COMBINED SYNOPSIS/SOLICITATION – Request for Quotation (RFQ)
Dumpster Hauling and Refuse Services for Area X-Ray, Schofield Barracks, Bellows Air Force Base, MCTAB, KTA, Dillingham, and HMR/Basilan on the island of Oahu, Hawaii.
This is a combined synopsis/solicitation Request for Quotation (RFQ) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91QVP-23-Q-5005 and incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular (FAC) 2023-02, effective 16 March 2023. The NAICS code is 562111 with a standard size of $47M.
DESCRIPTION OF REQUIREMENT:
The Government intends to award a Firm-Fixed Price Contract to provide dumpster hauling and refuse services in support of (ISO) Department of Defense operations occurring in and around at Area X-Ray, Schofield Barracks, Bellows Air Force Base, MCTAB, KTA, Dillingham, and HMR/Basilan on the island of Oahu, Hawaii. This procurement is a 100% Small Business Set-Aside in accordance with FAR 6.203, Set-asides for small business concerns. The service period of performance (POP) will be 4 October 2023 thru 22 November 2023.

Addendum to 52.212-1, Instructions to Offerors – Commercial Items (MAR 2023) In addition to the following addendum, all terms and conditions of FAR provision 52.212- 1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
1. SOLICITATION/OFFEROR REQUIREMENTS
a. OFFER SUBMISSION
(1) Offers shall consist of, at a minimum:
a. Signed and dated combined synopsis and solicitation with all pricing on pricing sheet present, to include completing the last page with contractor information.
b. IAW 52.212-2, provide a performance capability synopsis describing how your company plans to execute the contract, resources available to execute the contract, qualifications and/or certifications of key employees, and your plan to maintain the performance schedule. The management approach shall be typed and limited to three (3) pages.
(2) The offer must be submitted in PDF format to the email addresses below:

(3) The Contracting Officer (KO), SFC ALBERT HUFFMAN, and Contract Specialist (KS), CPT ANDREW UMSTEAD, are the points of contact (POC) for this acquisition.
(4) Address all questions or concerns you may have to the KO and the KS. Please identify the applicable performance work statement (PWS) paragraph number or solicitation reference with each question. All questions regarding this solicitation shall be submitted in writing via email to:

Questions shall be submitted no later than 12 p.m. Hawaii Standard Time on 18 Sept 2023. Offers shall be submitted no later than 5 p.m.

(5) Delivery Instructions – The digital email quote and evaluation documents shall be submitted in one email with separate labeled documents. The email shall be marked as below:

b. GENERAL INSTRUCTIONS
(1) The selection of a source for award purposes will be conducted utilizing simplified acquisition procedures as delineated in FAR Part 13.106-2, Evaluation of Offers. Offers will be evaluated using the criteria under addendum to 52.212-2, “Evaluation – Commercial Items.”
(2) The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received
(3) In accordance with FAR Subpart 4.8 Government Contract Files, the Government will retain one copy of all unsuccessful offers. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful offers.
(4) If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the KO in writing with supporting rationale. (5) All referenced documents for this solicitation are available on the SAM web site at http://www.SAM.gov
(6) Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.
(7) System for Award Management (SAM) Registration: The vendor must be actively registered in SAM at the time of offer submission. Registration can be completed at https://www.sam.gov.
(8) Procurement Integrated Enterprise Environment (PIEE) and Wide Area Workflow (WAWF) Registration: Contractors MUST also be actively registered in PIEE with the appropriate roles in WAWF in order to get invoices be paid. Paper copies will not be accepted. Registration can be completed at https://piee.eb.mil.
(9) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.
(10) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.
(11) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (DEC 2021), applies to this acquisition.
(12) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (JAN 2022), applies to this acquisition. (13) The Defense Priorities and Allocations System (DPAS) and assigned rating is not used for this requirement.
c. OFFER PREPARATION INSTRUCTIONS
(1) See above red text for specific instruction on preparing all required documents for your offer to be considered responsive.
(2) Offer Limitation. The Government will not accept any changes to the contractor’s offer after the closing date of the solicitation.
(3) The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your offer and who can obligate your company contractually.

(a) This is a best value, comparative evaluation, source selection conducted in accordance with
Federal Acquisition Regulation (FAR) PART 12, Acquisition of Commercial Items, and FAR Part 13 – Simplified Acquisition Procedures. Award will be made to a single offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitation requirements, and whose offer, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, is the most advantageous to the Government, price and other factors considered. The lowest price may or may not win the contract award once performance capability is considered in the comparative evaluation.
(b) The government reserves the right to conduct a price realism analysis at any point during the evaluation process. The Government will evaluate prices for reasonableness using adequate competition and price analysis techniques.
2. AWARD FOR ALL OF THE WORK. The Government intends to award a single Firm Fixed-Price Contract as a result of this solicitation.
3. EVALUATION CRITERIA. The offers will be evaluated under two evaluation factors.
FACTOR I – Performance Capability
FACTOR II - PRICE
Factor I: Performance Capability
Acceptable Offers display a contractor who can clearly meet the minimum requirements of the performance work statement (PWS).
Unacceptable Offers display a contractor who can clearly not clearly meet the minimum requirements of the PWS.

Factor II: Price
Price is not formally scored, but is a primary evaluation factor for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.
(1) Completeness. Each offeror is required to provide complete pricing for each contract line identified.
e. Definitions.
Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
(a) Past Performance, if not listed as an evaluation criteria factor, will be evaluated during the contractor’s responsibility determination. The Government will use information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or Contract Performance Assessment Reporting System (CPARS).

This solicitation and any resultant contract are subject to availability of funds (SAF): Be advised that funds are not presently available. The contractor must receive written notification of funds availability from the contracting officer before contract performance. The contracting officer does not expect funds to be available until early October 2023. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
