ATTACHMENT 8 VENDOR QUESTIONS AND GOVERNMENT RESPONSE

W91YTZ-16-R-0058

1. Is the time normal work hours?

Government Response: The normal work hours are currently 0730 – 1630 however, there is some discussion about staggering hours and having a few providers work later in the day from 0900 – 1800 (including a 1 hour lunch) hours if the command approves those hours. Reference PWS 1.3.1.

2. How would training holidays affect the performance of contract (promised delivery of work)?

Government Response: Kirk is closed for training holidays. The contract employees will not work on training holidays as they are considered non-billable. Reference PWS 1.3.6

3. Would my contractors use the same handbook and would we work out the difference in their status and performance of work, (independent contractors vs employee) prior to their start date?

Government Response: The contract is for personal services. The Government will treat contract providers as employees and expect them to comply with all applicable Government directives and guidance while performing under the contract. See Solicitation CLINs and PWS, paragraph 1.1, et al. Whether the contractor has additional requirements or conditions of employment is not relevant to performance under this contract

4. Can you tell me if these services are currently being performed by a contractor?

Government Response: Contractors are not performing these services at this time.

a. If yes, could you please provide the incumbent name as well as the contract number?

b. If yes, are there any vacant positions?

5. Can you please provide the attachments for W91YTZ-16-R-0058 in Word format? The Past Performance Questionnaire is the primary form needed in Word format prior to submission, but all of them would be beneficial.

Government Response: Yes; attachments will be published (in MS Word format) in the Amended Solicitaiton.

6. Attachment 1A states that any state license is adequate for this assignment for the Family Practice Physician. Attachment 1B states the Physician Assistant (PA) is required to have a Maryland license. Question - Can attachment 1B be changed to allow the PA to have any state license under the same terms as the physician?

Government Response: No, Physician assistants that work in the state of Maryland must have a Maryland license to work in that state. This is a privileging issue.

7. In reference to the below, can you clarify if the solicitation is for personnel only and that the facility is provided?

Government Response: PWS 1.1.8 changed as indicated by striked and added highlighted text below.

1.1.8. SCOPE OF WORK: The Contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary not otherwise provided by the Government (see PWS paragraphs 1.9 and 1.10) to perform Family Practice Physician and Physician Assistant Services to support the US Army Medical Department Activity (USAMEDDAC), Fort George G. Meade (FGGM) at: Kirk U.S. Army Health Clinic (KUSAHC), Aberdeen Proving Ground, MD.
