Question: RFP p. 121 para. 4 states, “The Government will make a best value LPTA award consistent with the evaluation criteria discussed in FAR 52.212-2 and the Addendum to FAR 52.212-2.”
a. Question: Can the Government please explain how this statement aligns with DFARS 215.101-2- 70(a)(2)? This Section states, “DoD contracting officers shall avoid, to the maximum extent practicable, using a LPTA source selection process when a procurement is predominately for the acquisition of … knowledge-based professional services,” which has been defined to include “healthcare services and records.”
Answer: The use of the tradeoff process for a requirement that is not complex and the extra dollar value would not add any value to the requirement. There are no known factors that would require formal source selection procedures. The solicitation for this requirement describes the approach of how price and other non-cost factors will be evaluated in sufficient details. Award will be made to the offeror provided its technical proposal conforms to the requirements of the solicitation and its price is determined to be fair and reasonable by the contracting officer;
and the Contracting Officer determines the offeror is responsible. The decision to use LTPA versus trade-off is at the discretion of the Contracting Officer.

Answer: The current contract was in place Sept 2017
