W91WFU-16-R-003 TA Services for SAAF Questions and Answers as of 15 July 2016

Question 1. Proposal due date is set as July 18, 2016 at 8:00 am although the solicitation documents do not specify which time zone, the FBO General Information tab states 8:00am Eastern. Is the proposal due at 8:00am EST on July 18th – please confirm.

Answer 1. On 13 JUL 2016, Amendment 1 to the solicitation was posted and extends the proposal due date in block 8 of the SF1449 to Monday, 8 AUG 2016 at 5 pm Central Europe Time. There are system limitations in the FBO system that prevent to government from referencing the time zones outside of the United States on the FBO General Information tab. The official due date listed on the solicitation (SF 1449) is always the official deadline.

Question 2. In the schedule of supplies and services line item 0002 - Phase In Cost – is it acceptable to state “Not Applicable” as the cost entry if there is no cost to be incurred?

Answer 2. No. If Phase In Costs will not be included in the offer, use $0 for the Unit Cost and $0 as the total Amount on the SF1449 Schedule of Services and Supplies.

Question 3. In the schedule of supplies and services line items 7500 through 7504 Contractor Manpower Reporting – is it acceptable to state “Not Separately Priced” as the cost entry?

Answer 3. If the Contractor Manpower Reporting line items 7500-7504 will not be priced separately, $0 should be written for the Unit Cost and “Not Separately Priced” or its abbreviation “NSP” should be written used for the total Amount entry.

Question 4. Who is the current contractor?

Answer 4. Louis Berger Aircraft Services

Question 5. What was the prior award amount?

Answer 5. The total evaluated price at time of award was $906,308.

Question 6. What is the current contract number?

Answer 6. W91WFU-14-P-0012

Question 7. Can the government provide a wage determination?

Answer 7. No. The Service Contract Act and Davis Bacon Act pertain only to contracts performed in the United States, District of Columbia, and some US territories. Therefore, wage determinations are not required when work is performed at an overseas location. A wage determination will not be issued for this requirement.

Question 8. Has the scope of work increased?

Answer 8. The PWS posted with the solicitation represents an accurate and current scope of work for this requirement.

Question 9. Has the scope of work decreased?

Answer 9. The PWS posted with the solicitation represents an accurate and current scope of work for this requirement.

Question 10. Will a DD-254 be provided?

Answer 10. No. The nature of the services performed do not require the use of a DD-254.

Question 11. PWS Para 1.3, line 8 states "Contractor shall perform routine maintenance service on GFE".

What does this entail? Are maintenance facilities & tools available to perform this work?

Answer 11. Refer to revised PWS paragraph 1.3 which has been modified to read:

1.3 Objectives: The contractor shall provide, on a Firm Fixed Price Contract basis, TA services to support operations at SAAF. Scheduled operational hours may be adjusted by the COR as required by mission needs to accommodate contingency operations. Contractor shall perform routine vehicle inspections on GFE such as checking tire pressure, lights, water and oil levels, and hydraulic system checks and notifying the COR when maintenance and repair is required.

Contractor shall ensure personnel possess the necessary qualifications, skills and abilities to perform the services identified in this PWS. The contractor shall be able to simultaneously provide TA services to launch, recover, and provide other services, as defined in this PWS, to all requesting aircraft. Workload data estimates are listed at paragraph 7.3. All services shall be IAW SAAF Standard Operating Procedure (SOP) and appropriate DoD and host nation regulations and publications.

Question 12. PWS Para 1.6.4, Hazardous Waste Management: Is the contractor responsible for all aspects of Hazardous Waste Management including delivering to off-base waste site? Or is there a Government contract for these services?

Answer 12. No. The contractor is only responsible for properly handling and disposing of any incidental contractor generated hazardous waste. The nature of the work performed under this contract limits the possibility of this happening, but in an isolated event where the contractor might generate its own hazardous waste, the contractor would need to place it at the Government provided accumulation point located on SAAF. The contractor would not be responsible for removal or any transportation of hazardous waste from the accumulation point. Please refer to PWS Paragraphs 1.6.4 and 1.6.5 which are revised to read:

1.6.4 Hazardous Waste Management: The contractor is responsible for proper handling and disposal of hazardous wastes generated by its operation, if any. If hazardous wastes are generated, they shall be disposed of at the Government provided accumulation point.

Hazardous waste shall be placed in secured, properly labeled containers. Under no circumstances shall the contractor remove any hazardous waste from SAAF without ensuring complete and full compliance with all applicable existing environmental laws and regulations.

1.6.5 Spill Response: Notify Airfield Operations immediately of any HAZMAT fluid spill.

Ensure fuel and/or oil spills are also immediately reported to Base Operations. If any amount of spilled material contacts, or has the potential to contact water, soil or any drain (sanitary or storm) the contractor shall notify Airfield Operations immediately. Spills of HAZMAT or hazardous waste shall be managed IAW the current USAG Stuttgart HAZMAT program. The contractor shall be liable for reimbursement of containment and environmental cleanup of the HAZMAT spills resulting from gross negligence and actions not IAW this PWS.

Question 13. PWS Para 1.6.7, line 2 states "contractor shall use the GFE street sweeper and snow plow as required to remove debris or snow". These pieces of equipment are not included in the GFE list at PWS Para 3.6.2. Should we consider these items as part of the GFE? Is the street sweeper to be used as a runway sweeper? Or is there also a GFE runway sweeper?

Answer 13. Disregard this sentence. Street sweeping and snowplowing services are not required.

Please refer to PWS 1.6.7 which has been revised to read:

1.6.7 Cleanliness: Maintain clean and professional appearance of all work areas during operations and clean work areas at the end of each work shift.

Question 14. PWS Para 3.1, bullet 3 states "As deemed necessary by the Government, use of non-tactical Government and commercial rental vehicles may be provided for official Government purposes". What does this include, e.g., administrative use by the contractor team?

Answer 14. Any non-tactical Government or commercial rental vehicle provided would be Government directed, strictly for performance of work within the scope of the contract, and only for an official Government purpose. Administrative use of such vehicles by the contractor team would not be allowable.

Use of such vehicles is not likely to be needed but this bullet helps ensure operational stability in the event of contingencies.

Question 15. PWS Para 3.6.2 does not include Runway Sweepers or Snow Plows.

Answer 15. Runway Sweepers or Snow Plows are not required for performance of work under this PWS.

See Question 13 response and revised PWS 1.6.7 which now reads:

1.6.7 Cleanliness: Maintain clean and professional appearance of all work areas during operations and clean work areas at the end of each work shift.

Question 16. PWS Para 5.1.1.6 states "Upload/Download Aircraft: Using forklifts, loaders, or other appropriate equipment conduct upload/download of air cargo freight". No mention is made of load planning, pallet build-up/breakdown, etc. Should we assume that these services are provided by the Army?

Answer 16. Yes. Load planning and pallet build-up/breakdown are performed by the Government. Load planning is performed by the aircraft’s load master. The Government customers of SAAF are responsible for having the cargo ready for loading. Pallet build up/breakdown by the contractor is not required.

Question 17. Please confirm if this contract requires the contractor to perform all cargo (pallets, rolling stock, etc.) upload and download.

Answer 17. Yes, the contractor is required to upload and download all cargo such as pallets, rolling stock, containers, pallets, and hazardous material.
