About this file
This document is Amendment 0001 to a Request for Proposal (RFP) for a Basic Horsemanship Course (BHC) issued by the Department of the Army. The solicitation (W91QV1-25-R-0018) is a 100% small business competitive procurement for commercial services to be performed at Joint Base Myer-Henderson Hall, with a base period from 05 May 2025 to 25 July 2025 and an option period from 26 July 2025 to 04 May 2026. The contract will be a Firm Fixed Price and is currently unfunded, with no contract award to be made until appropriated funds are available.
The amendment includes three questions and answers from potential vendors regarding the solicitation. Key clarifications include: (1) the government will not adjust the RFP's equine age and height restrictions (8-18 years, 16-16.3 hands high), (2) the government will not modify the property size requirement of 14 acres for maintaining 15 horses, and (3) a facility in upstate New York is not an acceptable location for performance. The RFP indicates the government will select the best overall proposal based on an integrated assessment of three evaluation factors: Technical Capability, Past Performance, and Price. Offerors must be registered in the SAM database and submit proposals by 31 March 2025 at 15:00 local time.

QUESTIONS AND ANSWERS
Basic Horsemanship Course (BHC) Questions and Answers
W91QV1-25-R-0018
1. Question: Past Army equine brokerage RFP have defined Military Working Equines as between age 3 to 12 and at a height of 15.2 to 17 HH. The subject RFP asks for equine between the ages of 8 to 18 and a height of 16 to 16.3 HH.
Why such age and height restrictions. A 15.2 equine is more than capable of accommodating a large adult. An age of 8 is inconsistent with what has been asked for by the Old Guard in the past and serves to restrict competition for those barns that have been collecting equines that meet past MWE specifications, as dictated by the Army Request the RFP be adjusted to allow for equines in height of 15.2 to 17 HH and ages 4 to 15 years
Answer: The Government will not adjust the RFP.
2. Question: The RFP requires a minimum of 15 working equines and refers to a property of at least 14 acres. There is only one county within a 60 mile radius of Fort Myers that will legally permit 15 horses to be maintained on a 14 acre property. Loudon County is the most restrictive and requires 25 acres of land to operate a commercial stable. Prince William, Fairfax, and Stafford counties all require a minimum of 17 acres to maintain 15 equines.
Request the RFP be adjusted to reflect a minimum of 25 acres to legally accommodate a 15 horse herd for those counties that are within 60 miles of Fort Myers.
Answer: The Government will not adjust the RFP to reflect a minimum of 25 acres.
3. Question: Would a facility in upstate NY be an option?
Answer: No. Reference paragraph 5.1.1.11 of the Performance Work Statement
(PWS).
