Q&A #2 for W91WFU18R0001, USEUCOM Level 6 Swing Space

Q1: Reference. Solicitation W91WFU18R0001 and ICD-705.

Question: Can you please tell me if we are required to use an American flag ship to get this over there?

Or perhaps do we need a waiver or can we send this over by any shipping route most expedient?

A1: ICD-705 Chapter 5, Section F “Secure Transportation for Construction Material” states that construction material such as this shall be securely transported using the following preferred methods of shipment, in order of preference: 1) U.S. Military; 2) U.S. Flag Carriers; 3) Foreign Flag Carriers. During transportation, the materials must be securely package or containerized and under the 24-hour control of an approved courier or escort officer. Escorted shipments shall be considered compromised if physical custody or direct visual observation is lost by the escort officer during transit.

Please also refer to DFARS clause 252.247-7023, Transportation of Supplies by Sea, which states that the Contractor shall use U.S.-flag vessels when transporting any supplies by sea under this contract. There is also guidance for submitting a request for use of foreign-flag vessels if any of the conditions under 252.247-7023(c) apply.

Q2: Reference. Solicitation W91WFU18R0001, Attachment 1 Technical Experience Project Template.

In Attachment 1, Technical Experience Project Template it instructs Offerors to provide contract or task order documentation that substantiates the tasks performed in the respective Project and to highlight the text within that documentation. Some of these documents are long documents. There may be many contract or task order document pages with no highlighted text.

Question: Does the Government want Offerors to provide the documentation pages only containing the highlighted text substantiating the relevant tasks performed or would you like us to provide the entire contract or task order document?

A2: Please provide the entire contract or task order document, regardless of length, and highlight the substantiating text.

File details come from the government source that posted it.
