ADDENDUM 52.212-2

BASIS FOR AWARD

Award of this contract will be made on a competitive best value trade off basis, using simplifed acquisition procedures in accordance with FAR 13.5. The Government will select the best overall proposal based upon an integrated assessment of three (3) evaluation factors: Technical Capability, Past Performance and Price.

FACTORS TO BE EVALUATED

The following factors shall be used to evaluate offers Factor 1 - Technical Capability, Factor II - Past Performance, and Factor III - Price. The non-price factors, Technical Capability and Past Performance, when combined, are significantly more important than Price. Among the non-price factors, Technical Capability is significantly more important than Past Performance. Within Factor I, Technical Capability, there are one sub-factor: Sub-factor I - Technical Approach.

Technical Capability sub-factors are of equal importance. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for Factor I, Technical Capability. Within Factor II, Past Performance, a rating of no less than “Satisfactory/Neutral Confidence” must be achieved for Factor II.

As a basis for award, trade-offs between price and non-price factors are permitted. Therefore, the Government reserves the right to award to other than the lowest price. However, the degree of importance of price as a factor in determining award could become greater depending on the equality of the proposals evaluated in the non-price factors. The greater the equality of proposals within the non-price factors, the more important price becomes in selecting the best value to the

Government. The Government will evaluate proposed prices for reasonableness using cost and/or pricing analysis techniques. The Government intends to award one contract because of this solicitation.

FACTOR I. TECHNICAL CAPABILITY

Sub-factor I. Technical Approach:

The Government will evaluate the extent to which the Offeror’s methods and approach have satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed; the extent to which the proposed approach is workable and the end results achievable; and the extent to which the Offeror is expected to be able to successfully complete the tasks of the PWS.

Specifically, the evaluation will focus on the extent to which the offeror proposes a complete, feasible approach to managing, staffing, resourcing, and scheduling tasks.

Quality Control Plan : The Offeror shall provide a QCP demonstrating its methodologies for ensuring sustained quality improvement. The Offeror shall submit a QCP for measuring, attaining, and managing quality of performance under this contract. The Offerors shall provide performance standards and metrics that align with the organization’s requirements. The Offeror’s QCP shall explain the way the Offeror shall ensure all contract requirements are being accomplished in accordance with the contract to include monitoring, inspecting and correcting deficiencies in a manner that is appropriately tailored to the work outlined in Section 1.5.1 Quality Control Plan (QCP) of the PWS.

Transition Plan: The Offeror shall provide a scheduling narrative describing how they propose to accomplish the tasks outlined in the PWS Part 5 and Technical Exhibits 3 which demonstrates his/her, company’s capability of planning, managing, and performing the work outlined under each task. The narrative should clearly articulate the required steps to achieve each Specific Task in the PWS Part 5. The plan should include but not limited to goals/objective, resources, constraints, strategies, communication plan, appendices, abstract and summary. This shall include the labor estimates for each of the tasks, and considers the information contained in the RFP to include the technical exhibits to consider scheduling. Specifically, each task in the PWS shall include a narrative/ statement whether the contractor’s solution fully meets/supports or does not meet the task requirements in the PWS.

Sub-Factor II: Work Experience: written narrative detailing similar work performed within the last five years, which addresses: laundering, pressing, sewing, repairing, replacement, pick-up and delivery of Uniform Rental & Laundry Services; which contractor or subcontractor performed the work; the dates and/or time period the work was performed; the location of services; the approximate dollar amount for which the contractor was responsible; and challenges faced in performing the work and solutions implemented.

** Scheduling Considerations: a narrative that describes a pick-up and delivery scheduling on an weekly basis to accomplish the tasks outlined in the PWS Section 5.6 including any special considerations inherent in performing work at Arlington National Cemetery.

Combined Technical/Risk Rating Method A Combined Technical/Risk rating methodology will be used. A single rating for each Technical Capability sub-factor will be assigned. From those ratings, an overall Technical Capability Factor rating will be determined. The Combined Technical/Risk Ratings, excerpted below focus on the strengths, weaknesses, risk and uncertainties of the offeror’s proposal. The color rating depicts how well the offeror’s proposal meets the requirements. This rating scale will be used to evaluate Factor I – Technical Capability.

TABLE 1 – COMBINED TECHNICAL/RISK RATINGS

Color Rating Description

Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is not awardable.

FACTOR II – PAST PERFORMANCE – The Government will evaluate past performance of similar, recent and relevant questionnaires, assessing how well the contractor performed and how relevant the submissions are with respect to the current requirement. Recency is defined as performance within three years of the due date of the proposals. Relevancy is defined as having similar dollar value, scope, and complexity. Offerors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision. Questionnaires should demonstrate relevant contracts which are entered into with Government agencies or private sectors. For contractors with no relevant past performance, the Government may consider information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement. If the offeror has no relevant past performance, this must be stated in the offeror’s proposal submission. The offeror’s proposal will then be listed as “past performance unknown,” and its Past Performance factor will be given a neutral confidence rating.

Past Performance Relevancy Rating Method Past Performance will be evaluated to assess the offeror's relevancy of recent efforts accomplished to determine the probability of meeting the solicitation requirements. The currency, relevancy, source, and context of the information, as well as general trends in the contractor's performance will be considered. Each recent contract considered will be evaluated individually for relevancy and assigned an adjectival relevancy rating as described below.

Table 2 - Past Performance Relevancy Ratings Rating Definition

Table 2 - Past Performance Relevancy Ratings Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Performance Confidence Assessments Rating Method All recent contracts evaluated as Very Relevant, Relevant, and Somewhat Relevant for which past performance information is provided will be considered; and based on all the recent, relevant past performance information, a performance confidence rating will be assigned for each offeror, as described below.

TABLE 3 - Performance Confidence Assessments Rating Definition

TABLE 3 - Performance Confidence Assessments Rating Definition Substantial Confidence Based on the offeror’s recent/relevant performance record, the

Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the facto of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

FACTOR III - PRICE:

The total price will be computed by adding the total for all base period CLINs and all options CLINs. Additionally, the Government will evaluate the Option to Extend Services under FAR clause 52.217-8 "Option to Extend Services" by adding one-half of the Offeror's final option period price to the Offeror's total price. Thus, the Offeror's Total Evaluated Price (TEP) will include the base period and all applicable option periods. The TEP be assessed in accordance with the guidelines in FAR 15.404 to determine that the price is fair, reasonable, and balanced.

Definitions:

• Completeness/Accuracy: The Offeror’s proposal follows the Price Volume instructions in the RFP.

• Reasonableness: A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

• Unbalanced: Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either part.

Before the Offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
