Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.

FACTOR 4 (TECHNICAL AND MANAGEMENT):

Sub-Factor 1 - Technical Approach: The Offeror will be evaluating on providing Technical Approach that demonstrate how the contractor will complete all tasks contained in PWS paragraph 8 to show their understanding and capability in accomplishing all requirements specifically, SCADA system work plan, SCADA diagram, hardware/software install and deployment, test and simulation plan of factory acceptance testing, site acceptance testing and as-built documentation, and conduct operation and maintenance trainings. The Offerors are cautioned that “mirroring/copying” the technical requirements of the PWS with a statement of intent to perform does not reflect an understanding of the requirement of capability to perform. The Offeror shall provide staffing plan that clearly demonstrates how they will perform utility infrastructure SCADA repair and clearly identifies the labor mix and quantities by task, identifies the replacement strategy, backup policy, to ensure mitigation of turbulence caused by vacancies and leaves of absence to the execution of this requirement. The Offeror shall state the proposed Key Personnel and non-key personnel, both full time and part time staff, detailing roles, experience, license and responsibilities of each position supporting the utility infrastructure SCADA repair.

Sub-Factor 2 – Quality Control Plan (QCP): The offeror will be evaluated on providing for Quality Control Plan (QCP) that demonstrates the offeror’s approach to conducting comprehensive quality control. The plan shall clearly describe the offeror’s quality control methods and practices such as standardized procedures to monitor performance, identify discrepancies, service call response, and take corrective action to prevent re-occurrences. As part of the QC Plan, the Offeror shall identify what items the Offeror will inspect under its comprehensive QC for each task listed in the PRS table. The QCP shall be used throughout the life of this contract and shall be updated by the Contractor when the changes affect the QCP.

FACTOR 5 (PAST PERFORMANCE): The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

(1) The Government will focus its inquiries on the Offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements, including cost, schedule, performance, and management of subcontractors.

A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, Offerors will be reminded to include the most recent and relevant efforts during calendar year 2019, 2020 & 2021 in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned a “neutral confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Government or commercial contracts for same or similar services as compared to the NAICS 238210.

(2) Offerors shall submit Government and/or commercial contracts for the prime Offeror and each major subcontractor in performance or awarded during calendar year 2019, 2020 & 2021 which are relevant to the efforts required by this solicitation. The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all the information available.

(3) The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in new work, repair and maintenance of SCADA system during calendar year 20219, 2020 & 2021. There are three aspects to the past performance evaluation: recency, relevancy, and quality. Offerors’ recent and relevant past performance may consist of Government and/or commercial contracts for the prime Offeror performed during calendar year 2019, 2020 & 2021 using the registration and licenses as specified in Technical Phase I, Factor 1 above. Relevant past performance is that constitutes the same or similar services based on size, scope, complexity, and contract type.

- Recency: The first aspect is to evaluate the recency of the offeror’s past performance. Recency is generally expressed as a period during CY 2019, 2020 and 2021 are considered relevant, and is critical to establishing the relevancy of past performance information.

- Relevancy: The second aspect is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria (see Table 2) will be used to establish what is relevant which shall include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming. Relevant service is same or similar to the tasks in this Performance Work Statement.

- Quality Assessment: The third aspect assesses the overall quality of the offeror’s past performance. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.

(4) Performance Confidence Assessment: Utilize the Performance Confidence Assessment to select the most appropriate confidence level for each Offeror. Ensure the rationale for the conclusions reached are included.

FACTOR 6. COST/PRICE: Proposed price will be reviewed to ensure completeness, realism, and reasonableness.

The pricing proposals will be evaluated in accordance with FAR 15.404- 1(b). The following applies to that evaluation:

(1) Completeness: The offeror shall complete the pricing information for all CLINs identified for base period including phase-in with one (1) option (total two (2) years). Any underlying assumptions including proposed escalation rates between the 1st and subsequent periods shall be clearly explained.

(2) Price Realism: Price Realism Analysis will be performed to determine if the proposed price is realistic for the work to be performed. The proposal will be evaluated using price analysis techniques to determine whether the proposal reflects a thorough understanding of the PWS, and whether the price proposed is realistic for the work to be performed and is consistent with approaches described in the technical proposals.
