About this file
This is a Sole Source Justification document for a follow-on requirement to provide maintenance and programming services for Land Mobile Radio (LMR) equipment at Fort Detrick. The contract will be awarded to Superior Communications Inc. (SCI), the only authorized vendor for Harris Land Mobile Radio System services in the National Capital Region (NCR). The procurement covers maintenance and programming for various Unity Portables, Unity Mobiles, and XL series radio equipment, with a base period from 03-29-2025 to 03-28-2026 and four additional option periods through 03-28-2030.
The justification emphasizes that SCI is the sole authorized vendor due to Harris Corporation's intellectual property rights and proprietary protocols, which represent a patent, copyright, or secret process. Previous contracts (W91QV119C0134 and W91QV120C0101) for similar services at Fort Detrick and Joint Base Myer-Henderson Hall support this sole-source determination. A Sources Sought notice was posted on 26 April 2024, with two certified Small Businesses responding. The contract will be funded through OMA (Operations and Maintenance Account) funds, with a firm-fixed pricing structure, and is intended to ensure critical communication equipment for emergency response services remains operational.
