a. The purpose of this amendment is to response to questions received as the following:
QUESTION #1: What does DeCA stands for? Is this the commissary building?
RESPONSE #1: Yes.
QUESTION #2: There are specific working hours stated within the solicitation on 152pg, '1.5.2. of the buildings of Schedule 1, 5-3.' Should I understand that working hours of the other buildings are during 8 am to 17 pm?
RESPONSE #2: Yes.
QUESTION #3: According to, APPENDIX, SCHEDULE OF CUSTODIAL WORK SCHEDULE #5-1, at the bottom, it sates as "*Project Work: Below works could be done as customer requirement basis with separate funds." Does this mean that the tasks written below and amount of these tasks are excluded within this contract? Will there be a new contract at the point of requirement of these tasks?
RESPONSE #3: No. Project Work included in Requiements Contract Line Item Number (CLIN) which is in CLIN X003. The Government will be issued the Task Order as need basis against CLIN X003.
QUESTION #4: It also sates at the schedule appendix as "*Applicable Service Period: Base Year (1 July 2019 through 30 Jun 2020)" for the Bldgs #3000, 3008, 3019, 170.
Does this mean that our working hours to these buildings during the base year of the cleaning services are only at this time? Is it the same for the option years?
RESPONSE #4: The Buildings #3000, 3008, 3019, 170 & School Cafeteria at Bldg #3000 are required service only base period from 1 Feb 2020 thru 30 Jun 2020.
QUESTION #5: 5. According to the building 163 floor plan, there are areas of lifeguard office, storage, etc. Are these areas also should be cleaned? Is it included to the total 1,237 SF? (This is the latrine area also.)
RESPONSE #5: The Bldg #163 (Schedule #2) is gymnasium, NOT Lifeguard Office or Storage.
QUESTION #6: It states within the solicitation 4.2.1, as 'shall provide toilet supplies 5 times for buildings on Schedule 3 thru 5 in TE 1'. However, the part of schedule 3 and 5 of TE1 states as 'supplies: 2W, 6W' for restroom schedule. Which schedule should I comply with?
RESPONSE #6: As stated in Para. 5.2.7.4, the Contractor shall sufficiently stock quantities to ensure supplies do not run out before the next service date. If supplies run out prior to the next service date, the Contractor shall refill within two (2) hours of notification at no additional cost to the Government.
Therefore, the Contractor shall provide the toilet supplies 2 thru 6 times a week or store sufficient stocks.
QUESTION #7: According to Item No/CLIN 0003, it states as 'The Contractor shall provide custodial service for buildings listed in Appendix A, Schedules I through V, with Floor Plans in Appendix B'.
However, it only states about the total area (SF) and task. Which schedule shall we comply with? or will this be noticed at the point of requirement?
RESPONSE #7: CLIN X003 is Requirements Contract Line Item Number (CLIN). Requirements CLINs are not necessary fixed schedule because the Government will be issued the Task Order as need basis.
Additionally, the specific work description for each tasks are stated in the Performance Work Statement
(PWS).
QUESTION #8: In regards to building number 252, there is information of the quantity of the venetian blinds within the floor plan document. However, the task (cleaning the venetian blinds) are not found within the TE 1 schedule. If the cleaning service of the venetian blinds of building 252 should be offered, what will be the frequency?
RESPONSE #8: The Contractor shall not provide the cleaning service if it is not stated in the Work Schedule (TE1).
QUESTION #9: Moreover, it states within the solicitation as '5.3.6.17. Clean Venetian Blinds (Building Schedule 5-2 Only', but this task is not written within the schedule 5-2 as requested. On the other hands, this task is required for schedule 5-3. Should I offer the cleaning service of venetian blinds at both areas?
Then, what will be the frequency (how many times should I offer the cleaning service of venetian blinds) of 5-2?
RESPONSE #9: Deleted “(Building Schedule 5-2 only)”.
QUESTION #10: It states as '5.3.6.8, Complete Dusting: After complete dusting, all such surfaces below 6-1/2". Is this service different from low/high dusting? Does the requirement, 6-1/2", refer to 6 inch to
6.5 inch? I also want to make sure that it's different from 6 feet which is the low/high dusting task.
