About this file
This file is a Questions and Answers (Q&A) document for RFQ W91QVP-26-Q-0302, addressing clarifications on scope, operational requirements, and delivery logistics for a Base Life Support solicitation supporting exercise Keris Strike 2026 (KrS2026). The RFI confirms that offerors need only quote for products listed in the Excel RFQ file, not all items in the Performance Work Statement.
Key operational clarifications include: air conditioning units operate for 12 hours daily, and vans are required for 12-hour usage periods. For aggregates, the Government initially specified 25mm material for road sub-base construction but will accept alternate proposals combining 20mm to 40mm sizes if clearly identified and independently priced, though the original 25mm specification remains preferred. Aggregate delivery coordinates are provided in the order form under the "Aggregate" tab (column D), with final confirmation during pre-performance coordination with the Contracting Officer's Representative (COR). Offerors must account for unimproved site access via unpaved dirt tracks and cleared terrain, with delivery vehicles capable of navigating soft or uneven ground; the Government provides coordinates while contractors assume responsibility for delivery means and methods. Material Handling Equipment (MHE) must be delivered with full fuel tanks, and contractors are responsible for arranging independent fuel replenishment during the 12-hour mission periods at no separate cost. The Period of Performance runs from 15 May to 12 June 2026, with an RFQ closing date of 1300 HST on 30 April 2026.

| Number | Question | Answer |
| 1 | Upon reviewing documents, there are a lot of items specified in the PWS, but not listed in the Excel RFQ? We would like to clarify and check if we need to quote for all items in the PWS or only for products in the Excel file. | Only need to quote for products in the excel file. |
| 2 | Duration of airconditioning usage for these tents? Is the aircond switched on for 12 or 24 hours? | 12 hours |
| 3 | Duration of usage for the vans. The vans are required for 12 or 24 hours of usage? | 12 hours |
| 4 | Can we know that is the purpose of these aggregates? Is it for concrete mixing or preparation of sub-base for driveway? | The material will be used for sub-base for roads and the LSA |
| 5 | Due to the high quantity, sourcing only for 25mm aggregate is hard as we would be purchasing |
the aggregates from multiple quarries and some quarries differs in the production sizes between 20mm to 40mm. All these sizes are approved by the Malaysian Public Works Department depending on the usage either for road foundations or concrete mixing. As such, is it okay if we supply in combination of these sizes as long as it fits the purpose? Yes. Will be outlined in the Amendement #1 RFQ instructions, the Government will accept the proposed 20mm to 40mm combination as an alternate proposal.
Offerors proposing this combination must ensure the alternative is clearly identified, fully described (e.g., detailing the specific quantities of 20mm base and 30-40mm sub-base), and independently priced within the order form. Please be advised that while alternate solutions are permitted and will be fully evaluated, the Government maintains a strong preference for the original 25mm specification as stated in the order form.
| 6 | For aggregate delivery planning, will the specific delivery site coordinates or GPS waypoints for the aggregate drop-off locations be provided at or before contract award, or will these be confirmed with the COR during the pre-performance coordination phase? | The specific delivery site coordinates are provided in the order form (excel file) under "Location" in column D within the Tab titled "Aggregate". The coordinates will also be confirmed with the COR during the pre performance coordination phase. |
| 7 | Additionally, are there any known site access restrictions, such as road width, vehicle weight limits, or offloading limitations, that offerors should factor into transport planning at this stage? | Offerors should be aware that while main access to the general project area is via paved public roads, the final delivery points for aggregate are located at unimproved sites. Final access to the drop-off locations will be via unpaved dirt tracks and across cleared terrain. Specific data regarding road width and vehicle weight limits for these access tracks is not available as they are not engineered roads. Offerors must anticipate the need for delivery vehicles capable of navigating potentially soft or uneven ground. |
The Government is responsible for providing the delivery coordinates; the contractor is responsible for the means and methods of delivery to those coordinates. There are no specific offloading limitations; standard tipping of aggregate at the designated staging area is all that is required.
8 PWS 5.2.26(b) states that MHE shall be delivered with a full fuel tank. During the PoP, will there be any Government-designated on-site refueling point available for contractor use, or should the contractor assume responsibility for arranging fuel replenishment independently for continued equipment operation? Contractor should assume responsibility for arranging fuel replenishment independently for continued equipment operation in accordance with PWS 5.2.26 (c) STD: Each vehicle/piece of equipment shall have a full tank of fuel prior to the start of each mission. All fuel required for vehicle operation during the 12-hour period shall be provided by the contractor and shall not be priced separately.
