About this file

This is a Questions and Answers document clarifying key personnel requirements for Catholic clergy services under a federal contract.

The government requires that individuals providing Catholic clergy services be ordained members of the Roman Catholic Church and endorsed by the Archdiocese for Military Services (AMS). Contractors must demonstrate they are experienced and fully qualified to perform required services independently. Key submission documents include: (1) DD Form 2088 (Statement of Ecclesiastical Endorsement) demonstrating AMS approval, (2) a resume demonstrating experience, and (3) written ecclesiastical endorsement proof of good standing with the denomination. All three documents must be submitted with the initial proposal, not upon award selection. The DD 2088 is identified as the critical document since it must be issued by the Archdioceses for the Military Services. The government indicated willingness to amend the L.2.3 Technical Approach Submission and M.1.1 Lowest Price Technically Acceptable (LPTA) evaluation criteria to confirm these requirements and clarify that proposed personnel are not third-party contractors.

Question 1:

In regards to the Instructions in Addendum to 52.212-1. This one pertains to Key Personnel and requires the Catholic Priest to submit a resume to demonstrate that “all qualifications have been met”. Since no delineation is provided in the PWS as to what meets that requirement would be, it is presumed to be consistent with the PWS compliance noted in the AMS Minimum Requirements for the Pastoral Care of Catholic Personnel (specifically, 6.6.4. All contract priests must personally obtain the endorsement and faculties from the Archdiocese for the Military Services. No priest presented by a third-party contractor will be endorsed). To this end, does the government require documents including (1) Home diocese approval letter, and (2) active and current AMS endorsement and faculties documented on the Government's DD Form 2088 (Statement of Ecclesiastical Endorsement) and would the DD2088 be submitted with the initial proposal with the résumé, or is it only required upon selection for award? If so, request L.2.3 Technical Approach submission and M.1.1. Lowest Price Technically Acceptable (LPTA) evaluation be amended to confirm these requirements and that they are not a "third-party contractor"?

Gov Response: Individuals providing Catholic clergy services will be ordained members of the Roman Catholic Church and endorsed by the Archdiocese for Military Services. The contractor shall be experienced and fully qualified to perform the required services without any direction by Government personnel. The contractor will submit in writing an ecclesiastical endorsement as proof of good standing with the denomination.

The DD 2088, shows AMS approval, and resume, shows experience, should be submitted with the proposal.

The L.2.3 Technical Approach Submission and M.1.1 Lowest Price Technically Acceptable evaluations can be added. The DD 2088 is the critical document since it must be issued by the Archdioceses for the Military Service.
