PERFORMANCE WORK STATEMENT (PWS)

WASTEWATER AND STORMWATER MONITORING AT USAG-HUMPHREYS

1. General: This is a non-personnel services contract to provide service of wastewater and stormwater monitoring at USAG-Humphreys. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform wastewater and stormwater monitoring at USAG-Humphreys as defined in this Performance Work Statement.

1.2. Background: USFK Regulation 201-1 (Environmental Governing Standards, EGS, Jun 2012) requires that specific types of facilities or activities develop and implement Storm Water Pollution Prevention Plan (EGS, Chapter 4-3f) and Storm Water Pollution Prevention Plan recommends sampling and analysis for several points on USAG-Humphreys. This project has been requested to collect data to assist USAG-Humphreys environmental personnel in establishing a baseline of impacts for run-off stormwater into receiving water bodies. Also USFK Reg 201-1 "KEGS" chapter 4, "d. Effluent limitations for specific industrial dischargers" requires to comply with discharge requirements. "Vehicle repairing and washing" facilities are Industrial Wastewater Sources and need to be complied with KEGS requirements. USAG-Humphreys have "vehicle repairing and washing" facilities and are required to be monitored for discharged industrial wastewater.

1.3. Objectives: USAG-Humphreys Garrison will monitor compliance of stormwater quality, industrial wastewater quality and evaluate impacts for run-off water into receiving water by water monitoring and meet requirement of stormwater pollution prevention plan by Public Health Command and industrial wastewater requirements by EGS.

Sample preservation and holding times are described on Technical Exhibit 2B. Field sampling and collection of monitoring data shall be performed in accordance with the National Pollutant Discharge Elimination System (NPDES) Stormwater Sampling Guidance Document published by United States Environmental Protection Agency (US EPA, 1992) at http://www.epa.gov/npdes/pubs/owm0093.pdf. In general, the contractor shall ensure that the proper equipment protocols are used to collect each sample. Cage Code

If you are a Korean company needing a Cage Code, contact POC at Telephone #82-2-2079-4639, FAX 82-2-773-7587, EMAIL CAGEKR@dapa.go.kr , Address: The Standard Planning Team of the Standard Management Bureau Defense Acquisition Program Division (23 Yongsangogyogil), #2-15 Yongsan 2 ga dong, Yongsan-gu, Seoul (140-841), Republic of Korea.

If you are a U.S. company needing a Cage Code, you must register with the Central Contractor Registration (CCR) at www.ccr.gov. Once your company registration is activated in CCR, a Cage Code notification will be mailed to your company address via the U.S. Postal Service.

CAGE CODE – What it is and How to Obtain One

A CAGE Code is a five-position code that identifies Contractors doing business with the U.S. Federal Government, NATO member nations, and other foreign governments. The CAGE Code is used to support a variety of mechanized systems throughout the Government and provides for a standardized method of identifying a given facility at a specific location. The Code may be used for a Facility Clearance, a Pre-award survey, automated Bidders Lists, identification of Debarred Contractors, fast pay processes, etc. (http://www.dlis.dla.mil/cageserv.asp.)

FOR U.S. COMPANIES

The CAGE Code request process is now incorporated in the Central Contractor Registration (CCR) process. A U.S. company is assigned a Cage Code by registering in CCR at the following website: www.ccr.gov. Upon activation in CCR, the U.S. company will be mailed the CAGE Code notification via the US Postal Service. The CAGE notification is sent to the person listed under the "Registrant Name" in the registration documentation. In addition, once the registration is active, the CAGE code may be viewed on Internet Web by searching the active registrations at www.dlis.dla.mil/CAGESearch/.

FOR NON-U.S. COMPANIES

Non-U.S. companies are issued NATO Cage Codes (NCAGE) by contacting the designated Point of Contact (POC) at the National Codification Bureau (NCB) of the country where the company is located. For a list of addresses and POCs, go to http://www.dlis.dla.mil/nato_poc.asp .

Please note: Organizations with an address containing APO, FPO or AE do not need an NCAGE assigned by an Allied Nation or NATO-sponsored NCB. Instead, these companies must register in the CCR to receive a U.S. Cage Code.
