About this file
This document is a Questions and Answers (Q&A) file for solicitation W91QVP-26-Q-5008, a U.S. Army logistics contract for crane and stevedore services at Kahului Harbor in Hawaii. The primary scope involves a Lift On/Lift Off (LOLO) operation to unload and reload 18 pieces of military equipment/vehicles from a Logistics Support Vessel (LSV) operated by the 8th Transportation Support Command (TSC). Key requirements include the contractor being responsible for finding a shoreside crane vendor, safely lifting units with crane pick points, and delivering cargo to a staging area. All units are operable, with no special handling requirements, and will be staged on November 16th.
Vendors must submit quotes no later than 12:00 PM Hawaii Standard Time on October 22, 2025, referencing the Unit Deployment List (UDL) spreadsheet for vehicle/equipment quantities, dimensions, and weights. The contract will be awarded to a prime contractor who will manage subcontractors, and any changes in unit quantities after award will be managed through contract modifications. The operation involves a direct ship-to-pier process at Kahului Harbor, with specific grid coordinates provided in the Request for Quote (RFQ). Supporting documentation includes a Unit Deployment List (Attachment 1) and an LSV Load Plan Diagram (Attachment 2) to provide detailed information about the equipment and loading sequence.
