In PWS 1.30, the government limits LQA to 85% of the amounts specified by the Department of State Standardized Regulations (DSSR). This limitation appears to be intended for the administrative burden of providing receipts. PWS 1.30.2 requires receipts. Will the government consider removing the 85% limitation?
The section remains unchanged. Per PWS 1.30, “Contractor employees are allowed up to 85% (all in group 3) of the amounts specified by the Department of State Standardized Regulations (DSSR) for Living Quarters Allowance (LQA) at http://aoprals.state.gov/Web920/default.asp?menu_id=95 and according to the number of eligible family members and location of duty assignment.”

Will the Government be evaluating the total cost of the contract, or specifically just labor CLINs? Vendors will use a wide array of plug-in numbers for ODC costs (X008/X009) that would greatly impact the total contract value. This could unfairly lower vendors’ bids if ODCs are underestimated. We recommend the Government provide ceiling values for these costs similar to CLIN X005.

Section 1.10.3 indicates that the Government will not provide price adjustments for any relocations. As changes to
PWS 1.10.3 remains unchanged place of performance are a material change to the contract (since each location is a separately priced CLIN), would the Government please reconsider this position? Price adjustments will allow Contractors to recover additional costs for relocations to higher cost areas, as well as allow the Government to reduce costs when moving to lower cost of living areas.

Does the Government have a projected timelines for any possible relocation of services from one area to the next over the life of the contract?
Not at this time. Most adjustments have already been made but there is still a possibility of additional changes.

How important is IPPS-A knowledge or experience to the contract? The system is still basically new with new modules coming out periodically. A learning process for all. Understand that with the annual turnover of green suiters roles are consistently changing.
IPPS-A is important as it is the new Army military HR system that will subsume many of the current Army military HR systems.
38 Performance Work Statement (PWS), Page 9, Section 1.16
Can the Government please remove the requirement for a Contractor supplied dress code? These are difficult to enforce and create HR and legal issues around gender and religious discrimination, as well as issues around reimbursement for directed attire. We suggest including the following language as replacement, "Contractor Personnel Appearance and Performance. All Contractor personnel shall meet the highest standards of professionalism and personal integrity. Contractor personnel shall be neatly groomed and dressed in industry-wide, acceptable business casual attire to present a professional appearance at all times."

PWS Section 1.30. Will the Government please clarify that Government will only reimburse up to 85% of the DSSR LQA? If this is the case then we request the inclusion of COLA to account for the increase in prices for commodities other than the actual cost of housing. Will the offeror be able to invoice monthly for the total LQA or is the expectation that the Government will pay the contractor an annual amount for the total LQA?

Can the Government please clarify if it is the Contractors responsibility to find a suitable facility for the Transition Center (TC)? Per PWS Part 3, we request that the TC be specifically identified as GFE and Services.
PWS 5.3.16.1 has been revised to
“5.3.16.1 The TC will be in a permanent or semi-permanent building near the MPD, finance office, and, if practical, the transportation office. The TC is attractively furnished to display professional decorum. Sufficient space should be maintained to provide a comfortable waiting room. Transition briefings are conducted virtually. Plan the layout to accommodate assembly line processing to avoid back-tracking while processing. Maintain interviewing booths or partitioned interview areas to ensure privacy.
Maintain a suitable space for the U.S. Army Recruiting Command RC transition noncommissioned officer (NCO).
The contractor shall always maintain a professional environment. Maintain an adequate filing system to ensure rapid handling of requests for information. The TC will issue all eligible retirees and their Families the Army Retiring Soldier Commendation Package.
The standard of service for this task is the TC is operational IAW regulatory guidance and laws.”
PWS Part 3, paragraph 3.1 states “The Government (each garrison within Installation Management Command Pacific in Korea) will provide all facilities, AND computers, fax, digital sender, printers, AS INCIDENTAL TO PLACE OF PERFORMANCE IAW AFARS 5145.000(b)(5)(S-90) and
AS REFERENCED IN ATTACHMENT 3
GOVERNMENT PROPERTY.”

Can the Government please clarify that furnishing and decorating the Transition Center is all part of GFE?
PWS Part 3, paragraph 3.4 states “The Government (each respective garrison) will supply office furniture, i.e., desks, filing cabinets, chairs, office phones, copiers, etc., as needed or at the end-of-life cycle periods.”

