About this file
This is a Questions and Answers document (W91QVP-27-Q-A014) for an Oahu Transportation (BUS) solicitation that addresses industry inquiries regarding contractor eligibility, subcontracting, performance requirements, and service delivery specifications.
The document clarifies that offerors may perform the transportation requirement through qualified local carrier capacity and subcontracted vehicles rather than requiring direct ownership and operation of a Hawaii-based fleet. Offerors may leverage the recent and relevant work experience of proposed major subcontractors performing substantial portions of the requirement, and those without directly comparable prime-contract history will receive neutral treatment in past-performance evaluations. Subcontracted bus operators' licenses, insurance, fleet documentation, driver qualifications, and technical capability may be submitted as supporting performer evidence. Regarding service delivery, transportation is expected to be one-way with potential adjustments to round-trip based on flight schedule changes, with the Contracting Officer's Representative (COR) providing 24-hour notice. Passengers arrive throughout the day with 95% accuracy on passenger counts, and the COR will communicate timing and passenger distribution 24 hours before each service date. The unit price represents one point-to-point trip with service hours and number of trips based on buses required to move the specified personnel. Pricing is based on the number of personnel to be moved per Contract Line Item Number (CLIN), with vendors determining the quantity of buses required. Additional coordination with the COR is required for X-ray training site access credentials and any supplementary transportation services or waiting requirements.

Questions from Industry (W91QVP-27-Q-A014) Oahu Transportation (BUS)
1. Confirm whether an offeror may perform through qualified local carrier capacity / subcontracted vehicles, or whether the prime contractor must directly own and operate the Hawaii-based fleet and drivers? I’d also appreciate confirmation of any specific local licensing or performance requirements that would determine eligibility.
An offer may be performed through qualified local carrier capacity / subcontracted vehicles
2. For the Recent and Relevant Work Experience requirement, may an offeror rely on the recent/relevant experience of a proposed major subcontractor or transportation provider that will perform a substantial portion of the requirement?
Yes
3. If the prime offeror has no directly comparable prime-contract history, will the offeror receive neutral treatment rather than an unfavorable past-performance assessment?
4. May the prime contractor satisfy the transportation requirement through qualified subcontracted/local bus operators, provided all solicitation requirements and applicable limitations on subcontracting are met?
5. If subcontracted bus operators are permitted, may their licenses, insurance, fleet documentation, driver qualifications, and technical capability be used as the supporting performer evidence required with the quotation?
6. "We noted a potential discrepancy in the order sheet. One line-item lists 456 passengers but specifies a quantity of only four buses. Based on 50-passenger buses, we calculate that a minimum of 10 buses would be required to transport all 456 passengers in a single movement.
You can decide how you want to transport 456 passengers; if you want to do 4 busses and do trips you can, or if you want to do 10 busses you can, it’s your prerogative.
7. For each scheduled date, is transportation one-way or round-trip?
Expected to be one-way. However, as flight times adjust, they may be changed to round-trip to continue movement. The COR will be in communication with you 24 hours from pick up to provide further clarification.
8. For transportation to the X-ray training site, are there any specific base/site access, identification, clearance, or credential requirements for the drivers?
Yes, see visitor access online and contact COR for additional coordination prior to arrival
9. Will the entire group be ready for transportation at the same scheduled time each day?
Questions from Industry (W91QVP-27-Q-A014) Oahu Transportation (BUS)
Times will vary each day as flight come in throughout the day. The times may vary,, but the pax count is 95% accurate. The COR will be in communication with you 24 hours from pick up to provide you a more resolute time.
10. If the group will be transported at different times, approximately how many passengers will require transportation during each time slot? This will help us determine the appropriate number of buses.
Passengers come in throughout the day, all we have is the count. The COR will be in communication with you throughout the period of performance to provide you with more accurate information on times and pax counts.
11. Aside from transportation from the designated pickup location to the destination, are there any additional transportation services, standby/waiting requirements, or other services being requested?
Yes, coordinated with the COR
12. Re-Deployment, items 0001–0006: Quantities and dates are marked TBD. What quantities and service dates should offerors use to calculate each line total and the firm-fixed-price total? If the actual number of trips differs, how will that be ordered and priced?
Price based off the number of personnel to be moved for each CLIN. Vendor inputs quantity of buses required to move number of personnel.
13. Both tabs, unit price per day: Does each quantity represent a bus and driver reserved for the full service day, or one point-to-point trip? What daily service hours, waiting time, and number of trips should the unit price include?
One point-to-point trip. Number of trips and service hours will be based on the number of buses required to move the number of personnel.
14. Both tabs, 24-hour notice: Will the COR provide the final pickup times, passenger distribution, and any changes to pickup or drop-off points at least 24 hours before each service date?
