About this file

This document is a solicitation for a 5-year contract (base year plus 4 option years) to provide quarterly printing and delivery services for the "Indianhead" newspaper. The contractor will be required to furnish all labor, management, materials, and equipment necessary to print and deliver the newspaper on a quarterly basis to various military units in South Korea.

The solicitation sets forth the instructions and requirements for offerors, including the need to submit a completed SF 1449, proof of business registration, resume of the contract manager, and details on past performance. Pricing must be submitted in Korean Won. Award will be made on a lowest price technically acceptable basis. Eligible offerors include U.S. and local Korean firms, but the US-Korea Status of Forces Agreement precludes the award of "Invited Contractor" status. The solicitation includes standard FAR clauses as well as options to extend services.

EVALUATION FACTORS FOR AWARD

52.212-2 EVALUATION--COMMERCIAL ITEMS ADDENDUM

(OCT 2014)

EVALUATION CRITERIA

FAR PART 13, this acquisition will be procured utilizing Lowest Price Technically Acceptable.

1. Award will be made to a single offeror who is deemed responsible in accordance with the

Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the acceptable offer in accordance with FAR Part 13. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required.

2. The following evaluation procedures and factors shall be used to evaluate offers:

EVALUATION PROCESS:

1. All proposals will be reviewed for timeliness. If the proposal is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the proposal will not be opened.

2. Timely proposals will be reviewed for compliance to the solicitation. If the proposal does not comply with the requirements of the solicitation, the proposal will not be evaluated further and the offeror will be notified that the proposal is nonresponsive.

3. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable.

EVALUATION FACTORS FOR AWARD: Three (3) evaluation factors will be used to evaluate offeror’s quotes:

Factor A – Total Evaluated Price Price analysis will be performed to determine the extent to which it is reasonable and complete. Proposed prices will be evaluated in accordance with

FAR 13.106-3.

Option Clause FAR 52.217-8: The Government will evaluate offers for award purpose by adding the total of all CLINs prices, including option. The Government will evaluate its option to extend services in accordance with FAR Clause 52.217-8, by adding one-half of the offeror’s last option period prices to the offeror’s total price. Thus, the offeror’s total price for the purpose of evaluation shall include the base period, 1st option, 2nd option, 3rd option, 4 th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offeror(s) shall not submit a price for the potential one-half year extension of services period.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Factor B – Contractor’s Qualification: Each factor will be rated either acceptable or unacceptable. A rating of unacceptable for any factor or subfactor will result in an overall technically unacceptable rating.

Sub-Factor 1 (Prime Contractor’s Business Registration): The offeror(s) shall submit copy of both Korean and English version of the Valid and Current- Business Registration for printing/publishing newspapers, magazines, book or other periodicals (출판업 또는 인쇄업) issued by the Republic of Korea (ROK) Government.

Sub-Factor 2 (Contractor’s Personnel Prior Experience): One (1) Contractor Manager (CM): The offeror(s) shall provide a resume of CM with verifiable supporting document to present at least two (2) years experience in managing of same or similar printing/publishing newspapers, magazines, book or other periodicals within the last seven (7) years.

Factor C – Past Performance: The offeror(s) shall provide a list of contracts under which they have performed same or similar services relevant to this RFP’s requirement within last seven

(7) years. This data on recent contracts will be used by the Contracting Officer to evaluate past performance. The offeror(s) shall present past performance for themselves whose effort on this contract will significantly influence performance of the proposed effort. The following information shall be included as applicable:

- Contract Number

- Description of Performance

- Total Contract Amount

- Contract Award Date

- Period of Contract

- Procuring Agency/Customer

- Contracting Officer/Contracting Officer’s Representative (name, address, e-mail address, and telephone number)

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable” Past Performances will be evaluated on the contractor’s list of contracts which they have performed same or similar services relevant to this solicitation’s requirement within the last seven (7) years as of the released date of the solicitation. Relevant past performance are those that are the “same or similar” services based on size, scope, complexity, and contract type.

Offerors’ recent and relevant past performance may consist Government and/or commercial contracts for the prime offeror and/or for each major subcontractor who performed during the past three (3) years from the release dated of this solicitation. The offeror’s past performance will be evaluated in accordance with FAR 15.305(a) (2).

Past performance of offeror(s) will be evaluated based on the following processes:

i. Review of the detailed explanation submitted by offerors, demonstrating the relevance of the references to the requirements of the solicitation.

ii. References will be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards/certificates.

iii. The Government reserves the right to obtain past performance information from any reasonable source available, including the Past Performance Information Retrieval System (PPIRS) website http://www.ppirs.gov in order to evaluate offerors’ past performance.

NOTE: As part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non- responsibility. The Contracting Officer is not limited to the information provided.

The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination.

These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.
