Questions #5. Do I have to submit a copy of Korea Certification(KC) only for Item No. 0001, 0002, 0009 which are Network IR Dome and Bullet Camera, Network Video Recorder, 64 Channel at the time of (included to) proposal submission? or do I have to submit the KC for others also after award?

Answer: Yes, only for Item No. 0001, 0002, 0009 based on the RFP.

Question #6. We wonder if we can submit our specification based on actual environment condition of the site. To be specific, the specification of operating temperature of the Dome IR Camera (Indoor) is "-40~60ºC", but we think the operating temperature with "-10~50ºC" can be used in indoor place without any problem, because your site (Pyeongtaek) is not located in an extremely cold area.

Answer: See the revised CCTV Equipment Minimum Requirements.

Question #7. As we think, Kedacom is a China-based company with a branch office in Korea.

In this regard, we wonder if it is possible to supply "Dome IR Camera, Bullet IR Camera and Network Video Recorder" in Chinese products.

Answer: See the paragraph 2.2 in revised SOW

Answer: Cable trays have been installed in all corridors and hallways in the 8 story barracks located in Camp Humphrey.

Question #30-2. And, in the RFP it didn't say it's TAA compliant, Would it be necessary?

Question #31.

Question #31-1. If the power needs to be provided through UPS to all of the cameras, NVR, etc., within the building, do I have to drag the power/electric line from the UPS on the first floor rack up to the rooftop? The drawings indicates that the UPS is only on the first floor.

Question #33.

Question #33-1. Is this solicitation only for Korean registered companies registered for business with the Korean government to support the US Army Bases at Camps Humphreys and Carroll?

Answer: No

Question #33-2. Reference: Sub-factor 3. Performance of work by the contractor or a subcontractor. This states that “….The evidence documents shall be one of national pension payment record (국민연금 납부기록) or medical insurance payment record (의료보험납부기록). USA companies do not have this system. Will US companies be able to bid without the Korean National pension plan and Medical Insurance plan for the US Bases?

Question #33-3. Reference: FACTOR A: Sub-factor 1. Specification Items no. 0001, 0002 and 0009. For those items in the solicitation, it is stated that they must have a “KC” Mark which means Korea Certified along with the. There is no mention of being USA certified. Although this product is to be installed in Korea, it is for the US Army Bases as a means to enhance the safety of our US troops. I’d like to propose the addition of using UL /USA certified products as well; Will the government allow the use of USA “UL’ certified equipment, which usually are a higher certification than the Korean “KC” products, as a substitute for “KC “?

Answer: Yes, contractors will be issued installation passes granting access to Camp Humphreys and Carroll based on the contract requirements. .

Question #33-5. In the paragraph “DELIVERY&PAYMENT INSTRUCTION” It only gives 20 days after NTP to start work. Given that some products may come from the USA which takes well over 30 days. This provides an unfair advantage to US companies bidding on this solicitation in terms of cost based shipment time since the amount of the orders are so large that they must be shipped as opposed to air. Shipment from the USA minimum is 30 days.

Will the government be willing to even the playing field of this solicitation for USA companies by extending the time from “commence the work within twenty (20) calendar days” to commence the work within thirty (30) calendar days?
