PART 1
1. GENERAL: This is a non-personal services contract to provide Contractor technical services to support US Africa Command (USAFRICOM). The Government shall not exercise any supervision or control over the contract service personnel performing the services herein. Such contract service provider shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: This Performance Work Statement describes the requirements for the contractor to provide Personnel Security support for USAFRICOM. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the services as describe herein except as identified in Section 3, “Government Furnished Property, Equipment, and Services”. The contractor shall perform to the standards in this contract.
1.2 Background: USAFRICOM maintains security capability within its cognizance. The security and badge requirement directly supports this mission.
1.3 Objectives: The objective of this PWS is to provide contractor support for accomplishment of the USAFRICOM Personnnel Security Program.
1.4 Scope: The scope of this performance work statement includes all operations required to support USAFRICOM with security clearance and badge support.
1.5 Reserved.
1.6 General Information
1.6.1 Quality Control Program. The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures the work complies with the requirement of the contract. The QCP is to be delivered to the COR, within 30 days after contract award. One copy of a comprehensive written QCP shall be submitted to the COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the COR’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays: The contractor is not required to perform services on American Federal Holidays. Refer to CCE 204-4000 for a list of these holidays.
1.6.4 Hours of Operation/ Place of Performance: The Contractor is responsible for providing support during normal Government facility working hours (0730-1630), Monday through Friday except American Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the above reasons. The primary place of performance under this contract will be in Government facilities at USAFRICOM in Stuttgart, Germany.
1.6.5 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.6.6 Contracting Officer Representative (COR): The COR will be identified by separate letter issued by the Contracting Officer. The COR monitors all technical aspects of the contract and assists in contract administration.
The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.7 Only the Contracting Officer has the authority to modify the terms of the contract, therefore, in no event will any understanding, agreement, modification, change order, or other matter deviating from the terms of the basic contract between the Contractor and any other person be effective or binding to the Government. When/if, in the opinion of the Contractor, an effort outside the existing scope of the contract is requested, the Contractor shall promptly notify the Contracting Officer in writing. No action shall be taken by the Contractor under such direction unless the Contracting Officer has issued a contractual change or otherwise resolved the issue.
1.7 Management and Administration
1.7.1 Phase In: The Contractor shall plan to phase-in work performance to the level prescribed and within the time allowed under the terms of this PWS. The plan shall identify how the Contractor will observe and interact with the incumbent contractor; how the Contractor shall obtain installation access for personnel; and how the Contractor will be able to assume full performance on schedule. The Contractor shall submit a Phase-In Plan with their Proposal.
After contract award, the COR will provide input to the document and return to the Contractor. A completed Transition Plan is due NLT 5 working days after Contract award. The contractor shall adapt their execution plan submitted with the proposal, to address any changes caused by additional information and due diligence.
1.7.2 Phase In Period: The period between Contract award and Contract start date will constitute the phase-in period.
During the phase-in period, the Contractor shall prepare to assume full responsibility for all areas of operation in accordance with the terms and conditions of the PWS. The Contractor shall take all actions necessary for a smooth transition of the Contracted operations. This period will be approximately 5 calendar days from Contract award. The Government will make all facilities and equipment accessible to the Contractor for a maximum of 5 work days prior to the Contract start date for site familiarization and planning. During the phase-in period, the Contractor shall at a minimum:
· Obtain all required certifications, licenses, permits, and clearances necessary to perform required tasks to include installation passes and Department of Defense Information Assurance Certification (DIACAP).
· Develop and submit any required deliverables.
· Attend post-award meetings as required.
· Accomplish any necessary training.
1.7.3 Phase Out: Phase Out will occur during the last 15 days of contract performance. The Contractor shall take the necessary steps to ensure a smooth and orderly transfer of performance responsibility to a successor. The Contractor shall correct or replace, as determined by the COR any damage to Government owned property caused by employee negligence or mistake, intentional or otherwise. The Contractor shall fully cooperate with the successor contractor and the Government so as not to interfere with their work or duties. This shall include formal coordination with the Government and incoming contractor staff and management; delivery of copies of existing policies and procedures; delivery of required metrics and statistics, and migration of databases (if required).
1.7.4 Contract Administration Meetings
1.7.4.1 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart 42.5.
The designated Contract Manager (CM) shall attend these meetings in person, on-site. VTC or Telecom will be arranged for Contractor personnel that cannot attend in person.
1.7.4.2 Periodic Progress Meetings: The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor CM or his/her alternate to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The anticipated number of meetings is two (2) per year in Stuttgart, Germany. These meetings will be at no additional cost to the government.
