About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the U.S. Army on 22 July 2026 for solicitation W91QV126RA047. The amendment reopens the solicitation to full and open competition per a new acquisition plan. The response due date has been extended from 29 June 2026 to 29 July 2026. The requisition is designated for small business with a 100 percent set-aside and a size standard of 500 employees. Proposals must be submitted to Contract Specialist Kiara Johnson (kiara.j.johnson2.civ@army.mil) and Contracting Officer Team Lead Denese Henson (denese.y.henson.civ@army.mil), with a questions and comments deadline of 12:00 PM EST on 24 July 2026.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis without discussions unless the contracting officer determines discussions are necessary. Offerors must submit three separate components: a solicitation with prices for each base and option Contract Line Item Number (CLIN), a detailed pricing proposal with fully burdened labor categories, material and equipment costs, profit/overhead, mobilization, and security costs for each contract period, and a technical capability proposal demonstrating how the vendor meets or exceeds requirements in the Performance Work Statement section 5. Technical evaluation uses binary ratings of "Acceptable" or "Unacceptable" based on minimum requirement compliance; unacceptable proposals are eliminated from consideration. Price evaluation includes comparison to the Independent Government Estimate and will incorporate one-half of the final option period prices plus all base and option periods (OPYR 1-4) and a potential six-month extension under FAR Clause 52.217-8 to determine the Total Evaluated Price for fairness and reasonableness assessment.

mailto:kiara.j.johnson2.civ@army.mil, mailto:denese.y.henson.civ@army.mil,
1. The selection process for this award will be made on Lowest Price Technically Acceptable (LPTA) basis. Noncompliance with the Request for Proposal (RFP) requirements may impede the Government's ability to properly evaluate the proposal and may result in the elimination from further consideration of the proposal.
2. The submission of documentation will constitute the offeror's acceptance of the terms and conditions of the RFP, concurrence with the Performance Work Statement (PWS), and contract type.
3. It is the Government's intention to award without discussions. Initial proposal submission should contain the offeror's best technical proposal and prices. If discussions become necessary, the Government reserves the right to them.
4. The offeror's proposal shall consist of the following:
a. Solicitation- Each base and option CLIN must have an associated price listed in the document.
b. Pricing Proposal (separate from the SF1449 and the technical proposal) - The Price proposal will include a line-by-line breakout to include fully burdened labor categories, material and equipment costs and all applicable profit/overhead, mobilization and security costs, etc. The price breakdown must include costs for each contract period (base period and all option periods). ADDENDUM 52.212-2
Award will be made using Lowest Priced Technically Acceptable (LPTA) source selection procedures. Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. LPTA is expected to result in the selection of the technically acceptable proposal with the lowest evaluated
W91QV126RA0470002
price. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary. Award will be made to the offeror whose technical proposal conforms to the requirements of the solicitation and its price is the lowest and determined to be fair and reasonable by the contracting officer; and the contracting officer determines the offeror is responsible. Proposals submitted in response to this solicitation shall include the following:
FACTOR 1: TECHNICAL CAPABILITY EVALUATION. Technical Capability reflects the Government's confidence in each offeror's ability, as demonstrated in its offer, to provide the requirements as stated in this solicitation. The Government will evaluate whether the offeror has demonstrated that it can meet the minimum requirements in the Performance Work Statement (PWS) in the solicitation. The Contractor is required to provide as a part of the technical capability product literature, catalog price lists, warranty, guarantee, technical specs, and delivery information, if available. Offers that do not demonstrate the proposed items meets all requirements will not be considered further for award. The following adjectival ratings will be used in evaluating each Offeror's technical offer.
The following adjectival ratings will be used in evaluating each Offeror's technical offer.
TECHNICAL EVALUATION
RATING DESCRIPTION
Acceptable Offer clearly meets the minimum requirements of the solicitation.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
Note: Any offeror receiving a rating of "Unacceptable" for Technical Capability will no longer be considered for award.
FACTOR 2: PRICE. Price will be evaluated separately from Technical and will be evaluated for fairness and reasonability in terms of the Government's requirement. Price must be determined to be fair and reasonable. Offerors' price proposals will be evaluated to determine the price is fair and reasonable in accordance with FAR 12.209. Pricing will be evaluated using various price analysis techniques and procedures similar to those listed in FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation with a comparison to the IGE.
As a part the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half (1/2) of the offerors' final option period prices to the offerors' total contract price for the purpose of evaluation. Offerors' shall not submit a price for the potential one-half extension of services period. Thus, the offerors' Total Evaluated Price (TEP) will include the total cost of the base period, all applicable option periods (OPYR 1-4) as proposed on the solicitation or most up-to-date amendment and the possible (6) month extension under FAR Clause 52.217-8. The TEP will be assessed in accordance with the guidelines in 15.404 to determine that the price is fair, reasonable, and balanced.
