GOVERNMENT REQUIREMENT
Emergency replacement of Inverter/Rectifier at Bldg. 4132
Dugway Proving Grounds NEC has an inverter/rectifier system that is failing and needs to be replaced as soon as possible. This Inverter/Rectifier system supports all phone and data service for ATEC and the west desert at DPG.
We are currently running on two 200amp Rectifiers and our current load is 212 amps. If we lose another rectifier we will overload the remaining rectifier. The remaining rectifier will not be enough to cover the load on the plant and services will begin to be lost until the final rectifier is also lost in which the entire post (3,403 lines) will lose telephone service as well as trunking, ancillary and all Network equipment. This would include emergency service telephones to EMS and Security. As part of this order new batteries will be required in Bldg. 2045. It is highly encouraged that a site survey be performed prior to placing any bids in order for the incumbent contractor to understand the scope of this requirement and the importance of not losing power to the SL-100 during replacement.
It will also be important for the contractor to understand that Dugway is located 80 miles from Salt Lake City where there are few services offered.
Requirements:
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to install and make work a new Inverter/Rectifier Power Plant System in Bldg. 4132. The new items will replace an older, outdated model that currently provides rectified and inverted power to the communications equipment in the building.
Work to include but not limited to the following:
Contractor shall provide the government with a (MOP) Method of Procedure showing all steps for work to be completed prior to work being performed.
Contractor shall install new Inverter and Rectifier system in building 4132 into a new floor mounted rack or cabinet at the south end of existing equipment row.
Contractor shall prewire power cable to the existing main power distribution bay (MPDB), DCD fuse panel and power into existing breaker inverted power panel on east wall using spare breaker slots.
Contractor shall route B-Side power cabling using new installation materials to new rectifier system.
Contractor shall verify all B-Side power is up and operational. *This portion will be a hot cutover with no service interruption to SL-100 switch or ancillary equipment.* At this time there shall be a new rectifier system power on the B-Side and existing rectifier power on the A-Side.
Contractor shall verify inverter power and alarms to existing end points in building 4132 as a pre-check.
Contractor shall then cutover inverter power to new inverter system. Contractor shall verify inverter power and alarms to existing end points in building 4132 as a post-check.
Contractor shall route A-Side power cabling from the MPDB, DCD using new installation materials to new rectifier system.
Contractor shall verify all A-Side power is up and operational. *This portion will be a hot cutover with expected service interruption to ancillary equipment only.* Contractor shall verify all ancillary equipment in-service and verify with DPG customers service is operational.
*** All temporary outages of any utility services required for the performance of work shall be coordinated, scheduled and agreed upon with the Government POC no less than 15 business days in advance of such outages;
Contractor shall supply government with dates of down time 15 business days in advance so NEC can coordinate an Authorized Service Interruption (ASI) with DPG customers. ***
As part of this order new batteries will be required in Bldg. 2045 The contractor will be required to provide all necessary parts, equipment, labor and testing in order to install battery equipment, racking, new framing, cabling, penetrations, grounds, etc.
Contractor shall install 1 string of 24 new GNB Absolyte IIP Non-Spillage Batteries Type 100G17 800
Nominal AH to 1.75VPC @ 25 Deg. C or equivalent into the LSTF shelter at building 2045.
Contractor shall disconnect existing battery string in building 2045 using existing battery disconnect.
Government POC will coordinate with hazardous waste at DPG for removal of batteries from the worksite.
Contractor shall install a new battery string in LSTF building 2045 using existing cabling and straps to the existing rectifier system.
The batteries are wired both series and parallel. The 24 cells in each string are wired series to get the 48 volts required. The 3 strings A, B and C are then connected in parallel. This triples the amps, allowing longer run time.
The installer needs to verify each alarm lead and identify it as either ground activated or loop activated.
This will tell the installer how to modify his equipment to match our contact points. Some of the contacts points will be ground activated and loop closure. We also should get a copy of their alarm sheet as part of the documentation.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Award will be made on a lowest-priced technically acceptable basis (considering the following two factors: technical and price.) All offerors shall be considered in terms of price, lowest to highest, and then the apparent lowest-priced offeror will be evaluated for acceptability under the technical and price factors. If the lowest-price offeror is evaluated as unacceptable, the acceptability of the next lowest-price offeror will be evaluated, continuing this process as necessary.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
