The equipment provides multiple and random audio video presentation from multiple sources to multiple destinations. The equipment will be installed at CP Oscar COIC and will be integrated with a same brand name selected from open and full competition at the time of Part I installation. The equipment is composed of full 42U (1.75 inch/1U x 42=73.5 inches equals to 1860 mm) switching unit devices including full digital audio/video interfaces of HDMI, DVI, CAT5 & SDI and backward compatible 16 x 16 channels of analog audio interface cards.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5 and Class Deviation – 2015-O00004 for the purposes of:

Unusual and compelling urgency Exclusive licensing agreements Industrial mobilization Other: Matching and maintaining the consistency of the system installed.

5. Reason for Authority Cited: The CP Oscar Part I installation was full & Open competition to select the matrix baseline standard in use by 8th Army G6, Headquarters Support, VTC Section. RT information systems switcher was selected based on price and technical evaluation among the competitors of Extron, Kramer, AMX and I&X. The proposed system will be integrated with an existing switcher system. Although other manufacturers have similar products but there will be control protocol and control differences on top of characteristics differences of AV signal matching, and the use of same company products ensures ease of integration and interoperability with existing equipment. This justification is not based on the reduction of costs through the use of brand name items & Parts but interoperability with the existing system. If the other brand than same brand with part I installation will be used, there will great chances of failures due to interoperability issues with existing system and the warranty issues that two different manufacturer will point the fingers to each other for failure justification.

Version – August 2015

6. Efforts to Obtain Competition: The 8th Army G6, Headquarters Support, VTC Section is continuously evaluating equipment and new technologies from multiple manufacturers according to configuration management standards and CHESS, but there were no manufactures found to produce technically compatible with competitive price.

In accordance with FAR 5.202(a)(12), this action will not be synopsized.

7. Actions to Increase Competition: The 8th Army G6, Headquarters Support, VTC Section will continue to evaluate the products of all manufacturers to look for competitive prices, advances in technology, ease of integration, and increased interoperability.

8. Market Research: Digital AV matrix switcher Systems were analyzed for function and interoperability with existing systems.

a. The RT information system was found to meet all requirements.
