About this file
This is Amendment 0001 to solicitation W91QVN25R0010 for solid waste management services at USAG-Humphreys, issued by the 411th Contracting Support Brigade in Korea. The amendment provides responses to 27 contractor questions and adds new Contract Line Item Numbers (CLINs) 2015, 2015AA, and 2015AB for solid waste removal services at K-16, CP Tango and Madison Site.
The amendment clarifies several key requirements including: food waste container replacement schedule (150 per month), temporary trash holding storage requirements (minimum 3,500 SF capable of handling 250 tons for 5 days), dumpster requirements (5,250 total, phased replacement), and operating hours (0730-1630 Monday-Friday). It specifies that contractors must have their own temporary trash holding storage facility for segregation purposes and cannot substitute a treatment plant. The amendment maintains that food waste management is part of past performance evaluation and contractors must provide certified documentation from authorities rather than just weight receipts. New CLIN 2015AA covers 2,400 actual tons of regular/non-regular trash removal and CLIN 2015AB covers 630 actual tons of food waste removal. The solicitation response deadline is not extended.

The following items are applicable to this modification:
Q&A
a. The purpose of this amendment is to provide response to question received from the offerors.
Please see the below questions (Q) and Responses (R).
b. CLIN 2015AA, and 2015AB added.
c. All other terms and conditions remain unchaged.
Q1. “Page 92: 5.2.12 Performance Commencement in K-16, CP TANGO and Madison Site., The government plans to start the solid waste removal service in K-16, CP TANGO and Madison from 2nd option year” asks us to make a quotation from the 2nd option year. But according to “Page 46 ITEM NO.3015”, we need to make a quotation from the 3rd option year. Please let us know which one is right.
R1. The PWS paragraph 5.2.12 is correct. The contract line item number (CLIN) of 2nd Option Year is missed and CLINs 2015, 2015AA and 2015AB are now added and you will propose price in the 2nd option year.
Q2. Page 92 asks the color of the food container should be green. Please let us know if Yongma Service, the existing contractor, re-enters the contract, is it possible to replace the food container with Green ones when the food container is damaged while using the existing food container.
R2. In order to make consistency throughout the installation, the Government do not consider change from the current green color.
Q3. With regard to “Page 121 - Weight of Disposed Wastes with Prove Documents (e.g.,Receipt from landfill company or incineration plant)”, Please let us know it means just a copy or a weighting confirmation receipt(계근표) or other official document.
R3. The document should be certified and verified document from responsible authority. Weighting confirmation receipt is not considerable to certified or verified document.
Q4. Average daily export volume and average tonnage per vehicle:
R4. The attachment 3 or Technical Exhibit 3 shows estimated annual workload data. Also, the PWS paragraph 4.3.3 shows temporary trash holding storage shall be set up to accept trash at minimum 250 Ton for 5 days which equal to 50 Ton a day. Average quantity per vehicle is subject to change.
Q5. Time when waste can be taken out:
R5. The PWS paragraph 1.7.3 articulates hours of operation: The Government's regular hours are from 0730 to 1630 hours, Monday through Friday, excluding ROK holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall coordinate with COR to establish a schedule to conduct business if services are required outside of normal hours of operation. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when installations are not closed for the above reasons.
Q6. Place for box cleaning and box repair:
R6. The PWS paragraph 5.2.4.12 Container Cleaning Schedule. The Contractor shall provide the COR/ACOR with a recommended recycling/refuse collection container cleaning schedule NLT ten (10) calendar days after contract award. Minor cleaning of dumpsters may be accomplished on existing place. However, dumpster repair work such as repainting or repair bottom plate requires to work apart from existing place or on secured area such as West Bulk storage area.
Q7. Camp Yongin and 6 other regions "individual" standards (standard) and methods of confirmation. Method of working in the treatment of recycled goods other than scrap metal, and whether it is possible to claim the settlement method and waste treatment costs if it is necessary to select them after collection.
R7. The contractor is responsible for measure quantities of solid waste disposal for the remote installations outside of Camp Humphreys. The PWS 5.2.5.3.2 shows that the Government will not provide access to Government-owned or operated weigh station in the K-16, CP TANGO and Madison Site. The loaded weight of each truck shall be measured at contractor’s expense from truck scales operated by local agency authorized by ROK.
Q8. Office availability:
R8. The Government do not provide office space for contractor use.
Q9. Whether employment succession and non-dumpster acquisition are possible:
R9. This is offeror’s business, and the Government do not engage to business between transfer of employment or contractor properties.
Q10. p124, The Offeror shall provide recent and relevant past performance in Solid Waste Management Service.
Recent past performance is within the last five (5) years from the closing date of this solicitation. Relevant past performance is those that are the “same or similar” services based on size, scope, complexity, and contract type.
Does the solid waste management service include food waste in the past performance evaluation?
R10. Food waste management service is a part of past performance evaluation.
Q11. And what will it be as evidence? (e.g., performance documents issued by treatment plants?):
R11. The evidence document should be certified and verified document from responsible authority. Weighting confirmation receipt is not considerable to certified or verified document.
