W91WRZ-22-Q-0004 JTF MRI Lease Solicitation Questions and Answers #2
1. Do you require staffing (technologists to run the scanner)? The current solicitation does not require MRI technologists.
a. If no staffing is required, then I assume you would require application training. 3-5 days is typical. Will you specify. Yes, we will require Application Training. 3-Days should be sufficient.
2. Does the proposed location have an operational mobile pad? There is an operational pad at the proposed location. If so, do you have a scanner on the pad now? We do not have a scanner on the pad now.
3. The term is for a maximum of 18 months. Is there a chance this could be extended to 3-5 years at some point down the road? There is not a chance this will be extended- it will be hard-capped at 18 months in duration.
4. The transportation due diligence you provided was excellent and very helpful. There are a number of details that will require more information and pricing. Would the Army agree to a “pass thru” for transportation costs vs firm fixed pricing? Due to the nature of the solicitation, the Government will require firm fixed pricing.
5. Training – section 1.6.19 details the necessary training required for the contractors. Here is my question – I can see having to send multiple people on site. Service engineers, applications specialists, transportation specialists, etc.. Does each person need to go thru the specified training or just one representative from the company suffice? Yes, each person that comes onsite will have to complete the training.
a. How is the training provided? Is it online or in person on the base?
The training is online.
b. How long is the required training? The online courses normally take
1-2 hours each.
6. If the staff has to stay overnight are their accommodations provided? Accommodations are not provided by the Government.
Available accommodations and rental car include:
• NGIS: 757 458 2040
• Navy Lodge: 757 458 3103
• Rental Car: 757 933 9840
7.
a. If accommodations are provided is there a cost? Yes, there is a cost.
Please contact the NGIS or Navy Lodge for costs.
b. If not are their shuttle services back to the mainland? Is there a cost?
There is a military rotator that flies on Tuesday (departs/arrives from either Jacksonville, FL or Norfolk, VA) and Friday’s (always departs/arrives in Jacksonville, FL). Cost is $36.65 outbound and $19.70 inbound.
8. I respectfully request to extend the bid due date to Sept. 9th. I believe the extra time would ensure more accurate and thorough bids from all participants. I have been in this business a long time and this request has a lot of subtle details. Unfortunately, we have strict timeline to meet medical requirements that we need to meet, so we must keep with the 2-week solicitation.
