shall be used to evaluate offers:

Factor I. Technical Factor II: Past Performance Factor III: Price Impartial consideration will be given to all offers received in response to this solicitation. Each proposal will be evaluated strictly in accordance with its content and the Government will not assume that performance will include areas not specified in the offeror's proposal.

Technical is equally as important as Past Performance. When combined, Technical and Past Performance are significantly more important than the Price factor. Price could become the determining factor, if the proposals are determined to be essentially equal. The trade-off between non-price factors (Technical and Past Performance) and Price could result in awarding to other than the low offeror.

Prior to evaluation of proposals, the Government will conduct a compliance review to determine if each proposal meets all submission requirements as outlined in 52.212-1 and Addendum to 52.212-1. If a proposal is found to be non-compliant, no further consideration will begiven.

All proposals received in compliance with this solicitation will receive a Technical evaluation as outlined below.

FACTOR 1: TECHNICAL. Proposals with a Technical rating of Unacceptable will not receive any further consideration. All proposals with a Technical rating of Acceptable or Good will receive a past performance evaluation.

FACTOR 2: PAST PERFORMANCE. Proposals with a past performance rating of Acceptable for all references submitted or the majority of references submitted (ie. two of three references submitted, three of four references submitted, or four of five references submitted) will receive a price evaluation.

FACTOR 3: PRICE. Price proposal will be evaluated to determine price reasonableness.

FACTOR 1: TECHNICAL

The Government will evaluate whether the offeror has demonstrated that its proposed technical capability and methods/approach for conducting Psychometric testing instruments and multiple group-administered cognitive and non-cognitive psychological testing instruments meet the Government requirements in accordance with the Performance Work Statement.

Technical proposal shall not exceed twenty-five (25) pages.

The following rating will be used in evlauting each offeror’s technical proposal

Technical Ratings Good Proposal exceeds requirements and indicates a thorough approach and understanding of the requirements

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements.

Strengths and weaknesses are offsetting or will have little or no impact on contract performance

Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is un-awardable

FACTOR II: PAST PERFORMANCE

Offeror shall submit information, on a single page, identifying federal, state, local government and private contracts performed within the past three years, which are similar in scope, type of work, and complexity to the effort described in this solicitation. A minimum of three references but no more than five references shall be submitted. If none, offeror should so state.

Past Performance shall not exceed one page.

Government sites such as PPIRS will be a significant source for past performance evaluation.

Offerors are cautioned that in conducting present and past performance evaluations, the Government may use ing Systems (CPARS) http://www.cpars.csd.disa.mil/cparsmain.htm and data obtained from any other sources available to the Government to include, but not limited to, data independently obtained from other Government and commercial sources.

Evaluation of past performance shall be in accordance with this plan utilizing the sources as referenced.

The following ratings will be used in evaluating past performance.

Rating

Past Performance Ratings

Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required efforts.

Neutral The offeror has no past performance record available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Unacceptable Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

FACTOR III: PRICE

Proposals will be evaluated for price reasonableness, fairness, balance, and completeness.

A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques include, but are not limited to comparison of proposed prices received in response to the solicitation and/or comparison of proposed prices to the Independent Government Estimate.
