TECHNICAL PROVISIONS

STATEMENT OF WORK

1.0 Background

1.1. Pedestrian Gate - Due to limited parking space for P713, 65th Medical Brigades Motor Pool and required Command Team access point to the motor pool, a walk-in gate is required on the backside of the motor pool adjacent to the 65th Medical Brigade headquarters building. The gate will provide a more convent access point for the Command Team to enter the Consolidated Motor-pool as well as create an exit for Soldiers who utilize the bus to travel around base. This would also allow Soldiers to park at the brigade parking lot and commute to the motor pool daily. The walk-in gate modifications will meet physical security standards outlined in AR190-51.

1.2. Grounding – During Command Maintenance several generators are not grounded due to limited grass or dirt space for grounding. Most of the generators that are placed in the motor pool are stationed on asphalt in an area where a special tool or equipment would be required to ground the generators. Grounding points are being requested to be able to collocate all 65th Medical Brigades generators in one location and ground all equipment accordantly and to standard. This will also benefit Equipment Operators during weekly Command Maintenance when training is being conducted by the maintainers.

2.0. Scope

2.1. Pedestrian Gate – To support the Command Team access from the brigade headquarters and to meet parking space requirements, a portion of the existing gate will be modified for pedestrian access. A paved walkway will be constructed inside P713 (65th Medical Brigade Maintenance Facility) and tied into the existing exterior sidewalk outside of P713. The construction work must meet the FAR, O&MA, EM-385-1-1, all local and US constructions and safety codes and standards. The construction of the concrete walkway and the pedestrian gates shall meet USAG-Humphreys DPW guidelines.

2.2. Grounding – To ensure Soldiers safety when operating generators during command maintenance, grounding needs to be installed in P713 Motor Pool. The purpose is to prevent short circuiting that may cause the fuel and other combustibles to ignite. This grounding will aid in the effort to prevent personal injury and preserve equipment. Construction requirements shall be in accordance with the FAR, O&MA, EM-385-1-1, CECOM TR 98- 6, MIL-HDBK-419A, TC 6-02.6, all local and US constructions and safety codes and standards.

3.0. Objective

3.1. Pedestrian Gate – At the end of the construction the walk-in gate and concrete paved walkway shall meet the physical security and pedestrian access requirements in accordance with, FAR, O&MA, EM-385-1-1, all local and US constructions and safety codes and standards.

3.2. Grounding – At the end of the construction, the grounding system shall be inaccordance with the FAR, UL, O&MA, EM-385-1-1, TM 9-6115-729-10 (Generator Set, Trailer Mounted, Tactical Quiet 100kW, 50/60 Hz), CECOM TR 98-6, MIL-HDBK-419A, TC 6-02.6, and all local and US constructions and safety codes and standards.

4.0 Government-Furnished Property - No government tools or materials will be provided to the contractor.

5.0 Place of Performance - The work shall be conducted at P713, 65th Medical Brigades Maintenance Facility, USAG-Humphreys.

6.0 Contract Completion Date (CCD): The Contractor shall complete this project within 15- 20 days after Notice to Proceed (NTP) is issued.