Q12. p124, Sub-Factor 4. Temporary Trash Holding Storage: The offeror will be evaluated on providing a copy of registration for temporary trash holding storage (minimum 3,500SF) issued by the ROK Government (시에서
승인한 폐기물 수집, 운반업자의 임시 보관장소). The offeror shall provide evidence of temporary trash holding storage in the following format. Temporary storage is a mandatory element, but is it a necessary condition even if the offerer is a treatment plant? Or can I lease another intermediate/comprehensive treatment plant in place of a temporary storage site?
R12. The PWS paragraphs 5.2.3 and 5.2.3.1 shows recycle and segregation requirement. To perform the recycle and segregation, you should have temporary trash holding storage. The contract mandates segregate trash, transport to treatment plant and for disposal. Temporary trash holding storage shall be used for segregation of solid wastes generated from installation. Treatment plant is not considered for temporary trash holding area.
Q13. Can I attach the permit of the treatment plant as proof of the final disposal method of the waste?
R13. The treatment plant is different from the temporary trash holding area. PWS paragraphs 5.2.3 and 5.2.3.1 shows recycle and segregation requirement. In order to meet the Government requirement, the offeror shall have temporary trash holding area, in lieu of treatment plant.
Q14. p.124, Job requirement as CM or QCM, what does “Value of contract/project in WEIGHT for total amount” mean?
R14. CM and QCM shall present experience requirement in terms of contract amount and total weight to perform service in removal and disposal of trash.
Q15. Food waste trash can 1350ea, Should the new contractor replace all the Food waste trash can 1350ea at a time or 150ea per month?
R15. 150 each per month is correct.
Q16. If the current contractor loses, can we buy from the company?
R16. This is offeror’s business, and the Government do not engage to sales of old food waste cans.
Q17. Field exercise 10km-1,200ea, Should the contractor bring a dumpster 1,200ea to the exercise field?
R17. It is not likely to bring 1,200 dumpsters at a time. Quantity will be calculated based on period or number of days multiply by number of dumpsters to support on field training exercise site.
Q18. Should the contractor bring a dumpster and food waste trash can both to the field?
R18. The Contractor is not requiring to support food waste containers on field training exercise site.
Q19. Dumpster 5,250ea, Should the new contractor replace all the dumpster 5250ea at a time or some quantities per month? For your reference, 1ea dumpster cost is over Krw2mil., therefore it is the requirement, the cost would be more than Krw10Bil. It looks impossible for the new contractor to bear.
R19. It is not likely to replace 5,250 dumpsters at a time. Quantity will be calculated based on period or number of days multiply by number of dumpsters to support on field training exercise site.
Q20. Empty can 2,475ea, What is it? Will it be coke can or something like that?
R20. Those 2,475 each is for trash cans in public places. Not coke can.
Q21. Phase-in 3months, What does PHASE-IN mean?
R21. The PWS paragraph 1.7.8.6.1 explains detailed performance requirement.
Q22. We are a waste collector with a license in waste pickup and transport for the business area of Plant household waste. We usually have a tripartite contract with a customer and a waste disposal company. If we don’t have a waste disposal facility, can we attach the waste disposal permit of the disposal plant that we actually dispose of?
R22. In order to be evaluated, you should have an agreement with disposal company for final waste processing issued by the ROK Government, or valid business permits in intermediate/ synthesis/ final treatment of facility waste for the business categories of plant household waste/ plant discharge facility waste issued by the ROK Government. The business permits of a subcontractor cannot be substituted for the prime contractor’s business permits.
Q23. Regarding the mandatory requirement to prove at least 12,000 tons of annual business performance for 2 years within the last 5 years, is there a specific format we need to follow? Can we confirm this with a service completion certificate signed by our customers?
R23. A completion certificate signed by your customer will not be considers as acceptable.
Q24. In the CM or QCM requirements, what does "Value of contract/project in WEIGHT for total amount" mean?
R24. CM and QCM’s resume shall indicate both weight of solid wastes and total amount of responding experiences.
Q25. For the Temporary Trash Holding Storage requirement, which stipulates that we must own or lease a temporary storage space of at least 3,500 SF, would it be acceptable to lease land from a nearby Intermediate or Synthesis or final disposal facility? (With the condition that the waste is also disposed of at the facility.)
A25. The Government intents that contractor ensure to segregate to the highest amounts of recyclables generated.
The PWS paragraph 4.3.3. articulate that the Contractor shall provide temporary trash holding storage 3,500 SF or larger which is licensed and registered by the ROK Government. Temporary trash holding storage shall be set up to accept trash at minimum 250 Ton for 5 days which equal to 50 Ton a day, in accordance with ROK Environmental Law.
Also, the PWS paragraph 5.2.5.4 articulate the segregation shall be accomplished at the contractor’s temporary trash holding storage area.
Q26. In the past performance evaluation, does "Solid waste management service" include food waste from commercial(business) sites?
R26. Yes. The solid waste management service includes food waste remove, segregation, transport and disposal.
Q27. By when should all equipment such as vehicles, trash dumpsters, and trash cans be purchased or transferred from the existing service provider after the bid?
R27. The PWS paragraph 3.3.1 articulates that the trash dumpsters, trash cans, concrete masonry units are Government property. The paragraph 5.2.4.6 articulates the contract shall maintain the Government property refuse containers in a serviceable condition.
However, the paragraph 4.2.1 articulates the contractor shall provide food waste containers for the dining facilities and restaurants. Hence, contractor is responsible for providing food waste containers.
