About this file
This is a Solicitation Questions and Answers document for Fort Detrick Building 101 Pit Raider Supply (W91QV1-26-R-A047), a small business set-aside supply acquisition under NAICS 325998. The Government requires monthly delivery of one 55-gallon drum of chemical product to the Building 101 sewage lift station at Fort Detrick for treatment of raw sanitary sewage. The contractor must supply and deploy the product at a controlled daily rate such that the entire 55-gallon drum is consumed over a 30-day period until the next month's supply arrives. Initial delivery occurs at Building 9255 (the logistics and receiving building), after which Government personnel transport the product to Building 101 for contractor deployment.
Regarding product specifications, the Government will accept equivalent or better products to Pit Raider, evaluated based on chemical concentrations from Safety Data Sheets (SDS). The contractor must provide and maintain a small pump and feed tube for deployment; methods of deployment (automatic pump, manual pump, or field technician application) are at the contractor's discretion provided the product deploys at the correct daily rate. The Maryland chemical handler certification requirement has been waived, though applicator or operator certification is required for biological/bioaugmentation products. A Quality Control Plan must be submitted with the proposal, or no later than 14 days after contract award. The solicitation is classified as a supply contract with an ancillary service component and does not require Service Contract Act wage determination or manpower reporting. The revised offer deadline is June 29, 2026, at 12:00 PM EDT. Historical consumption is one 55-gallon drum per month, supporting fair-and-reasonable firm fixed price (FFP) pricing.

SOLICITATION Q&A’s
1.Annual quantity and delivery cadence. The product is offered in both 5-gallon pails and 55-gallon drums. Tech Exhibit 2 lists "55- gallon" containers, Annual Delivery Quantity 12 (monthly); PWS 4.3 describes bulk batches to the B9255 warehouse every four months plus monthly redistribution of 5-gallon buckets to Building 101. Please confirm, for each period, the total estimated annual quantity (gallons) and the delivery cadence — number and size of containers to the warehouse vs. redistributed to Building 101 — so offerors can price the FFP CLINs. Answer: 1 (One), 55-gallon drum a month. The barrel arrives at our LRC building 9255, logistics and receiving building, our internal government personnel bring it over to building 101 for the vendor to deploy the product. Or for the vendor to make sure / verify it is deploying product per the pace and quantities the product needs to deploy to last the month until the next month’s supply is provided and deployed.
2. Brand name or equal. CLINs list "Pit Raider™ – State Industrial Products," while PWS 1.2 and 5.1 permit an "equivalent or better." Please confirm an equal/better product is acceptable and identify the salient characteristics and specific evidence the Government will use to determine technical equivalence under Factor 1. Answer: Equal or better product is acceptable. Government will use chemical concentrations from SDS’s to compare.
3. Product-name discrepancy. PWS 4.4 references "Grease-B-Gone product or its equivalent," while the rest of the PWS and the CLIN schedule reference "Pit Raider." Please confirm the intended product and performance standard. Answer: GBG is erroneous, proposed products will be compared to the Pit Raider product composition and performance.
4. Maryland certification. PWS 1.6.5.12 requires a "recognized certification by the State of Maryland to handle and deploy chemicals." Please identify the specific certification(s) and issuing authority the Government considers acceptable, and whether it applies to delivery personnel, onsite technical-support personnel, or both. For a biological/bioaugmentation product, confirm whether an applicator or operator certification is required. Answer: waived, MD certification is no longer needed. For a biological/bioaugmentation product, the applicator or operator certification is required.
5. Deployment & equipment scope. PWS 4.4 requires the contractor to furnish and "maintain the use" of deployment equipment (pumps, hoses, buckets). Please clarify whether the contractor installs, operates, and maintains metering/ dosing equipment at the pump station on an ongoing basis, or solely delivers product and provides equipment for Government use. Answer: Contractor provides a small pump and feed tube to deploy the product. Contractor maintains this pump and feed tube. However, contractor can use any method they deem acceptable so that the product deploys an entire 55 gallons worth of product at a daily increment for a months’ time.
6. On-site technical support. PWS 5.7 requires on-site technical support within a 12-hour window. Please clarify the expected frequency of routine on-site support and whether non-emergency "technical support" may be satisfied remotely. Answer: We want the product to deploy like clockwork. The current provider seems to have a problem making this so. It is a very easy task. Set the pump to whatever feed rate it needs to be set to so that the product deploys daily and exhaust the 55-gallon drum by the end of every month. It is a very simple evolution.
