About this file
This document is a Memorandum for Record documenting the minutes of a pre-quote conference and site visit held on 11 August 2026 for two federal construction solicitations: W91SMC26QA016 and W91SMC26QA017. The solicitations cover a CES UPS Expansion Upgrade and Base Signage Upgrade at the 183d Wing in Springfield, Illinois. The contracting officers are Mr. Gawain Piper and Mr. Lawrence Romang from the P&C Office, with Capt Nicholas Hotze serving as the Base Civil Engineer. The contract period is 120 calendar days for the UPS Expansion Upgrade and 59 calendar days for the Base Signage Upgrade, with all work including cleanup and punch list items to be completed within these timeframes. Following receipt and approval of required documents, the government will issue a pre-construction conference notice and Notice to Proceed.
Key procedural requirements include that all interested offerors must be registered in the System for Award Management (SAM) using their Unique Entity ID number. Contractors should anticipate security delays when accessing the base, as all vehicles will be searched by Security Forces at the Main Gate; those who submitted SF 1705 forms for the site visit need not resubmit them at the request for quote closing date. All contractor questions must be submitted in writing via email to contacts listed in the respective solicitations and routed through the Contracting Office rather than directed to government engineers. All answered questions, amendments, and correspondence will be posted to SAM.gov, and contractors are advised to check the website frequently for updates.
