PERFORMANCE WORK STATEMENT (PWS)
Tactical Wheeled Vehicle Maintenance
1. PROJECT TITLE: Organizational maintenance of High Mobility Multipurpose Tactical Wheeled Vehicle
(HMMWV), Heavy Expanded Mobility Tactical Trucks (HEMTT) up armored series vehicles, Medium Tactical
Vehicle (MTV), and Trailers series vehicles.
2. BACKROUND: In order to provide world class logistical support to EUSA, the 19th ESC is requesting additional maintenance support through contracted maintenance teams. Shortage of manpower and NCOs decreases the ability for the EUSA to properly program maintenance timelines and service schedules. In a sense we are in the “reactive mode” and not the “proactive mode” in the maintenance arena. The contract maintenance will give the EUSA base units ability to program maintenance and establish continuity Korea Theater of Operations (KTO).
3. SCOPE: The Contractor shall provide all necessary skilled personnel, supervision, master mechanic tools sets
(general hand tools), personnel safety equipment (safety glasses, shoes, coveralls, and gloves), materials, transportation, and other items and services necessary to conduct semi-annual, annual and bi-annual maintenance services in accordance with Preventive Maintenance Checks and Services (PMCS) tables on all vehicles to determine the extent of
Service work and replacement parts required on all HMMWV series, HEMTT up armored series, MTV, and Trailers series vehicle in KTO.

5. CONTRACTOR PERFORMANCE REQUIREMENTS: When directed via a delivery order, the Contractor shall perform pre-defined maintenance services on any tactical vehicle covered under this requirement. These pre-defined maintenance services shall consist of at least one (1) of three (3) categories of maintenance: 1. semi-annual,
2. annual, and 3. bi-annual maintenance services. All maintenance service work shall be performed in accordance with the Preventive Maintenance Checks and Services Tables (PMCS tables) applicable to each vehicle to determine the extent of Service work and replacement parts required. These tables can be found in the technical manual for each perspective vehicle covered under this contract. DA Form 2404 (Equipment Inspection and Maintenance
Worksheet) will be utilized to document all deficiencies at the time of equipment turn in for maintenance. These documented deficiencies, as well as any regularly scheduled maintenance identified in the operational, organizational, and end item level PMCS tables, shall be completed by the contractor. The contractor shall perform technical inspections on the equipment as identified under each maintenance service type in the applicable technical manual. The contractor shall identify any problems for inclusion in the maintenance effort that may need to occur to keep the equipment in a good, safe, and properly functioning condition. The contractor shall prepare an itemized list of all parts, special tools, and lubricants needed to complete the maintenance action. This list shall be turned in to the
COR within the first two (2) days of receipt of equipment. The COR will provide the listed items to complete the repair and any used\replaced parts shall be turned in with the vehicle when presenting the vehicle for acceptance inspection. Once notified that the maintenance activity is complete, the COR (or COR designated motor pool personnel) will then inspect the vehicle for acceptance. Any discrepancies, missed repair work, work not done in accordance with the technical manuals, or contractor damaged items will result in a failed acceptance inspection.
Any deficiencies noted on an acceptance inspection shall be corrected within 24 hours, tracked for reporting purposes, and shall incur no additional costs to the government.
