Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation document will not be issued. This solicitation is a request for quote (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP).
The associated North American Industrial Classification System (NAICS) code for this procurement is 332311, with a small business size standard of 750 (in number of employees).
This combined synopsis/solicitation is full and open competition, and incorporates FAR 52.211-6, , for Steel and Aluminum Guard Shack Buildings as defined herein. TheBrand Name or Equal government intends to award a firm-fixed-price purchase order resulting from this combined synopsis /solicitation, which will include the terms and conditions set forth herein. The Government intends to evaluate offers and award a contract without discussions with offerors in accordance with FAR 13.106-2.
Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Requirements
This requirement is for two Guard Shack Buildings daily operations at Joint Task Force - to support Guantanamo (JTF-GTMO). The Guard Shack Buildings will be used to replace the current deteriorated buildings at the Roosevelt Gate and Sally Port of Naval Station Guantanamo Bay (NSGB). The buildings support operational requirements within the JTF-GTMO Area of Responsibility, the Joint Task Force - Guantanamo Bay (JTF-GTMO). For a more detailed description of the supplies, please review the Attachment labeled One "1".

thompson26.mil@mail.mil, must be on the cc line of all offer submissions and related correspondence.
All technical and administrative documents must be attached to the email. Please ensure that no price data is included in the technical or administrative submissions. The deadline for submission is Monday, September 3, 2025, by 13:00 PM EST.
Submit all questions regarding this combined synopsis/solicitation by the emails mentioned above no later than 13:00 PM EST on , August 28, 2025 Thursday . All responses will be provided at once and disseminated directly through SAM.gov. No answers will be disseminated individually.
Responsiveness
Quotes will be assessed for adherence to all the requirements outlined in the solicitation document. For a quote to be considered for evaluation, it needs to strictly comply with the government's set terms under FAR 52.212-1, and FAR 52.212-2.

B. Solicitation Closing Date: To be considered for evaluation quotes must be submitted via email by the date and time established in the RFQ.
C. Quote Package: A complete quote package consists of the following:
Volume I -Administrative
i. Cover Page: Including at a minimum:
- Company Name
- Unique Entity Identification Number and Cage Code
- Company points of contact, name, title, email, and phone number (Primary and Alternate) that are authorized to sign on behalf of the company.
ii. SF 1449: Form shall be completed by vendor:
- Blocks17a company name and address.
- Blocks 30a, 30b, and 30c.
iii. Representations and Certifications: Provide SAM certifications and a completed 52.212-3.
Volume Two - Technical
See description of required documents at FAR 52.212-2 for details.
Responsibility: In accordance with FAR Subpart 9.1, Responsible Prospective Contractors, for prospective contractors to be determined responsible, they must satisfy the criteria below.
a. Have adequate financial resources to perform the contract, or the ability to obtain them.
b. Be able to comply with the required or proposed delivery or performance schedule.
c. Have a satisfactory performance record.
d. Have a satisfactory record of integrity and business ethics.
e. Have the necessary organization, experience, accounting, and operational controls, and technical skills, or the ability to obtain them.
f. Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them.
g. Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
The contracting officer (KO) may, if necessary, conduct a pre-award survey of the prospective contractor as part of the considerations in determining responsibility. In the absence of information clearly indicating that the otherwise successful Offeror is responsible, the KO will make a determination of non-responsibility, and no award will be made to that Offeror; unless the apparent successful offeror is a small business and the Small Business Administration issues a Certificate of Competency in accordance with FAR Subpart 19.6 entitled, Certificates of Competency and Determinations of Responsibility.
Deficient Quotes : Deficiency is a material failure of a quote to meet the Government's requirement or a combination of significant weakness in a quote that increases the risk of unsuccessfully contract performance to an unacceptable level. No award will be given to an Offeror whose quote is determined to be deficient.
A quote will be eliminated from further consideration before completing the Government's evaluation if the quote is deficient as to be unacceptable on its face. Deficiencies may include any exceptions or deviations to the terms of the solicitation. A quote will be deemed unacceptable if it does not represent a reasonable initial effort to address itself to the material requirements of the solicitation, or if it does not substantially and materially comply with the quote preparation instructions of this solicitation.
Cursory responses or responses which merely repeat or reformulate the solicitation, including the Technical Specifications, may be considered non- responsive to the requirements of the solicitation.