1.7.5 Contract Manager (CM): The contractor shall identify an individual who holds contract management responsibilities for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer and COR. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
1.7.6 Training: The Contractor shall provide fully trained and experienced technical personnel required for performance, this standard applies to regularly assigned personnel as well as substitute personnel. Training of Contractor personnel shall be performed by the Contractor at his/her own expense, except:
1. When the Government has given prior approval for training to meet special requirements that are peculiar to a particular contract.
2. Limited training of Contractor employee(s) may be authorized when the Government determines it to be in the best interest of the Government.
1.7.7 Organizational Conflict of Interest: The Contractor shall notify the Contracting Officer immediately whenever it becomes aware of any access or participation that may result in any actual or potential OCI as defined in FAR 9.5 and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. If a potential or an actual OCI exists the Contactor shall promptly prepare and submit a mitigation plan to the Contracting Officer. The plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.7.8 Section 508 Requirements: All electronic and information technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 Code of Federal Regulations (CFR) 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov/accessible.html‐ Part1194." (FAR 39.2).
1.8 Anti Terrorism/ Security: Contractors must conform to the below listed security requirements:
1.8.1 The USAFRICOM products are hosted on the DOD’s NIPRNET, SIPRNET and JWICS systems. The security requirements specified in DD Form 254 are applicable to this effort.
1.8.1.1 As directed by the COR, the contractor will require access to: NATO information; foreign government information; and For Official Use Only (FOUO) Information. The contractor will also require access to the JWICS, SIPRNET and NIPRNET systems.
1.8.1.2 In performance of this contract, the contractor will have access to classified information only at Government Activities; have access to classified information outside the U.S., Puerto Rico, U.S. possessions and trust territories only at appropriate Government facilities or activities; be authorized to use the services of the Defense Technical Information Center (DTIC) or other secondary distribution center; and have Operations Security (OPSEC).
Notification of Government Security Activity Clause (May 96) is required.
1.8.1.3 Security will be as prescribed in the DD 254 for the contract. Sufficient Contractor personnel assigned to this effort must possess a current Single Scope Background Investigation (SSBI). Personnel supporting this effort will require security clearances in accordance with Table 5.0-002.Appropriate personnel shall require substantial access to Government offices and SCI areas, data, and facilities to successfully accomplish the tasking identified within the PWS. Contractors shall conform to all security requirements as specified in each contract’s DD Form 254 included in the contract.
1.8.1.3.1 SCI Justification: The Contractor will require access to SCI information to successfully accomplish daily tasking’s. Specifically, task requires access to Intelligence Community databases and SCI workspaces to provide timely badging support. Consideration shall be given to the spectrum of operations, through all likely phases of modern warfare, in accomplishment of the tasking outlined in this PWS. Because of the nature of operations, the Contractor shall require access to SCI as directed by the Government. This type of information is necessary to determine personnel security clearance needed for gaining access into SCI space per USAFRICOM policies and procedures.
1.8.1.4 Performance applications and day-to-day activities and operations occur on the Unclassified LAN (ULAN), Secret LAN (SLAN), JWICS and Coalition LANs (such as CENTRIXS). There will be specific tasks where individuals will require access to Sensitive Compartmented Information Facilities (SCIF). Personnel supporting this task must have an active TOP SECRET with SCI Eligibility security clearance see Table 5.0-002.
1.8.1.5 Disclosure of Information: Performance under this contract may require the contractor to access data and information proprietary to a Government agency, another Government contractor or of such nature that its dissemination or use other than as specified in this work statement would be adverse to the interests of the Government or others. Neither the contractor, nor contractor personnel, shall divulge nor release data or information developed or obtained in performance of this contract, except to authorize Government personnel or upon written approval of the Contracting Officer. The contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as specified in this work statement.
1.8.1.6 Nondisclosure: Neither the contractor nor the contractor’s employees shall disclose or cause to be disseminated, any information concerning the operations of the activity which could result in, or increase the likelihood of, the possibility of a breach of the activities’ security or interrupt the continuity of its operation. Disclosure of information regarding operations and services of the activity to persons not entitled to receive it, or failure to safeguard any classified information that may come to the contractor (or any persons under the contractor’s control) in connection with work under this contract, may subject the contractor, contractor’s agent, or contractor employees to criminal liability under Title 18, Sections 793 and 798 of the United States Code.
1.8.1.7 Inquiries received by the contractor for work performed under this contract shall be referred to the government COR for evaluation under the Freedom of Information Act, Public Law 93-502, 5 USC Section
552. The determination whether records will be released will remain with the government. The contractor shall be responsible for search and submission of records upon request by the government.
