Text version

The 411th Contracting Support Brigade plans to procure Fare-Free Mass Transit (FFMT) Shuttle bus services for USFK under solicitation W91QVN-16-R-0184 on Sole Source Basis from Daewon Express on by issuing a Firm Fixed Price (FFP) with Requirement CLINs Bridge Contract. Bridge Contract proposed period of performance is for three (3) months from 1 July 2016 through 30 September 2016. The total cost of the contract are programmed from the Republic of Korea Ministry of National defense (ROK MND) Cost Sharing Agreement between USFK and Republic of Korea (ROK) MND. The proposed source is Daewon Express. The incumbent contractor Daewon Express provides the experience, personnel, equipment, supervision and material necessary to perform this contract. This action is necessary to prevent interruption of FFMT Shuttle bus services. The Government expects the follow on contract/ long term contract to be awarded before the expiration of the current contract on 30 June 2016 but there will not be enough time to process USFK Installation Passes for the bus drivers. Due to the critical nature of these services, Daewon Express is the only contractor who has the ability to perform at full capacity on day one (1) of contract performance. It was determined that the incumbent contractor is the only vendor that could perform at the required level necessary to ensure continued FFMT shuttle bus services and not negatively impact the services being provided. Other sources were identified as having the potential to perform, but none can meet the required readiness time. Other sources would require a phase-in period to include the requesting and processing of badges, a procedure that normally requires two months creating a potential for break in services. J&A 16-050 was approved 10 June 2016.
