Statement, 3.9

FORFEITURES,

CANCELLATIONS,

AND

POSTPONEMENTS

Para 3.9.1 states the government has the right to cancel any game with 1 hour notice, at no cost. Para 5.1.3 requires all officials to be present for scheduled games 30 minutes prior to start time. This means the officials will already be enroute when the government cancels 1 hour prior. Will the government extend this minimum notification time? We suggest:

- the government may cancel at no cost with 4 hour notice

- the contractor and government should agree on a standard cancellation fee for cancellations with less than 4 hour notice.

At this time the Government will not concur to any changes to the notification time or incurring any cost if more than one hour notice of cancellation is given.

TO OFFERORS –

ITEMS (APR 2014)

ADDENDUM-

FACTOR C – Price

The RFP does not address travel expenses. Is this to be covered?

Page 102 – 103 of the solicitation: Under

Submittal Requirements, FACTOR C –

Price: “The offeror shall estimate total cost to be expended for each line item unit price per sport and submit fully loaded rates accordingly.” There is no separate line item for travel expenses.

How will access to the installations be provided for non-military sports officials?

Access to installations by non-military contract employees will be arranged with and coordinated by the Contracting

Officer’s Representative (COR).

3.4 EMPLOYEES Para 3.4.2 states “The Contract Manager, officials and any other individuals performing services under the contract shall be able to read, write, speak, and understand English.”

This will severely limit the quantity of available, quality officials. Is it acceptable to have at least one member of the officiating crew able to communicate effectively in English, rather than every official?

Para 3.4.2 of the PWS was updated to state “The Contract Manager, at least one official, and any other individuals performing services shall be able to read, write, speak, and understand English.”

3.5 EMPLOYEE

TRAINING

Para 3.5.1 states “The contractor shall ensure that all officials and all necessary personnel meet the requirements to officiate as established by the NFHS for each individual sport.” We note that DoDDS schools in Korea do not play under NFHS rules for all sports (volleyball and soccer, for example). We suggest this paragraph be modified to require officials be trained and certified under the appropriate governing body for each sport.

Para 3.5.1 of the PWS was updated to state

“The contractor shall ensure that all officials and all necessary personnel meet the requirements to officiate as established by the NFHS or appropriate governing body certification for each individual sport.”

3.10 KEY

CONTROL

Several paragraphs imply that officials will be responsible for Keys, conservation of utilities, Physical Security of facilities, equipment and materials. (3.10, 4.4) Is this intended? We believe all this should be the responsibility of the host school. Please clarify.

If keys are issued to the contractor, Section

3.10 KEY CONTROL, paragraphs 3.10.1

through 3.10.4 shall apply.

5. 1 SPECIFIC

TASKS

Para 5.1.10 requires a signed, written statement to the COR within 13 hours of an incident. This does not provide sufficient time to gather all required information, and for the Contract Manager to review it prior to submission. We request this be changed to 24 hours.

A signed, written statement to the COR within 13 hours of an incident is considered sufficient time.

5.2 NON-

PERFORMANCE

BY OFFICIALS

Para 5.2.3 states "At least two officials shall be present for a football game to be played.”

We recommend this be changed to a minimum of 3 officials. We believe playing with only 2 officials would be dangerous.

No change to this requirement.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
