Questions Answers
Para 1.6.7.2, License Requirement
Q1: In a statement of License requirement in the solicitation, this contract only invites US license including professional engineer issued by NCEES for Engineering Supervisor and NICET for Fire Engineering Technicians. I believe that US PE for Engineering Supervisor and Fire Engineering Technicans issued by ROK Government can be eligible for performance of this contract.
Please review and let me know if this contract can invite Korean contractors such as we who have US PE (미국기술사) or Fire Protection Professional Engineer
(소방기술사) issued by ROK and Electrical/Mechanical Fire Engineering
Technician (소방전기/설비기사) issued by ROK.
A1: Per UFC 3-601-02 dated 8 Septermber 2010, Trained or qualified personnel shall perform ITM and repair tasks only within the scope of their specific qualification. Fire Protection Professional Engineer issued by ROK and Electrical/Mechanical Engineering Technician accredited by ROK is not included in the generally accepted qualification in ITM Tasks and shall not be acceptable.
Para 1.6.7.2, License Requirement
Q2: The 411th CSB RCC Yongsan issued two solicitations, W91QVN-16-R-0034 ITM for FADSS at USAG Humphreys and W91QVN-16-R-0076 ITM Services for FADSS at USAG Daegu, on 23 May 2016. Services performing in two solicitations are same and even a contractor for USAG Humphreys shall provide repair service.
Nevertheless, qualifications of the prime contractor and key personnel for USAG Daegu is more restricted than those for USAG Humphreys as attached.
And there is no site visit schedule in the solicitation for USAG Daegu.
I would like to inquire about the reason why qualifications for USAG Daegu are narrow and restricted and why there is no site orientation.
A2: Per UFC 3-601-02 dated 8 Septermber 2010, Trained or qualified personnel shall perform ITM and repair tasks only within the scope of their specific qualification. Fire Protection Professional Engineer issued by ROK and Electrical/Mechanical Engineering Technician accredited by ROK is not included in the generally accepted qualification in ITM Tasks and shall not be acceptable.
Site visit is scheduled on 17 June 2016, 1330 hours. (See Paragraph No. 6 Addendum to FAR 52.212-1 Instruction to Offerors for detail information.)
Para 1.6.7.2, License Requirements:

1. Fire Protection Professional Engineer (PE) License (소방기술사) issued by the
ROK Government.
2. Electrical Fire Engineer (소방전기기사) and Mechanic Fire Engineer
(소방기계기사) issued by the ROK Government
A3: Per UFC 3-601-02 dated 8 Septermber 2010, Trained or qualified personnel shall perform ITM and repair tasks only within the scope of their specifica qualification. Fire Protection Professional Engineer issued by ROK and Electrical/Mechanical Engineering Technician accredited by ROK is not included in the generally accepted qualifications and shall not be acceptable.
Q4: Please provide the current contract number. Or, is this a new requirement for the government?
