AMENDMENT 0002

a. The purpose of this amendment is to answer the questions from vendors as shown below:

Q1. IAW Historical Data provided under the solicitation W91QVN-22-R-0137, current level of workload authorized 6,397 vehicles will be decreased to the level of 4,863 vehicles that is of 24% less in number of vehicles.

Does it means contractor may provide man-power as less as 24% from current operation?

A1: The Government is anticipating that more vehicles are flowing in for maintenance, so the manpower needs to be remained the same.

Q2. As it is a Fixed Price contract, will CCK request contractor to maintain certain number of man-power including technicians, for all contractual periods? If yes, please provide us with a guideline, how many by locations.

A2: Exhibit D is revised and added site and manpower information.

Q3. There are many locations by building numbers, will the contractor be provided with a shelter/office at each locations.

A3: No office space/shelter are not provided but all techs shall work out of the elements and shall have access to internet and place to do their paperwork.

Q4. IAW 21 categories of Defense Articles in the USML, there are Ground vehicles, ITAR 124.7 Technical Data and Defense Services may require service provider, non-US citizen to comply with ITAR in accessing ITAR controlled military assets and technical data. During performing the services, Korean contractor inclusive of its Korean technician shall access all technical data, repair manual, information and ITAR controlled vehicles, will this contract require contractor to comply with ITAR by having approval under TAA from manufacturer of vehicles? If it does not, what is the ITAR clause not to comply for this TWV contract or exemption of ITRA controlled compliant? Typically Oshkosh Defense LLC request his service provider in overseas (non-USA company or people) arrange TAA (technical assistance agreement) for Oshkosh manufacturer vehicles that DoD approved for the non- USA service provider to access technical data, information and access to the vehicles.

A4: ITAR does not apply to this contract. The contractor will have formal training and access to updated Technical Manual (TM) and know how to use the MSD (Maintenance Support Device) computer.

Q5. According to Attachment 1, ELIN LIST TWV Maintenance, I can figure out the amount of vehicles number 5,175 per 5 years for Location I Camp Casey, 850 per 5 years for Location II K-16, 12,800 per 5 years for Location III Camp Humphreys, 1,475 per 5 years for Location V Osan/Suwon AB, 3,390 per 5 years for Location IV Camp Carroll/Walker/Henry, 625 per 5 years for Location VI Kunsan AB.

Is this number of vehicles including unscheduled preventive maintenance?

If so, what kind of vehicles are we expecting to perform Field Level Maintenance or preventive maintenance services?

Please understand my situation regarding the proposal estimation, I need to be clear about the number of vehicles and whether include the number of TWVs or Trailers for unscheduled maintenance or NOT.

A5: Based on Attachment 1, ELIN List, the total of vehicles is 13,577 as shown below.

The total of 13,577 above is estimated quantities based on historical data for preventive maintenance and the

Government is expecting unscheduled maintenance to be around 10% of preventive maintenance.

b. Offer due date is changed from 16 Dec 2022, 13:00 hrs. to 23 Dec 2022, 13:00 hrs.

c. All other terms and conditions remain unchanged.

The Government will provide the vehicle to the contractor within 90 calendar days of the delivery order issuance at the designated place of performance.

5.2 CONTRACTOR REPORTING REQUIREMENTS: The Contractor shall perform the following reporting for the duration of the contract:

5.2.1 For each maintenance action (CDRL A001), a list of all parts, special tools, and lubricants needed to complete the maintenance action shall be provided to the COR (or COR designated motor pool personnel)

5.2.2 A weekly in-process report (CDRL A002) shall be sent to the COR detailing every vehicle currently being serviced, each vehicle’s status (on-schedule, behind schedule, ahead of schedule projections, ETC.), any vehicle that had to be re-worked due to failed acceptance inspection, identify all applicable re-work time for each failed inspection, and each vehicle that passed acceptance inspection for that week. This report is to be provided to the COR by 1000 hours each Monday (or next operational workday in case of holidays) and is to cover all work performed for the prior week.

5.2.3 A monthly production report shall be delivered to the COR by the 4th calendar day of each month covering all services performed during the previous month. This report shall include all maintenance performed, findings, and corrective actions taken. There will be no allowances for holiday coverage made for this deadline. Government will provide the format example of the monthly production report. This report, with all relevant maintenance information, shall be delivered to the COR and HQs, 19th ESC, ATTN: EANC-SPO-LS, Unit # 15015, and APO

AP 96218-5015.

5.3 Performance Requirements Summary

The contractor shall comply with the standards and the quality of performance thresholds identified in the PRS below during the performance of the base period and any option period thereafter. Each incident of failure to meet the performance requirements identified in the PRS will result in a written notification by the COR. The correction shall be made within 24 hours without additional cost and the COR notified when complete. If enough incidents of failure occur to breach a quality of performance threshold, the contractor will be directed to perform a root cause analysis and corrective action plan with defined completion dates initiated by the COR. If a corrective action plan is not completed or if the performance of the requirement remains below the acceptable quality of performance threshold, the performance issue will be deferred to the contracting officer for further considerations.

The COR will also use these performance requirements in the monthly evaluation of contractor performance.