1.8.1.8 The contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the Contracting Officer. The contractor shall not release information regarding individuals without prior authority of the Contracting Officer. All documentation showing individuals’ names or other personal information will be controlled and protected. The provisions of the Privacy Act shall apply.
1.8.2 AT Awareness Training - Online: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR within 15 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at https://atlevel1.dtic.mil/at.
1.8.3 AT Awareness Training - Local: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete government-provided AT awareness training specific to the area of responsibility (AOR) as directed by AR 525-13. This training is normally provided during in-processing to the Garrison.
1.8.4 Local Security: The contractor and all associated subcontractors’ employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures provided by the COR. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.8.5 iWATCH: The contractor and all associated subcontractors shall brief all employees on the local iWATCH program training standards provided by the COR. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees’ commencing performance, with the results reported to the COR no later than 45 calendar days after contract award.
This training is normally provided during in-processing to the Garrison.
1.8.6 Access to Government Information Systems: All contractor employees with access to a government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services and must successfully complete the DoD Information Assurance Awareness training prior to access to the information system and then annually thereafter.
1.8.7 OPSEC Training: Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of reporting for duty. All contractor employees must complete annual OPSEC awareness training. This training is normally provided during in-processing to the Garrison.
1.8.8 Information Assurance/ Information Technology Training: All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M, and AR 25-2 within six months of employment.
1.8.9 Information Assurance/ Information Technology Certification: Per DoD 8570.01-M, DFARS 252.239.7001, and AR 25-2, the contractor employees’ supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.
1.8.10 Classified Information: The contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” Secret,” or “Top Secret” and requires contractors to comply with (10 the Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M), and (2) any revisions to DoD 5220.22-M.
1.8.11 Key Control: All references to “keys” in this document apply to all types of keys, including “key cards”. The Contractor shall establish and implement methods of making sure all keys/key cards/lock combinations issued to the Contractor by the Government are not lost, misplaced, or divulged nor used by unauthorized persons. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
1.8.11.1 Key Replacement: In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.8.11.2 The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.8.11.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring that lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.
These procedures shall be included in the Contractor’s Quality Control Plan.
1.9 Minimum Personnel Qualifications. The Contractor is responsible to provide fully qualified personnel in accordance with the requirements of this contract. When substitutions are made, the substitute must also meet the requirements of this contract.

1.9.2 Specific education and experience required as shown in Table 5.0-001.
1.9.3 Possess an active Top Secret (TS) with SCI eligibility security clearance as identified in the table 5.0-002.
1.9.4 Conflict of Interest: The contractor shall not employ any person either military or civilian of the United States Government or the Department of Defense, if such employment would create a conflict of interest or be contrary to the policies contained in Joint Ethics Regulation (JER)5500.7-R.
1.9.5 Conduct of Personnel: The Contractor is responsible for ensuring that each employee providing services under this contract conducts himself/herself in a professional, safe, and responsible manner. The Contracting Officer may require the contractor to remove from the job site any employee working under this contract for reasons of misconduct, security or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interests of the government. Revocation of Contractor employee access to an installation shall not relieve the Contractor from the requirement to meet all terms and conditions of this contract.
1.9.5.1 The Installation Commander has the authority to bar individuals from the installation. The removal from the job site or dismissal from the premises of a contractor employee shall not relieve the contractor of the requirement to provide sufficient personnel to perform the services as required by this work statement.
1.9.5.2 The Contractor will comply with and be bound by US Army Europe (USAREUR), Installation Management Command (IMCOM) and USEUCOM Regulations and directives concerning misconduct by any contractor employee or family member receiving logistical support.
1.9.5.3 The contractor shall be responsible for cooperating with the appropriate military and civilian authorities in the investigation of and resolution of any allegations or misconduct on the part of their contractor personnel or their family members.
1.9.5.4 Search and Seizure: Contractor personnel and property shall be subject to search and seizure while entering the confines of any US installation. Search and seizure are subject to applicable Installation procedures.
1.9.6 Identification of Contractor Employees.
1.9.6.1 The Contractor shall provide each employee an identification (ID) badge on contract start date or on employment start date. The ID badge shall be made of nonmetallic material easily readable and include employee's name, Contractor's name, functional area of assignment, and color photograph. The Contracting Officer or his/her designee shall approve the ID badge before contract start date.
1.9.6.2 Display of ID Badges: Contractor personnel shall wear the ID badge at all times when performing work under this contract to include attending Government meetings and conferences. Unless otherwise specified in the contract, each Contractor employee shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement.