1. CONTRACT AWARD
1.1 In accordance with FAR 52.212-1, Instructions to Offerors – Commercial Items (NOV 2021), the Government reserves the right, based on the Government’s best interests, to make a determination to: 1) Award without discussions; 2) Make a single award for this requirement; 3) Establish a competitive range in order to conduct discussions; and/or 4) Make no award if, upon evaluation, none of the offers are deemed likely to meet the requirements.
1.2. Availability of Funds: Funds are presently available for this Acquisition.
2. SUBMISSION REQUIREMENTS:
2.1 These instructions are designed to ensure submission of essential information in order for the Government to understand and evaluate proposals. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make award based on initial offers received, without discussions with Offerors.
2.2 Offerors are cautioned to submit adequate information to enable the Government team to fully ascertain each Offeror’s capability to perform all of the requirements identified in the solicitation. All commitments made in the proposal shall become a part of the resultant contract. Offerors are cautioned that “mirroring/copying” the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform.
2.3 Offerors are required to submit complete offers ((1) Technical, (2) Past Performance, (3) and Cost/Price) by e-mail to Contract Specialist, MAJ Shevock, Adam at adam.t.shevock.mil@army.mil and Contracting Officer, Ms.

Offeror(s) submitting unit prices in KRW shall round up/down all unit prices to the nearest whole Korean Won (KRW) thereby eliminating the use of any decimal points. The fiscal year 2024 exchange rate of 1 USD = 1,343.5392 KRW will be used to evaluate offeror(s). The contract will be paid in the currency submitted on proposal.

i. Offerors shall use 8.5 x 11-inch size paper using a font point size no smaller than twelve (12) Arial or New Times Roman fonts for each page. ii. 11X17 folded pages are acceptable for tables/graphic representations; however, each 11X17 page counts as two (2) pages.

6. PRE-AWARD SURVEY
A pre-award survey may be conducted on all firms, to include joint venture partners and subcontractors indicating firm commitments to this acquisition, submitting proposals. The pre-award survey is to determine the prospective contractor’s responsibility in accordance with FAR Part 9.104-1. Information may be requested as required by the Contracting Officer and the information shall be submitted within three working days of the request.
NOTE 1 CONTRACTOR TEAM ARRANGEMENTS: Contractor team arrangements including partnership, joint venture, subcontractors shall be fully disclosed in an offer identifying the arrangements and company relationships or for arrangements entered into after submission of an offer, before the arrangement becomes effective. Joint venture and partnership teaming arrangements shall propose under a joint UEI number or provide proof of submission and status with their offer.
a. Contractor Team Arrangement (CTA) means an arrangement in which two or more companies form a partnership or joint venture to act as a potential prime contractor or a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. A CTA is not an arrangement in which two or more companies form a separate legal entity, such as a corporation or limited liability company, to act as a potential prime contractor.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. ADDENDUM TO FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (NOV 2021)
In accordance with FAR 15.101-1, Contracting by Negotiation, the Basis for award is a Best Value Subjective Tradeoff. The Best Value Subjective Tradeoff process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal where it may be in the best interest of the Government. The award will be made based with appropriate consideration given to the three (3) evaluation factors below. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
Factors to be Evaluated:
The following evaluation factors and sub factors will be used to evaluate each proposal. The award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below.

The Technical Evaluation Factor (Factor 1) is more important than the Past Performance Evaluation Factor (Factor 2), and the Past Performance Evaluation Factor (Factor 2) is more important than the Cost/Price Evaluation Factor (Factor 3). For the FACTOR 1, Sub Factors 1.1 through 1.4 are all equal. All Sub Factors (1.1 through 1.4) combined will determine the overall Technical Evaluation Factor (Factor 1) rating.
SUB FACTOR 1.1: Personnel Qualification: The offeror shall provide resume for all individual key personnel and signed letter of commitment. The resume shall identify the minimum qualifications that proposed key personnel (PWS Paragraphs under 1.13 and Technical Exhibit 3) will possess throughout the contract period in order to be able to accomplish all tasks in the PWS. The qualifications shall clearly address the following (Key Personnel or Non-key positions), skillsets/knowledge, experience, qualifications, and other pertinent information for each position identified, as required, to provide services identified in the Performance Work Statement (PWS). The offeror shall explain why these qualifications are necessary and beneficial to the Government. Special attention will be paid to compliance with DOD Directive 8570.01M and the ability to utilize personnel with maximum autonomy in accomplishing tasks independent of support from information technology service providers.
SUB FACTOR 1.2: Technical Approach. The offeror’s proposal shall demonstrate how they will complete the following four (4) specific tasks, to include sub-tasks contained in PWS paragraphs/Part 5, to show their clear understanding and capability in accomplishing the requirements.
