A8. U.S. origin materials are allowed in W91QVN-18-R-0007.
Q9. First, there are 4 solicitations on the FBO. Why they separated into 4 solicitations even they are the same things. As I can see, the solicitation numbers are W91QVN18R0004, 0005, 0006, and 0007. If I want to submit the document, should I submit the documents on the all of them?

Blast Mitigating Type. However, according to DWG No. AE 4012 ‘2 Enlarged Partial Floor Plan (Lobby 146)’, ‘D3A’ is Drawn as Single Door, and it seems that blast mitigating feature is not required. If ‘D3A’ is a Single Door, the hardware for this door also needs to be changed.
- Which information shall we follow? ‘Plan’ or ‘Door Schedule’?
- In case we shall follow the ‘Plan’, instead of ‘Door Schedule’, the Gov’t shall specify the type, size, material, and hardware of ‘D3A’.
A57. The door ‘D3A’ in lobby 146 is not a ‘D3A’ but ‘D3’. AE made a mistake. So please follow ‘D3’ in ‘Door and Frame Schedule’ in DWG AE6012 for the door.
Q58. According to DWG No. AE 6012 ‘Door and Frame Schedule’, Dr. ‘D7’ is Type H Wooden door with
Wooden Frame and 3/4HR Fire Rating. However, ‘Door Elevations and Types’ on the same sheet, Type H door is drawn as Plywood Double Door with Steel Frame. ‘D7’ is Closet Door and it is technically not possible to manufacture 3/4HR Fire Rated Door with Plywood and Plastic Laminate Application Front and Back.
And according to DWG No. AE 5062 1 and 2, this Closet is supposed to be considered as Furniture manufactured in a Factory.
- What is the Frame Material of ‘D7’? Steel or Wood?
- ‘D7’ shall be 3/4HR Fire Rated?
- If this door shall be considered as furniture, shall we incorporate this in our Cost Breakdown as Furniture, instead of Door Work?
A58. The frame of the D7 door is wood, not steel. Also doesn’t need any fire rating. The door is not a furniture and should be included door work.
Q59. Attachment 1-1. SOW 2.4.13 on page 8, there is no DWG for the scope. DWG No. PP7012 Gas Meter shall be installed according to the Work Scope, but the Location of it is not specified in the Plan.
A59. Delete SOW2.4.13. The Gas Meter location is at the front wall of B1363, right side of door.
Q60. We need additional time to receive prices for Off-shore material from U.S.A. Also, we need all our questions on SOW & DWG’s answered first to be able to complete our proposal. Will it be possible for you to postpone the bid closing date by three (3) weeks from current bid closing date?
A60. The closing date and time is extended to 11 Dec 2017, 1300 hours, KST.
Q61. confusing about a first class licensed engineer(기사) or Industrial Engineer(산업기사). only approve that qualification for 기사 or 산업기사?
A61. Only licensed Engineer (기사) is qualified. Industrial Engineer (산업기사) is not qualified.
Q62. Can include Head Office work for experience?
A62. No.
Q63. Project No.4, 5, 6 is OMA Fund and Project No. 7 is another fund. Can I include the same engineer in No. 4, 5, 6, and 7?
A63. For evaluation purpose, you may submit the same personnel for all of Solicitations. However, after award of the contract, you have to follow the statement of the work for key personnel requirements for task orders
Q64. Page 64 of 83, Section L, (5) Sub-factor 5. Sample Task Orders: (i). A. reads “Non-Work Plan Task Order
Only: Offeror wishing ………………………….. identified in (5)(b) below as ……….. .”, and B. reads “both Non-
Work Plan and Work Plan …………………………………. identified in (5)(b) and (5)(c).” Please clarify what page(s) (5)(b) and (5)(c) are located at.
A64. (5)(b) and (5)(c) are to be read to (5)(ii) and (5)(iii).
Q65. Offerors to Work Plan require to submit Design Data Submittal as well as other submittals. We understand most of the offerors are short of time to prepare those submittals in due time of December 4. Please clarify whether the Government considers the extension of the due time.
A65. The closing date and time is extended to 11 Dec 2017, 1300 hours, KST.
Q66. The Section K in the solicitation do not includes “(v) 5152.209-4009, Notice of Evaluation” . (Page. 68)
A66. Deleted 5152.209-4009, Notice of Evaluation of Past Performance in solicitation # W91QVN-18-R-0004, Q67. Please make sure that “(vi) Program Manager” in “Sub-factor 4. Prime Contractor’s Relevant Experience” means a contractor’s representatives

Q69. It is kindly requested that the bid due date be extended by 21 days due to insufficient time for preparation.
A69. The closing date and time is extended to 11 Dec 2017, 1300 hours, KST.
Q70. Do you need the excel file for offer breakdown?
A70. All files shall be submitted in PDF program. Scanned PDF file and other program (MS-word, Excel, 아래한글, or…. Etc.) will not be acceptable except license and certificate.