1.9.6.3 Answering Telephones: Contractor personnel shall identify themselves as Contractor employees when answering Government telephones, or working in situations where their actions may be construed as official Government acts.
1.9.6.4 Utilizing Electronic Mail: When prime Contractor or Sub-Contractor personnel send E-mail messages as a part of contract performance (or otherwise relating to contract matters), each sender shall include his/her name (both first and last names), E-mail address and the name of the individual's employer.
PART 2
2. DEFINITIONS:
2.1 Definitions: For the purpose of this contract, definitions specified below shall apply.
2.1.1 Reserved.
2.1.2 Contract Discrepancy: A failure of the contractor to perform in accordance with contract requirements and specifications. A contract discrepancy may result from a failure of the contractor to provide, or provide on time, the required contract products or services; or it may result because delivered products or services do not meet specific contract standards.
2.1.3 Contract Discrepancy Report (CDR): A report used to document unsatisfactory contractor performance. The CDR requires the contractor to explain in writing, unsatisfactory performance; how performance shall be returned to satisfactory levels; and how recurrence of the problem shall be prevented in the future.
2.1.4 Contracting Officer (KO): A person duly appointed with the authority to enter into and administer contracts on behalf of the government.
2.1.5 Contracting Officer’s Representative (COR): An individual designated in writing by the contracting officer to act as an authorized representative of the contracting officer to perform specific contract administrative functions within the scope and limitations as defined by the contracting officer.
2.1.6 Contractor: The contractor, its subsidiaries and affiliates, joint ventures involving the contractor, or any entity which the contractor may have merged or any individual or entity that assisted or advised the contractor in the preparation of a proposal under this solicitation.
2.1.7 Defective Service: A service output that does not meet the standard of performance associated with it in the Performance Work Statement.
2.1.8 Performance Requirements Summary (PRS): Identifies the key service outputs of the contract that will be evaluated by the government to assure contract performance standards are met by the contractor. (Other services may also be inspected under the authority of the Inspection of Services clause.)
2.1.9 Performance Work Statement: A Performance Work Statement is a statement of the technical, functional and performance characteristics of the work to be performed, identifies essential functions to be performed, determines performance factors, including the location of the work, the units of work, the quantity of work units, and the quality and timeliness of the work units. It serves as the scope of work.
2.1.10 Quality Assurance: Those actions taken by the government to assure that the quality of purchased goods and services received are acceptable in accordance with established standards and requirements of the contract.
2.1.11 Quality Assurance Surveillance Plan (QASP): A written document used by the government for quality assurance surveillance. The document contains specific methods to perform surveillance of the contractor’s performance.
2.1.12 Quality Control: Those actions taken by the contractor to control the production of goods or services so that they meet the requirements of the contract.
2.1.13 Contract Contracting Officer (Contracting Officer): A person duly appointed with the authority to enter into and administer Contracts on behalf of the government.
2.1.14 Mandatory Document: A directive which the contractor is obliged to perform the effort strictly in accordance with the method specified in the directive to meet the stated results of the directive.
PART 3
3. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES:
3.1 General: The government shall provide the facilities, equipment, materials, and/or services listed below that are incidental to the place of performance as described in FAR 45.000 (b) (5).
· Continuous Command-furnished workspace and access to classified networks within the designated workspace for the preparation and storage of up to SECRET (and occasionally TOP SECRET) data and any document annexes associated with the efforts described in this PWS will be provided by the Government.
· As deemed necessary by the Government, use of non-tactical Government and commercial rental vehicles may be provided for official government purposes.
3.2 Property and Services.
3.2.1 Utilities: All utilities in the facility will be available for the contractor’s use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.
3.2.2 Facilities: The Government will provide adequate physical work space and will furnish: desk, phone, computer equipment (to include all necessary hardware & software), an electronic mail (e-mail) account, use of the Government telephone, facsimile machine, copier usage, as required in performance of this PWS. As deemed necessary by the Government, certain contract personnel will be provided cellular telephones and service to be used during travel to perform official duties. The contractor shall not use property provided by the government for any purpose other than in the performance of this contract.
3.2.3 Common Access Cards (CAC) are authorized for Government contractors. The government will provide the required form to obtain the CAC for authorized Contractor personnel. Contractor employees will be required to obtain a Common Access Card electronically through the Contractor Verification System. A Government Trusted Agent (TA) will be available to provide Log In information to the Contractor in a secure manner (secure e-mail, registered mail, hand-delivery).
PART 4
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to perform this PWS. Contractor furnished property and services shall be compatible with existing government systems.