RESPONSE #10: "High Dusting" is applicable which is above 6.5 feet, and "Complete/Low Dusting" stated in this PWS shall be changed from “6.5 inch” to “6.5 feet (6.5')”.
QUESTION #11: What does SEQ stands for on CLIN 0004?
RESPONSE #11: Senior Enlisted Quarters (SEQ).
QUESTION #12: Is there a possibility of area (SF) changes of CLIN 0003, 0004, 0005? Moreover, is it possible to change the price of these requirement CLINs at the receipt of requirements from the U.S.
Army?
RESPONSE #12: The estimated quantity (SF) can change based on actual Task Order however unit price per SF can’t change. The Government anticipates recurring requirement but cannot determine the precise quantities of services. Therefore, those CLINs are stated as “ESTIMATED QUANTITY” and the Government will be issued the Task Order as need basis.
QUESTION #13: If our company receives the pass after reward, will the pass holder be allowed to enter all of the service required camps including Busan and Camp Carroll, Walker, etc?
RESPONSE #13: The administrative personnel, Contract Manager and Team Leaders can receive Area IV base access pass but the regular cleaning crews are only available their actual duty location.
QUESTION #14: What does the yellow highlight of the 'Building list for work schedules' refers to? For instance, building number 1103(ACS) is highlighted in yellow.
RESPONSE #14: There is no meaning on yellow highlighted buildings. Please ignore the colored portion.
QUESTION #15: As far as I understood, the number 9, latrine area information written within the floor plans is included to the total area (2. SF of service area).
Building number 139, it states that the latrine floor type is mosaic, but there is no information on the top number 2. SF of service area. Does this mean that the total SF of service area of building number 139 is 31,885 SF plus 2,240 SF (latrine area)? The total area of building number 139 on 'building list for work schedule 4, CP Carroll' states as 31,885. Does this mean that the latrine area information of the floor plan is not included in 'number 2, SF of service area' of the floor plan which is supposed to be the total area of the building?
RESPONSE #15: Total SF of Building #139 (Recreation Center at Camp Carroll) is 31,885 SF including latrine area which is 2,240 SF. The actual floor material is quarry tile but our SF template for latrine states three types such as Mosaic/VCT/Concrete so we marked on 'Mosaic' rather than 'Quarry Tile'.
QUESTION #16: There is trash can quantity information within the floor plans. Does this quantity include the restroom trash cans? In other words, is the quantity of trash can equals to the total trash can within the building of total area stated on number 2, SF of service area?
RESPONSE #16: Yes.
QUESTION #17: According to the APPENDIX, SCHEDULE OF CUSTODIAL WORK SCHEDULE for the Commissary buildings, it states as for instance, '1 janitor shall be perform between 06:00 thru 15:00 hours and 2 janitors shall be perform between 08:00 thru 17:00 hours'. Is the number of people (janitor) fixed for the commissary buildings or is it changeable?
RESPONSE #17: No. It is fixed for Daegu Commissary as stated in the PWS.
QUESTION #18: According to the floor plans, some buildings such as building number 261 (Kelly Gym), it states that the latrine(restroom) floor type is both MOSAIC, VCT and the total SF of this latrine is 2,433SF. The VCT area is 13,363SF and mosaic is 608SF of this building's service area. Should l firstly deduct from the mosaic tile area (608SF) and the rest area from the VCT for the latrine area?
RESPONSE #18: Yes. Mosaic is 608 SF and VCT is 1,825 SF.
QUESTION #19: According to ITEM NO. (CLIN) 0002AC, it states of the service area as 9,134SF, DOD school at camp George. Is the total area correct? The reason why I am asking this is because the relevant floor plan states that the total service area of DOD school excluding the cafeteria is 93,771 SF(building number: 3000, 3008, 3019). Please advise.
RESPONSE #19: This CLIN 0002AC is applicable only for summer vacation period at Bldgs #3000, 3008 & 3019 in Camp George. So the cleaning service shall be applicable/provided only for specific area where the total SF is 9,134 SF. The actual location will be designated by the school facility manager during the summer vacation period.
b. The closing date of this solicitation is extended from 19 Aug 2019, 13:00 hours to 22 Aug 2019, 13:00 hours.
c. All other terms and conditions of the solicitation remain the same.
