Questions from Industry (W91QVP-27-Q-0006) PTA Reefers
Period of Performance / Service Days
1) Period of Performance (PoP): The PWS states performance from 30 October 2026 through 14 November 2026, which is 16 calendar days. The RFQ pricing table identifies 15 days for CLIN 0001. Please confirm the number of billable service days and whether the unit price per day is to be multiplied by 15 days or another quantity.
a) Answer: The POP is 16 days, not 15 as incorrectly stated in the RFQ.
2) Weekend and Holiday Work Requirements: PWS 1.5.6 states the crane will remain through 14 November 2026 from 0900–1600 “daily and/or as service called,” and that service will be called the day prior by 1500. Is the firm-fixed-price to include work on the 3 Saturdays, 2 Sundays, and Veterans Day (11 November) within the PoP? Will service be required on weekends and holidays automatically, or only when called the day prior?
a) Answer: The Service will include weekends and holidays ONLY to be cancelled NLT 24 hours prior.
3) Daily Operating Hours: Please confirm the anticipated daily operating hours. Should offerors price the stated 0900–1600 schedule as seven operating hours per day, eight hours per day, or include additional “as-called” hours?
a) Answer: Normal operating hours begin 0900-1600 for 7 hours. With the option to begin earlier or later (determined NLT 24 hours). On-call hours need to be written in as well. (This was what worked last year).
4) Standby Pay: The PWS states service will be called the day prior by 1500. If the Government does not call for crane operations on a scheduled day within the PoP, must the crane and operator remain available on site? If so, is that day still payable under the firm-fixed-price daily rate?
a) Answer: No. Understand that on-call hours apply.
5) Crane Laydown Area: Will the crane need to be moved off-site each day, or will the Government provide a laydown area near the job site for the crane and other equipment during the PoP?
a) Answer: It will remain on-site.
Personnel Requirements / Responsibilities
6) Riggers and Signal Personnel: Is the contractor required to provide certified riggers, signal persons, a lift director/supervisor, slings, shackles, spreader bars, tag lines, and other below-the-hook rigging, or will the Government provide any of these functions/items? Specifically, will the Government furnish riggers or signal personnel, or is the contractor required to provide these?
a) Answer: Yes
7) Dual Roles for Crane Operator: May the qualified crane operator also serve as the contractor’s on-site supervisor, or is a separate supervisor required?
a) Answer: Yes
Workload and Specifications
8) Workload Quantities: PWS 1.3.1 states 100 CDS bundles and 19 heavy-equipment platforms, while PWS 5.2 states 80 CDS bundles and 24 heavy-equipment platforms. Please confirm the quantities that shall form the basis of the firm-fixed-price quotation.
a) Answer: 19 heavy-equipment and 100 CDS.
9) Maximum Working Radius: The PWS identifies loads up to 20,000 pounds and a lift height of approximately 25 to 30 feet but does not identify the maximum working radius. What is the maximum horizontal radius at which the crane must safely handle the 20,000-pound rigged load? Please confirm the minimum load-chart requirement the Government will use to determine crane acceptability.
a) Answer: Boom extension needs to be minimum 30 ft.
10) Supplemental Lifting Equipment: The PWS mentions “supplemental lifting equipment as required.” What is the scope of supplemental lifting equipment? Does this refer to the rigging gear to attach to the loads or other specialized equipment?
a) Answer: Yes (Slings, scale)
11) Crane Capacity: Please confirm whether a 50-ton-class crane is acceptable, provided that its certified load chart supports the final load weight, working radius, boom configuration, outrigger setup, and site conditions.
a) Answer: Yes
Site and Logistics
12) Place of Performance: Please confirm whether all crane performance will occur at Joint Base Pearl Harbor-Hickam (JBPHH), including Building 3220, Hangar 7, and other JBPHH airfield locations, or whether the contractor should also plan for performance at other locations on Oahu.
a) Answer: The crane will start at BLDG 3220 and relocate to Hangar 7 all on the same flight line.
13) Crane Relocation: The crane will initially operate at Building 3220, relocate on or about 6 November 2026 (+/- 48 hours) to Hangar 7, and may relocate to other JBPHH airfield areas. Please confirm the anticipated number of relocations and whether movement between sites is expected under the crane’s own power or by separate transport.
a) Answer: Yes, not to exceed 2 relocations and the crane will move on its own power.
14) Installation Access: The contractor is responsible for obtaining base access. Please provide the required JBPHH access process, sponsoring office/POC, required credentials, vehicle inspection requirements, and anticipated processing lead time for the crane, support vehicles, operator, and other personnel. Are DBID passes sufficient for access to all work areas?
a) Answer: Items can be found at: https://cnrh.cnic.navy.mil/Installations/JB-Pearl-Harbor-Hickam/Operations-and-Management/Nimitz-Visitor-Control-Center-Pass-ID/
15) Site Visit: Is a site visit possible prior to submitting a proposal to assess site conditions and requirements?
a) Answer: Yes, but this will take coordination with Air Force. They will be operating outside of a shade structure that has sufficient amount of space. I don’t see a site visit is necessary.
Inspection and Compliance
16) Pre- and Post-Inspection Forms: Please confirm whether the Government will provide the Equipment Pre-Inspection and Post-Inspection forms, or whether the contractor may use its standard inspection forms. The deliverables schedule states the pre-inspection sheet is due three days after delivery; is equipment use allowed before the submittal is due?
a) Answer: Contractor may use its standard forms. Yes the equipment can be used.
17) Quality Control Plan (QCP) and Lift Plan: Will a lift plan per EM 385-1-1 be required? Is the referenced “Contractor Work Plan” in the PWS the same as the EM 385-1-1 lift plan?
a) Answer: The contractor will be responsible for quality assurance, not the government. Whatever methods of control you have in place will suffice.

a) Answer: Hawaii taxes, include with final CLIN quote
21) Hawaii-Specific Requirements: Please identify any Hawaii-specific operator credential, crane registration, inspection, or base-access documentation that must be submitted with the quotation rather than after award.