4.1.1 Employee Roster: Contractor shall submit a roster of employees who will perform services under this contract, to include the names, social security numbers, title/position of employees; date and level of security clearance, to the Contracting Officer at the pre-performance conference.
4.1.2 The contractor shall notify the COR in writing, of problems or issues that can adversely affect completion of tasks and contract performance. A concise description of events or factors with the potential adverse consequence shall be provided from which the COR may determine a preventive measure or method of resolution.
4.1.5 The contractor shall comply with, and be bound by USEUCOM Regulations and USAFRICOM Command Instructions concerning misconduct by any contractor employee. The contractor shall be responsible for cooperating with the appropriate military and civilian authority in the investigation of and resolution of any allegations or misconduct on the part of the contractor personnel.
PART 5
5. SPECIFIC TASKS: Provide support for the Office of Security Management (OSM) for the U.S. Africa Command (USAFRICOM), which exercises senior level cognizance over the Collateral and SCI security activities of the COCOM (Combatant Command) and multiple subordinate units.

5.1 Personnel Security Support Technician: Provide Personnel Security and Badge Support full-time personnel beginning 1 December 2015 through 30 November 2016 at the AFRICOM Personnel Security and Badging office at USAG Stuttgart Kelley Barracks building 3306 room 121 and building 3315 Rm 118, , Germany. 5.1.1 The contractor shall be appropriately cleared and appropriately trained in an electronic security access and control system operations to provide adequate Badge Operator Support.
5.1.2 The contractor shall receive, review and process requests for security clearances for military, civilian and contractor personnel submitted by USAFRICOM, its sub-unified commands, and tenant agencies. The contractor shall determine the adequacy/originality of data submitted to include justification and verification of a designated sensitive position. The contractor is responsible for initiating and signing the required record checks; reviewing the civilian/military personnel records; and making a decision as to the type of USAFRICOM credential to be issued.
5.1.3 The contractor shall have and maintain a working knowledge of regulatory requirements for handling, marking, reproduction disposal, destruction, transmission, safekeeping, and storage of classified information. The contractor shall have the knowledge necessary to develop requests for exception to security policy. The contractor shall participate in and/or conduct security inspections of the installation, regional activities, and tenant agencies.
5.1.4 The contractor shall assure an adequate supply of forms are on hand; requisitions, regulations, directives, etc.;
maintain office files; posts and files regulations; take fingerprints; answer telephonic and written inquiries of a routine nature; compose and type correspondence and other final products accurately and efficiently.
5.1.5 The contractor shall be able to resolve a variety of conventional personnel and information security problems, questions or situations such as recommending action regarding clearances granted and other security program services that contribute to meeting mission objectives within level of authority. Work products and/or clearances granted affect the effectiveness and efficiency of ongoing security programs. Errors can result in inconsistent, inadequate, or inaccurate application of security guidance in serviced activities.
5.1.6 The contractor shall have and maintain a working knowledge of a wide range of principles, concepts and methodologies for both information and personnel security with skills necessary to review, analyze, and resolve difficult and complex security problems. The contractor shall have the ability to apply a wide range of security functional area knowledge to treat unique organizational security problems. The contractor must be aware of requirements and where to locate instructions for submitting different types of security investigations.
5.1.7 The contractor shall follow all USAFRICOM policies, directives and procedures per USAFRICOM ACI.
5.2 TRAVEL
5.2.1 Government Directed Travel: Travel costs will be considered reasonable and allowable only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of the travel per the Joint Travel Regulations (JTR). Maximum use is to be made of the lowest-cost travel available and practicable and during normal business hours. Ground: economy class car rental is appropriate. Air: customary standard coach or equivalent airfare accommodations. All necessary travel meeting the above criteria shall be approved in advance and at the discretion of the COR or Contracting Officer. COR may determine the source of travel arrangements in order to synchronize contractor and government travel. Exceptions to these guidelines shall be approved in advance by the Contracting Officer. This cost reimbursable travel is only for Government directed travel and is not to be relied on for reimbursement of internal contractor travel or for relocation costs. Contractors are to include internal travel costs such as meetings between CONUS and OCONUS site leads and quality control inspections in their loaded labor rates.
Travel is required to fulfill the requirements of conferences, seminars, and other related events and is at sole discretion of the Government. The Contractor shall ensure that the requested travel costs will not exceed what has been authorized in the Contract. Locations and duration of planned travel is listed below. Contractor will ensure that personnel security representative passes said security course that they attend once a year.

5.3 CONTRACTOR MANAGEMENT REPORTING (CMR) : The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US Army via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil, and then click on “Department of the Army CMRA”.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