7. Delivery location(s). PWS 4.3 references delivery of batches to the B9255 warehouse and distribution to Building 101, while Tech Exhibit 2 specifies the Building 101 Pump Station. Please confirm the delivery point(s) and any split between warehouse and point-of-use delivery. Answer: Chemicals come to LRC building 9255. That is our logistics building that all supplies entering the installation must come through for inventory and acceptance. They are then brought to building 101, our sewage lift station, by government personnel internally to be deployed by the contractor. Building 101 is an open pit sewage application that the sewage flows through. From there it is then pumped by our high lift pumps to our wastewater treatment plant for further processing.
8. Historical usage. To support fair-and reasonable FFP pricing and to size an equivalent product, please provide historical annual consumption (gallons/ year), the current product in use, and the current dosing rate referenced in PWS 5.9. Answer: 55-gallon drum per month.
9. Applicability of recurring reports. The PWS incorporates a monthly solid-waste/C&D diversion report (1.6.5.9) and Contractor Manpower Reporting via eCMRA (1.6.18). Please confirm whether these apply to this product-supply requirement and, if so, the required content and format. Answer: The contract manpower report is obsolete and is only enforced under SAM.gov if your award is over $1 million dollars and the monthly solid waste/C&D report is not required as well for this order.
10. QCP timing. PWS 1.5.1 states the QCP "shall be submitted with the proposal" but also "will be delivered fourteen days after notice to proceed." Please confirm whether the QCP is required with the proposal or after award. Answer: QCP is to be provided with the proposal and if not provided with the proposal, then no later than 14 days after award of contract. Refer to the MICC for this requirement.
11. Offer due date. The deadlines for questions and for offers are the same (25 June 2026, 12:00 PM EDT). To allow responses to be incorporated, will the Government extend the offer due date?
Answer: the offer due date will have a final due date of June 29 to submit all responses. No exceptions.
12. Contract classification. The solicitation incorporates FAR 52.217-8 (Option to Extend Services), and the price evaluation adds one-half of the final option period. Please confirm whether this is a supply or a service contract, and whether any Service Contract Act wage determination applies. Answer: This is a supply contract with a small ancillary service of making sure product is deployed monthly at a proper interval to exhaust a 55-gallon drum of product per month at the building 101 sewage lift station. Please refer to the contracting agency (MICC) for further clarification
13. Nonmanufacturer rule. This is a small business set-aside supply acquisition under NAICS 325998. If the successful offeror is a nonmanufacturer supplying the named product, please confirm how the nonmanufacturer rule (13 CFR 121.406) is satisfied for this acquisition — e.g., whether an SBA class or individual waiver applies to this product/class, or whether the offeror must supply the end item of a small business manufacturer made in the U.S.
Answer: the Nonmanufacter Rule is a SBA regulation that permits a small business to bid on a federal supply contract end if it does not manufacture or produce the product.
14. Are you just requiring the supplies not services correct? You don’t need us to administer the chemical to the sewage lines? Answer: Product needs to be provided / supplied and deployed by the contractor / supplier at a 55 gallon per month supply. Deploying enough product per day to last 30 days until the next 55 gallon of product can be deployed.
15. The PWS states that you want Pit Raider or equivalent but the SF1449 states only Pit Raider. We have our own chemical that works great in this application. Are you accepting equivalent chemicals? Answer: Yes, we are accepting other chemicals / product of an equivalent performance to the Pit Raider or better performing product.
16. The pumps to administer the chemical, do you want electric pumps or are hand pumps good enough? Answer: Right now, we have a small 120-volt pump that does the job. Deployment of product is up to the supplier ensuring that 55 gallons of product is deployed daily for a 30-day period per 55 gallons of product or a 55-gallon drum of product to be provided monthly. The Pit Raider has been deploying in this fashion for about 10 years, under a previously awarded contract and our current base plus four-year supply contract.
We the end user are open to supplying product in different quantities and increments so long as we have the amount of product a 55-gallon drum of product would provide daily for a months’ time. The level of effort is also up to the contractor on how to make this so. Automatic or manual pumps or manual deployment by an operator or applicator / field technician.
