Questions and Answers

1. What is the name of the current contractor?

Answer: There isn’t one at the moment.

2. What is your anticipated award date for this contract?

Answer: The same day it closes or the following day. The start date is one October.

3. What would be the anticipated start date?

Answer: The start date would be 1 October but if some sort of transition is needed it would be fine just need to start setting up by 1 October.

4. Have funds been appropriated for this opportunity?

Answer: This is a Subject to Availability of Funds (SAF). Which means the new fiscal year starts on 1 October so as soon as the Presidential / DoD budget is signed funding will be added to the contract. This is common throughout the Federal Government this time of year.

5. What is the current total annual contract price for this contract?

Answer: Don’t know as we don’t have a contract in place at the moment. Once you/vendors submit proposals we’ll have an idea or a range of what vendors in the industry will charge for this service. From there we’ll assess whether or not the price is realistic and or fair and reasonable. We’ll be looking for technically capable or acceptable proposals and best price.

6. The PWS attachment 8 for a copy of the questionnaire with instructions for completion was not attached to the notice on FBO.

Answer: It’s on Pg. 37-41 of the Solicitation. Will attach it now.

7. What items are in the 400/lb order?

Answer: Per the PWS 1.2 Scope of Work - pick-up soiled/contaminated linen inclusive curtains and mop heads and deliver clean linen for approximately 11,000 pounds of government-owned linen per year. Remember that this service supports Dunham Army Health Clinic DAHC and DENTAC so I would plan for hospital gowns, bed sheets, pillow cases, lab coats, towels and scrubs etc.

Per the PWS

8. My assumption is that prices in the proposal will not be able to be changed once an award is given?

Answer: Yes. If your business is selected, determined to be technically acceptable and your price is determined to be in the competitive range, your price cannot be changed.

9. Contract is 12 months with an option, am I making the bid for the full 5 or for the 12 months?

Answer: Make the bid for a base and 4 option years. Yes all 5.

10. Do I to send the proposal along with the solicitation signed and checked off on the final 15 pages? Looks like I need to check what kind of business we are.

Answer: The clause 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (OCT 2018) ALTERNATE I (OCT 2014) located near the end of the solicitation has fill-in areas that help answer what kind of business you have. This is also the type of information you have on your System for Award Management (SAMs) registration.

In fact the clause states: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.

There isn’t anywhere to sign for a combined synopsis solicitation. If you are awarded the contract you’ll sign at the bottom of the first page.
